HomeMy WebLinkAbout0573 OrdinanceORDINANCE NO. 573 =� AN ORDINANCE AMENDING ORDINANCE NO. 439, BEING "AN;ORDINANCE F'IKING.THE PRICE -OF GRAVE LOTS- IN CITY VIE+:: CEMETERY AND PROVIDING THE MANNER OF PAYMENT THEREFORE, AND PROVIDING FOR THE PERPETUAL UPKEEP OF ALL GRAVES IN SAID CEMETERY AND DEFININCT THE MEANING OF THE TERM "PERPETUAL UP Y=P", AND PROVIDING FOR THE OPENING AND CLOSING OF GRAVES IN SAID CEMETERY AND PERMITTING THE USE OF CONCRETE BOXES OR VAULTS, AND MAKING CERTAIN RULES AND REGULATIONS rjITH REFERENCE TO THE CHARACTER AND KIND OF MARKERS AND MONUMENTS OR GRAVE STONES THEREIN, AND PROVIDING FOR THE APPOINTMENT OF A SUPERENTENDENT OF SAID CEMETERY BY THE.NTAYOR, AND DEFINING HIS DUTIES, AND AMENDING ORDINANCE NO. 329 AND ORDINANCE NO. 358, AND ALL OTHER ORDINANCES OR PARTS.OF ORDINANCE IN CONFLICT HERE.= KITH", AND REPEALING ORDINANCE.NO. 439 A\TD ALL OTHER ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HERE.41ITH.. The City Council . of,. the � City of Pasco do `ordain as follows: Section 1 Hereafter all graves in the City View Cemetery shall be sold with per- petual upkeep thereof, • by perpetual. -upkeep „i s- meant that the City will seed the grave plot to,grass and will perpetually -keep said plot watered, fertalized, and.otherwise properly cared for. Section 2 All grave lots in said cemetery shall be sold at the following prices: All grave told in State .:A1 1.1 cases, -and Franklin: Cou.n.ty.".aelfare cases shall be sold for $22.50 including perpetual upkee and marker. Baby graves, if in a baby plot, to be sold for 415.00 with an addi- tional charge of 1.50 for marker. All graves in Blocks 3, 63, 7, 1, 2, 2A and 7A to be sold for $50.00 each, including perpetual upkeep. All graves in other parts of the Cemetery than as above stated shall be sold for $60.00 each including perpetual upkeep. All graves sold must be paid for in cash either at the time the said grave plot is sold, or before the same is opened; provided however, upon application made to the superentendent of the cemetery, graves may be sold on time, not exceeding eighteen months, provided that the purchaser thereof shall give a note therefor, payable to the City of Pasco, and running for a period of not more than eighteen months, with sureties to be approved by the superentendent of the cemetery. Such note -at the time of the sale and the execution thereof shall be filed with the City Treasurer for collection. Section 3 All -graves must be opened by the cemetery superentendent or under his immediate supervision. A charge of $15.00 shall be made for the open and closing of all graves. Each grave shall have placed thereon a tem- porary marker for which a charge of y�1,50 shall be paid. If a concrete vault is desired the same shall be purchased by the purchases of the lot or plot and shall be put in place oriconstructed by the superentendent of the cemetery and all labor and material shall be paid for by the purchaser of such lot or plot. All moneys collected under this section shall be collected b y the superentendent and he shall turn the same over to the City Treasurer to be place to the credit of the cemetery fund. Section 4 No trees, plants.or shrubs shall be hereafter 'set in the cemetery,ex- cept by, or under the immediate supervision of the superentendent.there of. All'grave"stones en.d monuments bases shall.be made of granite, marble., limestone, or other natural stone and no cement or other com- position stones of any kind shall beipermitted to be set in the cem etery, and all grave stones and'monuments shall-ae set flush with the ground in Lots 4 and 5 and 8 to 19 inclusive, and.no monuments or markers or grave stones shall be placed in said cemetery except that the same be done by, or.under the direct supervision of the superentendent of the cemetery, Section.5 The mayor shall, from time. -to time appoint4a cemetery ;superentendent_ who shall hold office during the pleasure of'the Mayor and until his successor shall have been appointed.and qualified. Such superentendent shall have full supervision, charge and control of the City view Cem- . etery, and particularly all matter pertaining to the maintaining there- of and -to the opening and closing of all graves'and setting and placing of all monuments and markers, and to the care of the graves and plots in said cemetery contained, and to the seeding to grass in all parts of.said cemetery entitled to perpetual care; and he shall do such other things in reference to said cemetery as he shall from time to time be directed to do by the mayor or City Council. He may, in his discretion, keep.the cemetery closed to vehicular traffic at such times,asin his judgment it may be'deemed best.from the "stand p6int of the upkeep -of the roads and driveways therein. The superentendent shall have, free use of the buildings on said cem etery grounds., and he shall•receive such monthly salary as shall be fixed by the City Council'from•time to time. Neither the superentendent or the City shall be in any way responsible for vases, flowers, or containers left in the said,cemetery by any per- son whatsoever.` Section 6' .The"City Council may from time to time set apart certain sections of said cemetery for the exclusive -use of any religiou.s•or fraternal organization as they may deem proper and expedient, and make such reg- ulations concerning the use and care of same as may be proper and necessary. Section 7 Ordinance No. 439 and all other parts,of.Ordinances in conflict here with are hereby repealed. Section 8 This ordinance shall take effect five days after its passage and publication.
