7 THE CITY COUNCIL OF THE CITY OF PASCO DO ORDAIN AS FOLLOWS*
8 SECTION 1. Purposes of this ordinance
9 (a) The word "vehicle" shall mean every device capable of
10 being moved upon a public highway and in, upon or by which any
11 person or property is, or may be, transported or drawn upon a
12 public highway, excepting devices moved by human or animal power
13 or used exclusively upon stationary rails or tracks; `
14 (b) The word "person" shall mean every natural person, firm,
15 -co-partnership, corporation, association or organization;
16 (c) The word "operator" shall mean every person who is in
17 actual physical control -of a vehicle, as herein defined, upon a
18 public street or highway of the City of Pasco.
19 SECTION 2. The following described streets are hereby estab-
20 lished as a parking meter zone; The north and south sides of gest
21 Lewis Street from the west curb line of Second Street to the east
22 curb line of Fifth Street; the east and west side of South Fourth
23 Street from the north curb line of .Columbia Street to the south
24 curb line of Nest Lewis Street; the east and west sides of North
Fourth Street from'the north curb line of idlest Lewis Street to the
25
south line of West :Clark Street; the east and west sides of South

Clark Street; and in said zone and in such other parking meter

1 zones as may hereafter be created by ordinance, the City Street
2 Superintendent is hereby authorized and directed to install or place
3 parking meters immediately and shall cause parking meter spaces
4 to be designated therein in accordance with the provisions of this
5 ordinance.
6 SECTION 3. Such.parking meters shall be placed upon the curb
7 along side of:; or next to, individual parking places to be designated
8 as hereinafter provided. Each parking meter shall be placed or set
9 in such manner as to show or display by a signal that the parking
10 space adjacent to such meter is or is not legally in use. Each said
11 meter shall be arranged so that,upon the expiration of the legal
12 pa,.rking time,it will indicate by a mechanical operation that the
13 lawful -.-parking period has expired.
14 SECTION 4. The Superintendent of Streets is instructed to have

lines or markings painted upon the curb adjacent to each parking
16
meter for the purpose of indicating the parking space for which said
17
meter is to be used, and each vehicle parked along side of or next
18
to any -parking meter shall park within the lines or markings so
19
established. It shall be unlawful. and a violation of this ordinance
20
to park any vehicle across any such line or marking or to park such
vehicle in such position that the same shall not be entirely w:ithift,.

the area so designated.
SECTION 5. When any vehicle shall be parked in any space along
23
side of or next to which a parking meter is located, the operator
24
of said vehicle shall upon entering said parking space immediately
25
deposit a coin of the United States in such parking meter in the

denomination called for in the -particular location, and.such parking

space may then be lawfully occupied by such vehicle during.the

period of parking time which has been prescribed for the part of the

street in which said parking space is located. If said vehicle
30
shall remain parked in any such parking space beyond the parking
31
time limit fixedf'gr such parking space, the parking meter shall

1 display a sign or signal showing illegal parking, and,in that event,
2 such vehicle shall be considered as parked overtime and beyond the
3 period of legal parking time.
4 SECTION 6. It shall be unlawful for any person to cause, allow,
5 permit, or suffer any vehicle registered in the name of said person
6 to be parked overtime or beyond the period of legal parking time
7 established for any parking meter zone as herein described.
8 SECTION -7. It shall be unlawful and a violation of the provi-
9 sions of this ordinance for any person to deposit or cause to be
10 deposited in a parking meter a coin for the purpose of increasing
11 or extending the parking time of any vehicle beyond the legal
12 parking time which has been established for the parking space adjacent
13 to which said parking meter is placed.,
14 SECTION S. It shall be unlawful to deposit, or cause to be
15 deposited, in'any parking meter any slug, device or substitute for
16 a coin of the United States.
17 SECTION 9. It shall be unlawful for any person to deface,injure,
18 tamper with, open or willfully break, destroy, or impair the use -
19 fulness of any parking meter installed under the provisions of this
20 ordinance.
21 SECTION 10. Notice of the violation of the provisions of this
22 ordinance may be given -in writing on a form provided by the Police
23 Department for•violations of this ordinance, same to be placed in a
24 conspicuous place on the vehicle parked and requiring the operator
25 thereof to appear within twenty-four hours at the Police Station for

26 booking and subsequent trial on the charge placed against him.

0 27 SECTION 11. The coins required to be deposited in parking

vising and regulating the parking of vehicles in the parking meter
zones created hereby and to be hereafter created.
SECTION 12. Every person who shall violate or fail to comply
with any of the provisions of this ordinance, or who shall counsel,
aid or abet any such violation or failure to comply, shat 1 be deemed
guilty of a misdemeanor, and, upon conviction thereof, shall be
punished by a fine in any sum not exceeding One Hundred Dollars
($100.) or by imprisonment in the city jail for a term not exceeding
thirty (30) days, or by both such fine and imprisonment.
