ORDINANCE NO. 511
AN ORDINANCE RELATING TO THE LICENSING OF DOGS IN THE CITY
OF PASCO AND FIXING PENALTIES FOR THE VIOLATION THEREOF.'

THE CITY COUNCIL OF THE CITY OF PASCO DO ORDAIN AS FOLLOWS:

SECTION ONE: Every person who shall own or have in his pos-
session, or who shall harbor or control, keep or maintain in the

City of Pasco, any dog, male or female, shall be required to pay
5
a license therefore, as herein provided:

For each male dog the fee shall be'one dollar per year, and
7
for each female dog, three dollars per year. For the purposes of
8
this ordinance, the term "male dog" shall include spaded females.

It shall be the duty of every such person to call at the office of —
10
the City Clerk between May 1 and June 1 of each year and pay the
11
said license fee for each dog owned, harbored, or controlled by
12
them within the city limits, ang the Clerk shall issue a license
13
for such dog or dogs which shall date from the first day of i11ay
14
and be in force until the first day of May following, and the dog
15
described therein but none other, shall be entitled to remain in
16
the city limits until such last named date without further license
17
tax. No dog shall be taxable until it has reached the age of six
18
months.

SECTION TWO: The City Clerk, in issuing said licenses, shall
20
also issue to the licensee, a metal tag suitable to be attached to
21
a collar which shall bear the legend, "City of Pasco, Dog License
22
Number said number to correspond with the number of the
23

license, and such tag shall be securely fastened by said licensee
24
to the neck of the dog for which said license was paid, and said
25
tag must be securely kept on the neck of said dog at all times

during the continuance of said license.

SECTION THREE: All dogs found anywhere within the City of

Pasco and not having on their necks said tags are hereby declared

to be a public nuisance, and it shall be the -duty of the Chief of

Police to restrain and impound all such dogs, and when impounded,
31
they shall be kept for forty-eight hours, at the end of which
32
time it shall be discretionary with the Chief of Police as to

1 whether such animals or any of them shall be sold to defray
2 expenses of keeping them or whether they shall be killed, and if
3 the Chief of Police shall not sell said animals as aforesaid, he
4 shall, after the expiration of said forty-eight hours, cause said
5 dogs to be killed.
6 SECTION FOUR: Any owner or harborer of any dog so impounded
7 may regain the same within forty-eight hours from the time of the
8 commencement of said impounding, by paying to the City Clerk the
9 prescribed license fee together with a penalty of one dollar, and
10 obtain from the City Clerk a license tag in the manner above pre -
11 scribed, and also a receipt for said penalty of one dollar and
12 upon the presentation of such license tag and receipt to the
13 officer having said animal impounded, said animal shall be at
14 once released.
15 SECTION SIX: Ordinance #269 is hereby repealed.
16 SECTION SEVEN: This ordinance shall be in full force and

effect from and after five days from its passage and publication.
