AN ORDINANCE DECLARING AN EMERGENCY AND PROVIDING FOR A DEPUTY
CITY CLERK, AND FOR COMPENSATING SUCH DEPUTY CITY CLERK FOR
SERVICgS TO BE RENDERED.
Be It Oraain--d By The City Council Of The City Of Pasco, As
Follows:
SECTION ONE:
WHERTAB, an emergency has arisen which could not have reasonably
been foreseen at the time of making the buaget for the year 1939,
which emergency requires the expenditure of money not provided for in
the budget. Such emergency being occasioned by the increase of work in
the office of the City Clerk, growing out of the collection of license
fees, and out of the fact that the duties of the City Clerk were be-
lieved not to be sufficient to require an assistant in such office,
AND WHEREAS, it now develops that such work does require an
assistant therein, and it is estimatea that it will require an expend-
iture of $300.00 over ana above that provided for in said budget for
the office of the City Clerk.
THEREFORE, the City Council goes hereby aeclare an emergency
to -exist requiring the expenditure of X300.00 over ana above the
amount proviaea in the buaget for the office of City Clerk.
SECTION TWO:
Tne City Clerk be and is hereby authorized to employ an assist-
ant or deputy for a salary not exceeding 425.00 per month, and that
-emergency warrants be issued to pay the salary ofsuch a-eputy when
so employed.
SECTION THREE:
This ordinance snall take effect five days from and after its
passage and publication.

Gentlemen:
I have preparea and am hanaing you herewith a proposed
ordinance declaring are emergency, to provide J300.00 aacitional
for the City Clerk's office, for the employing of a deputy
City Clerk for the ,year 1939.

The salary of the City Clerk can neither be increased
nor diminished Curing ner term of office. Therefore, in oraer
to provide additional funds for the eonaucting of the work of
that office, it seems to me that it will have to be done through
the employment of a deputy City Clerk. At the time of making
up the budget tris fall for the year 1940, it will be necessary
to include in the budget funas sufficient to retire the emer-
gency warrants issuea under the terms of this proposed ordinance.
This ordinance cannot be passed until at least one week
shall have elapsed after its introduction, and it requires the
unanimous consent of all the members of the council present
at the t ims of its passage. ,
