HomeMy WebLinkAbout0439 OrdinanceW . ;+r ORDINANCE NO. 4 / q IAN ORDINANCE FIXING THE PRICE OF GRAVE LOTS IN CITY VIEW 00METERY AND PROVIDING THE MANNER OF PAYMENT THEREFOR, AND PROVIDING FOR THE PERPETUAL UPKEEP OF ALL GRAVES IN SAID CEMETERY A_NTD DEFINING THE MEANING OF THE TERM "PERPETUAL UPKEEP", AND PROVIDING FOR THE OPENING AND CLOSING OF GRAVES IN SAID CEMETERY AND REQUIRING THE USE OF CONCRETE BOXES OR VAULTS, AND MAKING CERTAIN RULES AND REGULATIONS WITH REFERENCE TO THE CHARACTER AND KIND OF i�,3ARKERS AND MONUIVIENTS OR GRAVE STONES THEREIN, AND PROVIDING FOR THE PLACEMENT THEREOF, AND PROVIDING FOR THE APPOINTMENT OF A SUPER- INTENDENT OF SAID CEIIETERY BY THE MAYOR, AND DEFINING HIS DUTIES, AND A1;1ENDING ORDINANCE NO. 329 AND ORDINANCE NO. 358, AND ALL OTHER ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH." The City Council Of The City Of Pasco Do Ordain As Follows: Section 1. Hereafter; all graves in the City View Cemetery shall be sold with perpetual upkeep thereof, excepting such graves as are sold to Franklin County without perpetual upkeep. By perpetual upkeep is meant that the City will seed the grave plot to grass and will perpetually keep said plot watered, fertilized, and -otherwise properly cared for. Section 2. All grave lots in said cemetery shall be sold at the following prices: All graves in Blocks 4 and 5 shall be sold at .60.00 each. All graves in Blocks 3;0and.7 shall be sold at $50.00 each. All other graves shall be sold at 45.00'each, excepting those sold to Franklin County without perpetual upkeep in Block 4, which said lots shall be sold at $15.00 each. All graves sold must be paid for in cash either at the time the said grave plot is sold, or before the same is opened; provided, however, upon application made to the superintendent of the cemetery, graves may be sold_ on time, not exceeding eighteen (18) months, provided that the purchaser thereof shall give a note therefor, payable to the City of Pasco, and running for a period of not more than Eighteen (18) months, with sureties to be approved by the superintendent of the cemetery. Such note at the time of the said sale and the execution thereof shall be filed with the.City_ Treasurer for collection. Sect -ion 3. All graves must be opened by the cemetery superintendent or under his immediate supervision. A concrete box or vault must be provided in said grave before any interrment is made therein, which said concrete box or vault shall be constructed by the cemetery superintendent or under his immediate supervision. The superintendent shall have charge of the closing of all graves, and shall provide for each grave a concrete marker which he shall put in place. The superintendent shall charge for the work herein rovKnd to be done byhim or under his supervision, the sum Of n 50L100 - -Dollars ( ), and he shall collect therefor, and turn the same intlo the City Treasury to be placed to the credit of the cemetery fund. -a . -p- No p . Section 4. No trees, plants or shrubs shall be hereafter set in the cemetery, except by, or under the immediate supervision of, the superintendent thereof. All grave stones and monuments tel% be made of granite, and no cement or composition stone of any kind shall be permitted to be set in said cemetery, and all such grave stones and monu- ments shall be set flush with the ground in Lots 4. and 5, and no monuments or markers or grave stones shall be placed in said cemetery except that the same be done by, or under the direct supervision of, the superintendent of the cemetery. Section 5. The Mayor shall, from time to time, appoint a cemetery superintendent who shall hold office during the pleasure of the Ilayor and until his successor shall have been appointed and qualified. Such superintendent shall have full supervision, charge and control of the City View Cemetery, and particularly, all matters pertaining to the maintaining thereof and to the opening and closing of all graves and setting and. placing of all monuments and markers, and to the care of the graves and plots in said cemetery contained, and to the seeding to grass, fertil- izing, trimming, and maintaining of the grass in all parts of said cemetery entitled to perpetual care; and he shall do such other things in reference to said cemetery as he shall from time to time be directed to do by the Mayor or the City Council. He may, in his discretion, keep the cemetery closed to vehicular traffic at such times as in his judgment it may be deemed best from the standpoint of the upkeep of the roads and driveways therein. The superintendent shall have free use of the buildings on said cemetery grounds, and he shall receive such monthly salary as shall be fixed by the City Council from time to time. Neither the superintendent nor the City shall be in any way responsible for vases, flowers, or containers left in the said cemetery by any person whatsoever. Section 6. The City Council may from time to time set apart certain sections of said cemetery for the exclusive use of any religious or fraternal organization as they may deem proper and expedient, and make such regulation concerning the use and care of same as may be necessary and.proper. Section 7. All ordinances or parts of ordinances in conflict heretith are hereby repealed. Section 8.
