ORDINANCE N0. 424
AN ORDINANCE RELATING TO LICENSES FOR, AND REGULATING CERTAIN
OCCUPATIONS, TRADES AND LINES OF BUSINESS CARRIED ON IN THE
CITY OF PASCO, AND REQUIRING THE SAME TO BE LICENSED AND
PROVIDING A PENALTY FOR THE VIOLATION THEREOF, AND REPEALING
ORDINANCE N0. 364, ENTITLED, "AN ORDINANCE RELATING TO LICENSES,
REGULATING CERTAIN OCCUPATIONS, TRADES AND LINES OF BUSINESS
CARRIED ON IN THE CITY OF PASCO, AND REQUIRING THE SAME TO BE
LICENSED, AND PROVIDING A PENALTY FOR THE VIOLATION THEREOF,"
AND REPEALING ORDINANCE NO. 288 ENTITLED,"AN'ORDINANCE-TO
LICENSE CERTAIN TRADES AND OCCUPATIONS IN THE CITY'OF PASCO,
WASHINGTON,11 AND REPEALING ORDINANCES NUMBERED 289, 299, and
317, BEING ORDINANCES AMENDING ORDINANCE NO. 288.
BE.IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF PASCO:
SECTION 1:
Hereafter it shall be unlawful for any person or persons,
company, corporation or association to do, transact, exercise,
engage in, or carry on, either directly or indirectly, within
the limits of the City of Pasco, any trade, occupation, business
or activity for which a license is hereinafter required, or a
or a license fee provided, without first procuring such license
and paying such fee.
SECTION 2.
Each applicant fora city license shall file an applica-
tion with the city clerk, together with the amount to be paid
for such license, and the city clerk shall issue a receipt for
the same. The city clerk shall, at the next regular meeting of
the city council present the application to the said city council,
and if the application be approved by the city council, the city
clerk shall issue the applicant a license. If the application
be not approved, the city clerk shall return the amount of money
received at the time the application was filed. All applications
for licenses,as herein provided for, shall be in writing and
signed by the applicant and shall give his residence and business
address and such other information as may be required.
SECTION 3.
No license shall entitle the holder thereof to carry on
business except in the place named therein unless the place so
named.shall have been first permanently closed. No license shall
be transferable or assignable except by express vote of the city
council.
SECTION 4.
Every person, company, corporation or association engaged
in any business or trade, or occupation for which a license is
required, shall keep such license posted in a conspicuous place
about such place of business, and shall produce such license at

any time on demand of the city clerk or any police officer. All
licenses shall be conditioned upon the licensee conforming to
all the 'laws of the United States, of the State of Washington,
and ordinances of the City of Pasco, pertaining to such business
or occupation. All licenses shall be for the period of one year,
unless otherwise provided herein; said license to begin January
1st of each year and terminate December 31st, following. No
rebate shall be paid or allowed if the licensee shall fail to
operate the business for the full period of the license; provided,
that where more than one of any of the businesses or occupations
for which a license is required, is carried on by the same person
or party, in the same location, then such person or party shall
pay the highest license fee in this ordinance required for any of
such businesses or occupations and no license fee shall be
required for the other businesses or occupations there carried on
by him; provided further, that where pinball machines are used or
operated in any place of business, they shall pay the license fee
prescribed therefor, notwithstanding the fact that other licenses
may bepaid by the same party for business operated in the same
location; provided further that for the year 1937, license fees
shall become. due and payable April lst, 1937, for such year and
paid proportionally for remainder of such year.
SECTION 5:
Any license granted hereunder may be revoked or forfeited
or the unexpired term thereof shortened by the city council for
any reason which to it may seem sufficient. All licenses herein
provided for shall be payable in advance.
SECTION g:
All businesses, occupations and professions named herein
shall pay the license fee herein provided for, and all licenses
issued hereunder shall be for the period of one year unless
otherwise specified in.this ordinance.
SECTION 7: AUCTION SALES
All auction sales of merchandise, other than judicial sales
held in pursuance of an order of court, shall pay'a license fee of
10.00.a day, and all auctioneers;'conducting or crying any auction
sale, shall pay a license fee of $2.50 a day.
SECTION g: APARTMENT HOUSES
Any apartment house or building in which rooms in suits or
suites are rented for housekeeping purposes shall pay a license
fee of $1.00 per year for each suit or suite of rooms so rented,
or kept for rent.
SECTION 9: ABSTRACT OFFICES:
All abstract offices or places of business engaged in the
business of making abstract of title, shall pay a license fee of
$5.00 per year.
SECTION 10: BANKS
All banks shall pay a license fee of $Z5.00 per year.

SECTION 11: BAKERIES
All bakeries or places where bakery products are
manufactured and sold shall pay a license fee of $10.00 per year.
SECTION 12: BARBERS:
All barbershops shall pay a license fee of $5.00 per year
SECTION 13: BEER PARLORS
All beer parlors or taverns, or places engaged in the
sale of beer and wine or either thereof shall pay a license fee
of $15.00 per year.
SECTION 14: BEAUTY PARLORS
All beauty parlors or places engaged in the business of
hair dressing and/or manicuring shall pay an annual license fee
of $5.00 per year.
SECTION 15: BILL POSTERS
All persons engaged in the business of posting bills for
advertising purposes or operating and controling billboards,
shall pay a license fee of $5.00 per'year.
SECTION 16: BOWLING ALLEYS
All bowling alleys conducted in the City of Pasco shall
ay an annual license fee of $10.00 for the first alley and
5.00 per year for each additional alley.
SECTION 17: CARD ROOMS, POOL AND BILLIARD HALLS
Each and every public card room, billiard room or pool
room, or place where games of cards, billiards or pool are
openly and publicly played and the general public admitted there-
to, and compensation charged for the use of the tables or
equipment therein, shall pay a license fee of $80.00 per year
for the first of any such table used or'operated therein and
$1.00 per year for each additional card, billiard or pool table.
SECTION 18: CARNIVALS
All street carnivals or shows or performances ordinarily
known and classified as carnivals, whether showing upon the
streets or upon other property, shall pay a license fee of
,35.00 per day.
SECTION 19 CLEANING AND DYEING ESTABLISHMENTS
All cleaning and dyeing establishments or places engaged
An dry cleaning, dyeing and repairing or alteration of clothing
or any combination of such work, shall pay a license fee of $10.00
per year.

SECTION 20; CLOTHING STORES
All clothing stores or places engaged principally in the
sale of either mens' or womens' ready to wear clothing, shall
pay a license fee of $10.00 per year, each.
SECTION 21: CIRCUSES
Every circus where the general admission including cost
of reserved seats, if any such seats there are, is fifty cents
or more, shall pay a license fee of $50.00 for the first day's
performance, and 425.00 for the second day's performance, and
every such circus where such admission including the cost of
reserved seats, if any, is less than fifty cents, shall p-nv a
license fee of $25.00 for the first . day's performance and 12.50
for each subsequent day, and any dog and pony or trained animal
show, where no acrobatic performances are given, shall pay a
license fee of $25.00 for the first day of such performance and
for each additional day, $15.00.
SECTION 22; CONFECTIONERY AND SOFT DRINK PLACES
Any confectionery store or place engaged principally in
the sale of candy, confectionery and soft drinks, shall pay a
license fee of $7.50 per ,year.
SECTION 23; COLD STORAGE
All cold storage plants or places where meats, vegetables
or fruits are kept and stored under cold storage conditions,
shall pay a license fee of $10.00 per year.
SECTION 24: DANCES
Any dance, or person giving or managing any dance, to
which the general public is invited or admitted, whether a
charge is made or not, shall pay a license fee of $2.00.
SECTION 25; DANCE HALLS
All dance halls or places rented or kept for rent for the
urpose of conducting dances therein, shall pay a license fee of
10.0.0 per year.
SECTION 26; DENTISTS
All dentists shall pay a license fee of $10.00 per year
SECTION 27; DEPART%XNT STORES
Any store engaged in the keeping for sale and selling dry
goods, mens' and womens' nearing apparel, or any combination
thereof, and occupying or using floor space of 3000 square feet.
shall pay a license fee of $15.00 per year, and any such institu-
tion occupying less than 3000 square feet of floor space shall
pay an annual license fee of $10.00.

SECTION 28: DOCTORS
. All doctors, physicians and surgeons,.including all
persons licensed by the state to carry on any of the healing
arts, shall pay a license fee of $10.00 per year.
SECTION 29: DRAYS AND TRANSFERS
All persons engaged in the business of draying or trans-
ferring, or the moving of goods and commodities for hire, shall
pay a license fee of 05.00 per year on the first truck or
conveyance used in the operation of such business,.and.$1.00 for
each and every additional truck or conveyance used therein, per
year.
SECTION 30: DRUG STORES
All drug stores are to pay a license fee of $10.00 per.
year.
SECTION 31: ELECTRIC LIGHT AND POWER
All persons,, firms or Icorporations engaged in the business
of selling electrical energy shall pay a license fee of 075.00
per. year.
SECTION 32: ELECTRIC SHOPS
Any place engaged in the sale of any kind of electric
goods, fixtures or equipment or electrical supplies of any kind,
shall pay a license fee of $10.00 per year.
SECTION.33: FLORISTS
Florist shops, nurserys and greenhouses,.shall pay a
license fee of $5.00 per year.
SECTION 34; FUEL )WARDS
All persons engaged in the sale of wood .and coal or
either, for fuel purposes, or a fuel oil, shall pay a license
fee of $15.00 per year.
SECTION 35: FURNITURE STORES
Any place engaged in the sale of household furniture and
furnishings and occupying a floor space of 3000 square feet or
more, shall pay a license fee of $15.00 a year, and any such
place occupying a floor space of less than 3000 square feet shall
pay a license fee of $10.00 per year.
SECTION 36i GARAGES
All places where motor vehicles are kept for sale or
display, stored.or repaired, or where farm machinery is kept
for sale, stored, or repaired, shall be known and classified
as garages and shall pay a, license fee of $10.00 per year.
SECTION 37: GIFT AND SPECIALTY SHOPS
Any place of business such as is ordinarily known as a

gift shop or place where gift goods, specialties and accessories
are sold, shall pay a. license fee of $5.00 per year.
SECTION 38: GROUPERS ASSOCIATIONS AND GRAIN DEALERS
Any person, firm or corporation engaged in the buying and
selling or the assembling for shipping purposes of grain or
agricultural products, shall pay a license fee of $15.00 per year.
SECTION 39: GROCERY STORES
All grocery stores occupying a floor space of 3000 square
feet or more shall pay a license fee of x$'15.00 per year, and all
such stores occupying less than 3000 square feet of floor space
shall pay a license fee of $10.00 per year.
,SECTION 40: HARDWARE STORES
All hardware stores shall pay a license fee of $10.00
per year.
SECTION 41: HOTELS
.All hotels or places where rooms are kept for rent for
the accomodation of the traveling public, whether rented by the
day, week, or month, and having forty or more rooms, shall pay
a license fee of $1.00 per year for each such room, and all such
hotels having less than forty rooms for rent, shall pay a license
fee of 60� per room, per year. Any place where such rooms are
rented by the month or week only, and not by the day or night,
shall be denominated as a rooming house, and shall pay a license
fee in the rate of 30¢ per year, per room, provided that the
minimum license fee of such rooming house shall be $5.00 per
year.
SECTION 42: INSURANCE AGENCIES
Any person, firm or groups, whose principal line of
business is the sale on commission or otherwise of any form of
insurance, shall pay a license fee of $10.00 per year.
SECTION 43: JEWELRY STORES
All jewelry stores or places where jewelry, watches, time—
pieces, etc., are sold or repaired, shall pay a license fee of
47.50 per year.
SECTION 44: JUNK DEALERS
All persons engaged in the collecting, buying and selling
of junk shall pay a license fee of $15.00 per year.
SECTION 45: LAUNDRIES
All laundries shall pay a license fee of 910.00 per year.
SECTION 46: LAWYERS
All persons engaged in the practice of law having their
offices or principal place of business in the city of Pasco,
shall pay a license fee of $10.00 per year.

SECTION 47: LUMBER YARDS
All lumber yards or places where lumber or building mater-
ials are sold or kept for sale shall pay a license fee of $15.00
per year.
SECTION 48: MACHINE SHOPS
Any shop or place of business for the repairing of machin-
ery, where power driven tools or appliances are used in the making
of such repairs shall be known as machine shops and shall pay a
license fee of 410.00 per year.
SECTION 49; MEAT MARKETS
Meat markets or butcher shops, or places where fresh meats
are kept and sold at retail shall pay a license fee of $10.00 per
year.
SECTION 50: MUSIC SHOPS
All places of business engaged in the sale of musical
instruments, radios, phonographs, etc.T shall pay a license fee
of $10.00 per year.
SECTION 51: MUSIC BOXES OR ELECTRICAL PHONOGRAPHS
All music boxes or electrical phonographs kept in any
public place and operated by an insertion of a coin, shall pay an
annual license fee of $12.00 per year.
SECTION 52: NEWSPAPERS
Any firm, corporation, or person engaged in the business
of publishing any newspaper or periodical or in the conducting
of any job printing plant, shall pay a license fee of $10.00
per year.
SECTION 53: OIL PLANTS
All oil plants or places where gasoline or lubricating oils
are kept for storage and from which deliveries are made*for the
sale of such products in wholesale lots, shall pay a license fee
of $25.00 per year, each.
SECTION 54: PEDDLARS
Any person selling or offering for sale any goods or
commodities by going about from house to house, making no outcry
in the street, shall pay a license fee of $5.00 per day, provided
that it shall be lawful.for any farmer or gardner or other person
without a license to sell or deliver or peddle any fruits, farm
products or edibles, raised, caught or produced by himself any.

SECTION 55: PIN BALL MACHINES
All pin ball machines or similar devices shall pay a
license fee of $8.00 per month provided that no such license
shall be deemed to authorize the operation of any machine or
device which cannot be legally operated under the laws of the
State of Washington.

SECTION 56: PHOTOGRAPHERS
All photographers or persons engaged in the making of
photographs or pictures by -any photographic process shall pay
a license fee of $5.00 per ,year.
SECTION 57: PLUMBING ESTABLISHMENTS
All plumbing establishments or places where lumbing
goods are kept or sold, shall pay a license fee of 910.00 per
year.
SECTION 58: RESTAURANTS
All restaurants or places where cooked food is sold and
served by the meal shall pay a license fee of $10.00 per year.
SECTION 59: REAL ESTATE OFFICES-
. All real estate offices or places where real estate is
sold, by or through agents or on commission, shall pay a license
fee of 10.00 per year.
SECTION 60: SECONDHAND STORES
All second hand stores or places where used furniture,`
.machinery, or tools or household equipment is bought and sold,
shall: pay a license fee of $7.50 per year.
SECTION 62: SHOE SHINE PARLORS
All shote shine parlors or places engaged in the business
of shining, cleaning or dyeing of shoes, shall pay a license fee
of $2.50 per year.
SECTION 63: SHOE REPAIR SHOPS
Shoe repair shops or places engaged in the business of
mending, repairing, etc., of shoes, shall pay a license fee of
$2.50 per year.
SECTION 64: SERVICE STATIONS
. All service stations or places for the sale of gasoline,.
lubricating oil, or motor accessories for motor vehicles, shall
be in two classes, known as class "A" and class "B"; Class "A"
stations shall be all drive-in stations, located within 3_
blocks of the intersection of Fourth and Lewis Streets and shall
pay a license fee of $25.00 per year each. Class "A" stations
shall be all curb gasoline pumps wherever located and all drive-
in stations located more than 32.blocks from the intersection of
Fourth and Lewis Streets, and shall pay a license fee of $15.40
per year.
SECTION 65: TELEPHONE COMPANY
All'persoris, firms, or corporations engaged in the operat-
ion of any telephone sustem shall pay a license fee of $65.00
per year.
SECTION 66: TRANSIENT MERCHANTS
All persons who shall open up or conduct any store or place

of business in any-building,.tent, or structure for the purpose
of disposing of, at retail, any stock of goods with the intention
of disposing of the same at any bargain sales or.cut rates, shall
be deemed a transient merchant and shall pay a license fee of
$50.00 per day.
SECTION 67: TAXI CABS
All taxi cabs shall pay a license fee of $10.00'per year.
SECTION 68: TOURIST CABINS
All owners or keepers or managers of what is commonl
known as tourist cabins shall pay an annual license fee of 41.00
per year for each such cabin so rented or kept for rent.
SECTION gg:' THEATRES
All theatres and moving picture shows shall pay a license
fee of $65.00 per year.
SECTION 70: TENT SHOWS
Any shows or theatrical performances given in any tent or
temporary structure of any kind shall pay a license fee of $15.00
per day.. 1
SECTION ?1: UNDERTAKERS
All under -taking parlors and/or mortuaries or funeral
directors shall pay a license fee of $10.00 per year.
SECTION 72: WATERWORKS
All persons, firms, or corporations engaged in the distri-
bution and sale of water for domestic purposes, including the
municipal water system,shall pay a license fee of $75.00 per
year.
SECTION 73: WHOLESALING
All persons engaged in the business of wholesaling or
jobing of cigarettes, cigars, tobaccos, candies, groceries or
confectionery goods or any combination thereof shall pay a
license fee of $10.00 per year.
SECTION 74: WHOLESALER'S DELIVERY TRUCKS'
Any persons, firm or corporation engaged in the sale of
merchandise at wholesale, where such sales are solicited and/
or deliveries made to or from any person engaged in the retail
business in Pasco, shall pay a license fee, on such business of
wholesaling and delivering from trucks or vehicles within the
city of Pasco of $25.00 per year.
SECTION 75: COMMISSION MERCHANTS
Any persons engaged in the sale of any kind of merchandise
on commission or percentage, and who maintains a place of business
in Pasco, whether or not the stock of merchandise is kept on hand,
and whose business is not otherwise licensed or taxed_ in this
ordinance, shall pay a license fee of $10.00 per year.

.SECTION 76:
All license fees shall be paid to the city clerk promptly.
in advance, upon the taking effect of this ordinance; provided,
however, that any person who has paid and has outstanding an
unexpired license issued under the terms of Ordinance No. 364, and
who takes out a license under the terms of this ordinance prior to
the expiration of such oldlicense, shall be entitled to credit on
his new license pro rata for the unexpired portion of the license
issued under Ordinance No. 364; any occupation or business required
by this ordinance to take out a license which was not required to
be licensed heretofore, may upon the taking effect of this ordinance,
pay the license fee herein provided on a pro rata basis from the date
the ordinance goes into effect till December 31st, 1937, and there-
ster licenses shall be paid one year in advance, except where other-
wise provided herein.
SECTION 77:
Ordinance No. 364, entitled "An ordinance relating to
licenses regulating certain occupations, trades and.lines of bus-
iness carried on in the City'of Pasco, and requiring same to be
licensed and providing penalty for the violation thereof, and
repealing Ordinance No. 288, entitled, "An ordinance to license
certain trades and occupations in the City of Pasco, Washington,"
and repealing Ordinances Nos. 289, 299 and 317, being ordinances
amending Ordinance No. 288, passed and approved on the 7th day of
June, 1927, and all other ordinances.or parts of ordinances in
conflict herewith are hereby repealed.
SECTION 78:
It is the intention of this ordinance to require that each
and every business, profession and occupation carried on in the
City of Pasco, shall be required, for revenue purposes, to pay a
license fee and any business or occupation carried on in'the city
not specifically mentioned herein shall be required to pay a
license fee, notwithstanding the fact that it is not mentioned,
and the city clerk is authorized in his or her descretion to
exact and collect a license and fee from any such business and to
fix the license fee therefor as near as may be in accordance with
fees exacted from similar businesses, professions or occupations.
SECTION 79: PENALTY
Any person who shall conduct or carry on any business or
occupation for which a license.is herein required without having
obtained said license and paid the required fee therefor, shall
be guilty of a misdemeanor and on conviction thereof shall be
fined in any sum not greater than $100.00.
SECTION 80:
This Ordinance shall take effect five (5) days after and
from its passage and publication.
