HomeMy WebLinkAbout0377 OrdinanceORDINA14CE NO. 4377 "An ordinr_ce creating a Street Light Con- struction Fund and appropriating money out of said fund for the purpose �f repairing, constri?c�ting and reconstructing' the cit, ' d'luster lights, rf cables, wiring and all connections thereto located on both sides of West Lewis Street, both sides of Fourth Avenue and Tacoma Street; declaring .an 'emergency and providing for the issuance of warrants to be later funded into bonds under authority of the city council in the manner provided, said warrants not to exceed X13,000.00, and repeal=ing ordinances and parts of ordinances in conflict tkaim herewith. WHEREAS, the City Cluster Lights, consisting of lamp posts, conduits, wiring and connections, which are located on both sides of '.Nest Lewis Street between the west line of Ixacoma z5treet and the east line of Columbia btreet; both sides of rourth Avenue between the north line of Columbia Street and the alley between Bonneville and Yakima Streets; and the west side of 'Tacoma Av- enue between the north line of 'Vest Lewis btreet and the south line of 'Nest Clark Street, are in poor condition, not giving the proper light, and badly in need of improvements; and `TdMEAS , by reason of said City Cluster -Lights as aforesaid being in poor condition and in need of improvements, and not func- tioning properly, the said citizens of rasco are not receiving from said lights the proper protection, and are paying excessive charges for operation and maintenance of said lights due to the fact that a great part of the power consumed and used is lost in the underground conduits; and WHEREAS, it is of vital interest to ail citizens of rasco , ah.d absolutely necessary that said city cluster Lights be im- proved, new lights provided for, and said system be constructed and reconstructed before the cold weather begins; and '4HEREAS, the City Council of the city of rasco deem it advisable that immediate attention be given to the said light- ing system -as aforesaid, and that the improvement, construction and reconstruction of said lighting system is for strictly mun- icipal purposes and for the benefit and advantage of all its citizens, and that said improvements, construction and re- construction of said lighting system w&,O,not provided for in the city budget for the year 1929, and that an emergency exists, and it is necessary to secure the necessary funds with which to provide for materials.and labor, etc, -in im- proving, constructing, reconstructing said Uity cluster S Nights as aforesaid, NOON, THEREFORE, THE CITY COUNCil OF THE UITY OF PASCO DO ORDAIN AS r'Oi,LuWS : Section 1. The plan proposed for repairing, improving, constructing and a n.structir:g said City Cluster Lights, in- clud'ing poles, cables, wiring and all co:�nections, and making the said lighting system effective and in working order, briefly, is as follows, to -wit: To cut the present system of cluster Lights from eighty- four to seventy-two poles, and thereby eliminate four poles on Tacoma Avenue between Clark and Bonneville atreets; four on Tacoma Avenue between rest Lewis and Columbia Streets; and four on r'ourth Avenue south of Uolumbia Street. The present poles are to be removed, sold or otherwise disposed of, and new poles installed and erected in their place and stead consisting of a composition of centrifugal process reinforced ornamental concrete standard, not less than fourteen feet from base to center of light- ing unit, each pole to be equipped and to carry a one unit light and fitted with a 4000 lumen lamp; the glassware shall be bine Material Capitol Diamond iviesh or general t;lectric Washington Rippled, or Westinghouse iiashington rectilinear, and otherwise fully equipped for street lighting. Ti ie sidewalks are to be replaced in first class condition, and streets crossings are to be made through conduits pushed through under the pavement. Section 2. Upon the passage of this ordinance, the Uity council shall prepare, or cause to be prepared, full detailed plans and specifications covering the plan herein outlined and file the same in the office of the City Clerk, and thereupon said City Council shall proceed to advertise for bids for all work, labor and materials embodied in and necessary to carry out the said plan and to fully complete the said lighting system as aforesaid, and such contract may be one or several covering the work, labor and materials necessary. ' +_ "Section 3: That there 2m be and there is hereby crea,td5d a Street Light`Construction mound;; and there is hereby appropriated- nx=3± out of said fund, the sum of $13,000.00,, or as much thereof, as may be necessary, to be used to pay for work, labor and materials',"LL in repairing,- improving, constructing and reconstructing the city cluster lights as aforesaid; that the expenditures for said work, labor and materials will be paid by the City of Pasco by issuing warrants_ drawtn against said fund; to bear five per cent interest xxt until paid, Said,warran.ts will be redeemed by the issuance of bonds herein provided for, as quickly as such bond issue',is sold, The appropriation herein provided for is necessary to meet the present emergency and for the public good and in the interest of all the citizens of Pasco; that the sane was not provided for in the present budget and that the money appropriated is a reasonable sum for the work, labor and materials necessary to repair, imp -rove., construct and reconstruct said City Cluster Lights." Section 4. All ordinances and parts of ordinances in con- flict herewith are hereby repealed. This ordinance shall take effect five days from and after its Jassage and publication.
