ELECTION TO BE GELD ON TdE 4TH DAY OP DECEMBER 1928, SAID PROPOSED
BOND ISSUE PCR THEIR APPi;OVAL OR REJECTION.
WHEREAS , The City Cluster. Lights , consisting of lamp posts,
c ondu i is , wiring -arid connections which :ire located on both sides of
'Vest Lewis Street, between the West line of Tacoma, .street. -and the
East line of uolumbia Street; , bo'th sides of r�ou.rth Avenue between the
north line of uolumbia Street to the alley between Bonneville and
Yakima Streets, and the west ide of Tacoma Avenue between the north
line of lest Lewis Street and the south. line of (lest @lark Street are
in poor condition and very badly in need of repairs and improvements;
iIiEP.EAS , By reason of said City Cluster Lights as aforesaid
being in poor . c.ond iti on acid in need of repairs, it is impossible for
the said City of Pasco to receive from said lights the proper protect-
ion for its citizens, and the charges for maintenance and operation
of the sate are excessive due to the fact that a great part of the

- aERTAS i t is necessary. and of vital interest to all c iti&
Sens of the City of Pasco that said City Cluster Lights. be repaired
and improved; and
WTLPIREAS , The City Council of the City of Pasco deem it ad-
visable that said City Cluster Lights be repaired, reconstructed. and
• improved; that the sarne is strictly for municipal purposes , and that
the costs and expense of making the necessary repairs and i,rnprove-
should be paid for by issuing general obligation bonds,

Section I. The plan proposed for repairing, reconstructing
and improving said uity cluster Lights, including poles, L_
cables , wiring and connect ions , is as follows, to -wit; To cut the
present system of City Cluster 11tiohts from eighty-four to seventy-
two poles and thereby eliminating -four poles on 'Tacoma Avenue be-
tween ulark and Bonneville Streets, four on Tacoma between 7dest Lewis
and uolumbia Streets , and four on r'ourth Avenue south of Columbia
Street. The present poles,are to be cut off just below the cross arm
bracket, and extended upwords about two feet a~•:d reconstructed into
• a one unit light installed and fitted with a 4,000 lumen. lamps a.nd
4. E. or G. E. globe. Each pole is to be fitted with connecting pot-,
head out,out, and pole base transformer and.,re-wired complete for series
circuit lighting.
Lighting 'circait shall be supplied from two circuits over
the entire lighted area, two circuits picking up all lights east of
Third Street , and two circuits picking up all lights west of 'Third
Street. All interes6tion lights are in stalled on one cable, and in-
termediate lights are to be placed on the other circuit running in
each direction from the --i.-j:-rent of --apply near the city hall.
Lighting cable will be No. 8 B & B guage single conductor,
soft drawn, tinned - copier for 2,500 volt working pressure, insulated

a sand cushion by cutting a 4" trench throu h the walk just inside
the curb. rhe sidewalks are to be replaced in first class condition,
and street crossings are to bemade through conduit pushed through
under V.ie pavement.
Section II. The esti mated costs for repairing, reconstruc-
ting and inproving said Cit; Cluster Light: shall be not to exceed
:;15,000.00
Section iII. If the propesition herein outlined Ehall be
approved by three-fifths of the legal ballots ca:t on said cuestion
isthen and in that event, general obligation bonds in. an amount not
exceeding 1;15,000.00 shall be issued in denominations of not less
than one hundred or -aore thG n one thousand dollars; shall be numbered
from one up, consecutively; shall bear the date of their issue; shall
be payable not more than twenty years from date, and shall bear in-
terest not exceeding six per cent per annum, payable semi-annually,
with interest coupons attached, and the principal and interest shall
be payable at such place as may be designated by said bonds. The
bonds and each coupon shall be signed by the mayor, and attested by
the clergy under the seal of the city or town, and sold to pay for
making said repairs, reconstruction and improvement of said City
Cluster Lights as in this Urdinance provided, and the Cite Council
shall in the manner required by law proceed with the work of re-
pairing and improving the said U'ity vlu- ter Lights as aforesaid, and
so much of the X15 ,000.00 as nay be necessary will be used by the
City Council to pay for operating the :aid i;ity lights for the year
1929.
Section IV. The proposition herein outlinedhall be ub-
mitted to the qualified electorc, of said city for their approval Jr
rejection at the general city election to be Meld on the 4th day
of December, 1928, and the vitt' clerk shall give no ti ce to the quali-
fied electors of eaid vity of Vasco by publishing in the Pasco Herald
a notice of said election in the manner provided b; law.
Section v . The proposition to be submitted to the qualified
voters of the vity of 2asco as herein outlined shall appear upon the
official ballet as follows:
Shall the vity of Vasco borrow �lb,000.00 and issue its
negotiable bond: in ps. lent for repairing, reconstruction and im-
proving the vity Cluster Lights as outlined in Ordinance lio. 37.i,,?.
BONDS, YES BONDS , NO
Every qu al if ie d elector desiring to vote in favor of the
proposition appearing upon the ballot sliall do so by ;narking a cross
in the square opposite the :;ord: , "Bonds, sea", and every qualified
elector desiring to vote against the proposition appearing upon the
ballot shall do 4 o by marking a cross in the :.quare opposite the
words, {Bonds , ldo."
Section VI. This Ordinance shall take effect five days
from and after its passage and publication.
