Section 1. That Ordinance 11o. 372 which is as follows,

"WHEi1bAS , it appears that the State aighway Department of the
State of Sashing-ton is about to cause the immediate oiling of the
central part of certain portions. of 6outh i:enth Avenue, certain.
portions of meet Lewis street , certain portion;. of _' ast Lewis
Street and certain portions of ii-orth,vourth Avenue, and certein
other street in . the _°dity of Pasco to such a width may be deemed
advisable by the street and valley committee of the city council,
and WHEaEAS it is deemed necessary to oil said streets and avenues
in certain portions thereof, and said additional work can only be
done at the expense of the city, and the said State Highway De-
partment beiniz willing to provide the necessary machinery for
doing said work and the ..upervi., ion thereof , provided the city
pay the other costs thereof, and WdEREAS such work was. not pro-
vided for in the city budget of 1927 the doing tcnereof will render
necessar the r1eclaring of emergency warrants in payment thereof,

THE CITY COUNCUj 01' THE CITY OF PASCO DO ORDAIN AS i+'OILOWS:
Section 1. That an emergency is hereby declared to
exist requiring the improvement by biling to .the full -width there-
of of the following described portions of the streets and avenues
of the city of Pasco, to -wit: South Tenth Avenue from the
Columbia hiver northerly to the intersection with West Lewis
Street: `Nest Lewis Street from the intersection with South Tenth
Avenue easterly to intersection with Vif th Avenue; East Lewis
Street from the Northern Pacific Tracks easterly to East line of
North Wehe Avenue: Fourth Avenue from the northerly limits of
the pavement thereon northerly to the northerly limits of the
City of casco, and such other streets as it may be deemed ad-
visable to oil to such width. as may be found necessary, and to
pay for the cost of oiling said portions of said streets and
avenues within the limits aforesaid, save and except the central
eighteen feet of said protions of said streets and avenues which
is to be oiled at the expense of.the state of rdashington.
Section 2. The estimated amount of money required to
meet the said expenditure is �2060.00 which sum shall be ,paid
. by the issuance of emergency .warrants , drawn on the City. Tre-
asurer of the .City of Pasco, Washington, which said warrants
shall be paid by the City Treasuer out of any monies which may
be obtained from r•ran kl in 'County Washington as the city's part
of the road and bridge fund or any other monies available there-
fore, and the City Clerk is hereby authorized to issue said
warrants in due course and the City Treasurer directed to pay
the same out of any such monies. If at any time there shall
be sufficient money on hands to pay any such warrant, the
same shall be registered and bear interest the same as other
city warrants.
Passed and approved this 4th day of September, 1928."

Section 2 . This ordinance shall take effect five (5 )
days after the date of its passage and publication.
