ORDILANCE NO. C l0
AN ORDINANCE RELATING TO ThE USE OF THE PUBLIC HIGHWAYS OF THE CITY
OF PASCO: PROVIDING PENALTIEB FOR THE VIOLATION THEREOF, AND REPEAL
IN G CERNAIN ORDINANCES AND PARTS OF ORDINANCES,
THE CITY COUNCIL OF THE CITY OF PASCO DO ORDAIN AS FOLLOWS:
SECTION 1. This ordinance shall constitute and be the Traffic
Ordinance of the City of Pasco, and may be cited as such. It
pres=ptively comprises all general regulations relative to travel,
traffic, standing and parking upon the public highways of said city
open to the public for the use of vehicles and prescribes the rights
duties and restraints of and upon all persons as the same pertain
thereto.
SECTION 2. This ordinance is hereby declared to be an exercise
of the police power of the State of Washington and of the City of
Pasco,, for the public safety, and its provisions shall be liberally
construed for the accomplishment of that purpose.
SECTION 3. Nothing in this ordinance shall be construed to
curtail or abridge.the rights of any person to prosecute a civil
action for damages by reason of injury to person or property result-
ing from the negligent use of the streets by the driver or operator
or owner of any vehicle.
SECTION 4. If any portion of this ordinance shall be declared
invalid, the veli dity of the remaining portions thereof shall not
be thereby affected.
SECTION 5. Certain words and phrases herein used, unless such
construction shall be clearly contrary to or inconsistent with the
context of the ordinance or of the section in which used, shall be
construed as follows;
DEFINITIONS: The word "vehicle" shall include equestrians
lead horses, and everything on wheals or runners except baby.
carriages and rail -way cars; the phrase "emergency vehicles"
shall include police, fire department, U. S. ]flail and ambulance
vehicles.The word "horse" shall include all domestic animals
used for transportation. The word "driver" shall include the
rider or driver of a horse, the rider of wheels and the opera-
tor of a motor vehicle. The term "congested district" as used
in this ordinance shall include the entire width of the follow..
ing streets of the City of Pasco, to -wit; Fourth Avenue from
the north side of Clark Street to the South side of Columbia
;street; Lewis Street from the West side of Fifth Street to the
East side of Tacoma Avenue. The term "parking area" as used in
this ordinance shall include that part of any street along the
curb line thereof designated by this ordinance as a place for
the standing of vehicles.
SECTION 6. Pedestrians shall have the right of way to cross
streets in safety upon the crossings at street intersections and
all drivers of vehicles shall use all proper care not sto injure
pedestrians. Provided, that pedestrians when crossing a street,
shall not carelessly or maliciously interfere with the passage of
vehicles:. Vehicles shall have the right of way between street inter-
sections and crossings. Pedestrians crossing streets at corners
shall pass over such portion of the street as are included within
the lines of the side -walk projected in straight line and not diag-
onally.
SECTION 7. DRIVAR SIGNALS: Before slowing or stopping,, the
driver shall signal to those behind by extending the arm diagonally
downward. in turning while in notion, or in starting to turn from a
standstill a signal shall be given by indicating with the hand the
direction in which the turn is to be made.
Turning to the right, the left arm shall be extended diagonally
upward.
Turning to the left, the left arm shall be extended horizontally.
Before backing, ample warning shall be given, ar.0 chile backing
unceasing vigilance must be exercised not to injure those behind.
SECTION 8. (a) Police, Fire Department, U. S. ]ail. and Ambulance
vehicles shall have the right of way in any street and through any
procession.
(b) Vehicles shall be under such control as to permit
the vehicle on the right of a vehicle approaching, to first cross the
intersecting street, excepting as set out in Section 8 (e) hereof.
(c) At all intersections, the vehicle entering the
intersection from the right of another vehicle erg"tering said inter-
section, shall have the right of way, excepting as set out in Section
8(e) hereof.
(d) The driver of a vehicle, upon the approach of any
fire apparatus, shall immediately draw up said vehicle as near as
practicable to the right hand curb and bring it to a standstill.

danger of collision with any other vehicle.
( f ) All cars mentioned in Section 8(a) hereof shall be
equipped with sirens, and no other czar shall operate a siren within
the limits of the City of Pasco.
SBCTICH 1. (a) A vehicle turning into another street to the
right shall turn the corner as near the right hand. curb as practicable.
(b) A vehiele turning into another street to the left
shall circle around the center of the street intersection.
(c) A vehicle, to cross from one side of the street to
the other, to enter a place of business, alley or other private or
public property, shall in doing so, proceed to the street intersection
in making such turn.
SECTION 10. (a) Do vehicle shall travel at a speed faster than
twenty m6les per hour within the City Limits between intersections of
streets` or faster than twelve miles per hour at intersections of
streets.
(b) Nothing herein contained shall be construed to

speed as may be necessary in the proper discharge of their respective

(c) Lo vehicle shall be operated or moved at a speed
greater than is reasonable and proper, having regard for the traffic
and the use of the way by others. so as to endanger the life or limb
of any person.
SECTION 11. PAENING.
. (a) No vehicle shall be stopped with the left side
thereof to the curb.
(b) No vehicle shall be stopped or left standing
within twenty feet of any fire hydrant, unless such vehicle is in
charge of some person capable of or actually engaged in driving the

(c) No vehicle shall be parked on the went aide of
Fourth Street within forty feet of the intersection of Lewis Street.
(d) Within the area herein before designated as
"congested district" motor and other vehicles less that seventeen
feet in length shall be parked by approaching the right hand curb
at an angle of approximately forty-five degrees and the nearest front
wheel shall be stopped not to exceed one foot from the curb and shall
not be parked within less than thirty feet from the curb line of
any intersecting street.
(e) Within the area herein before designated as
"congested district" all vehicles none than seventeen feet in length
shall be parked paralell to the curb and in parking zones not more
than seven feet in width beginning at the curb line, and which
paralell parking zones are hereby designated as follows, to -wit;
A parking zone on the north side of West Lewis
Street beginning at the property line projected on
the went side of Fourth Street, and extending West
a distance of fifty feet.
A parking zone on the north aide of West Lewis
Street beginning at the property line projected on
the East aide of Fifth Street and extending East a
distance of two hundred feet.
A parking zone an the south side of Peet Lewis
Street beginning at theb property line Projected on
the Nast side of Fifth Street and extending East a
distance of two hundred feet.
A parking zone on the East side of Fourth Street
beginning at the property line projected on the
North side of West Lewis Street, and extending
North a distance of thirty feet.

(f) No vehicle shall be left standing in any alley
for a time greater than enough to load or un -load.
SECTION 12. Vehicles going in opposite directions shall pass
to the right. Vehicles overtaking another vehicle shall pass to the
left.

vehicle travelling in the same direction at a street intersection.

SECTION 13. Driving over fire hose is prohibited.
SECTION 14. No person shall drop or permit to be dropped from
any vehicle or the machinery thereof, any oil. grease or similar
substance.
bECTIM 15. I4o person shall drive any sheep, swine, cattle or
other animals in droves upon any street so as to interfere with
traffic thereon.
SECTION 16. No person shall while hauling, permit the vehicle of
whice he is in charge to spill, drop or lose any part of its load.
SECTION 17. All persons and vehicles shall keep pig of streets
temporarily closed for parades except those participating therein.
SECTION 18. &o person shall unload a vehicle in such manner as
to produce injury to the street.
SECTION 19. Vehicles shall keep to the right of the center of
the street.
SECTION 20. On a street divided longitudinally by a paarkwaX.
viaduct or walk, vehicles shall keep to the right of such division.
SECTION 21. Every vehicle shall pull to the right side of the
street when signalled from a vehicle behind with desire to pass.
SECTION 22. Ivo vehicle shall remain backed to the curb except it
be actually loading or unloading, and in such case no longer than the
actual loading or unloading requires. The horse or horses shall be
turned st right angles to the vehicle and in the direction in which
the traffic on the street is moving.
SBCTIOU 23. No vehicle shall be allowed to remain upon or be
driven through any street of the City of Pasco so as to wilfully
blocade or obstruct said street, and no vehicle shall be so overloaded
that the hors a or horses or motive power shall be unable to move it.
SECTION 24. It shall be unlawful to leave any horse unbridled or
unattend edin any street or un&nelosed space without being securely
fastened, unless harnessed to a vehicle with wheels so secured as to
prevent movement faster than a walk. No horse shall be allowed to stan�
for more than two hours on any paved street.

a motive power shall close the muffler, so called, and the same shall
not be cut out or disconnected -within the limits of the City. No such.

that motor cycles shall be required to display one white light visible

SECTION 30. :any person violating any section of this ordinance
or any part thereof, shall be deemed guilty of a misdemeanor and shall
upon conviction, be punished by fine not exceeding $250.00 or by im-
prisonment in the City Jail not exceeding ninety day*, or by both such
fine and imprisonment.
SECTIOL 31. All ordinances and parts of ordinances in conflict
herewith, and especially Ordinance Number 335, entitled "AN ORDINANCE
RE.LATILG TO THE W -M OF PUBLIC HIGHWAYS OF ThE CITY OF PASCO OP111 TO
THE PUBLIC FOR THE USE OF VEHICLES: PROVIDING 110ALTI S FOR THE VI(*
LATION MEREOF X: D nPRALIN G ORDIRAR CLS AND PARTS OF ORDIDAN CES" are
hereby repealed.
