W AN ORDINANCE PROVIDING FOR ADDITIONS AND IMPROVEi,L2TSTO THE PASCO MUNICIPAL NATER SYSTEM BY INSTALLING NEW AND ADDITIONAL MATER PIPES AND M_AINS CONNECTED THEREWITH IN THE, STREETS AND ALLEYS OF THE CITY OF PASCO AND PROVIDING FOR THE PAYM2�T FOR SAID ADDITIONS AND IMPROVEKENTS BY THE.ISSUANCE OF TWENTY YEAR BONDS TO BEAR INTEREST NOT TO EXCEED 6% PER ANNUM, PAYABLE, SEMI ANNUALLY; SAID BONDS TO BE ISSUED AND PAY- ABLE AT SUCH TIMES AND PLACES AS THE CITY COUNCIL MAY DETERMINE, AND AND TO BE PAYABLE OUT OF THE FUND CREATED BY ORDINANCE NO. 346 AND KNOWN AS PASCO SPECIAL "PATER REVENUE BOND FUND OR ANY ADDI`T'IONS TO SAID FUND '+'MICH SHALL BE HEREAFTER CREATED AND PROVIDED FOR BY TIE CITY COUNCIL; AND PROVIDING THAT SAID BONDS SHALL BECOME AND REMAINA LIEN UPON THE PASCO MUNICIPAL WATER SYSTEM UNTIL REDEM ED AS SHALL BE PROVIDED BY THE' CITY COUNCIL, SUBJECT TO THE PRIOR LIEN OF $150,000 OF SPECIAL SKATER REVENUE BONDS ISSUED BY THE CITY OF PASCO UNDER ORDI- NANCE N0. 346; AND PROVIDING FOR THE SUBLaTTING TO THE QUALIFIED ELECTORS OF THE CITY OF PASCO OF SAID PROPOSED BOND ISSIM FOR THEIR APPROVAL OR REJECTION. The City Council of the City of Pasco do ordain as follows; Section 1. The Mayor and City Council of the City of Pasco will submit to the qualified voters of said city for their ratification or rejection by three fifths of the voters voting upon the question, the the proposition of making additions and improvements to the Pasco Municipal 7ater System and paying for the same by the issuance of public utility bonds as set out in the following sections of this ordinance; said proposition to be submitted to the qualified voters of said city at a special election to be held for that purpose on the -�a ',.th day of January, 1925, pursuant to notice to be given as provided by law. Section 2. The additions and improvements proposed to be made and the estimated cost thereof as near as the same can be made, are as follows; A 6 inch main in the alley between Nixon and park Streets. A 6 inch main on 10th, Sylvester, Nixon and Aurelia Streets. A 10 inch main on 7 -rest Lewis Street. 4 inch and 8 inch mains on North 8th Avenue. 4 inch mains on Sylvester, Francis and Norbart Streets and alley. A 6 inch main on Nest Yakima Street A 6 inch main on Vest Shoshone Street A 4 inch main on West Bonneville Street. A 6 inch main in alley between Tacoma and 1st Avenues, 2..axth. A 12 inch main on Lewis Street under N. P. Railway An 8 inch main on West B: Street An 8 inch main on South 3rd Avenue 4 inch mains on Holden, South 7ehe and East Helena Streets -6inch, 8 inch and 10 inch mains on East Lewis Street 6 inch and 8 inch mains on A. Street 6 inch main on Front Avenue 4 inch main on North Oregon Avenue 22 inch pipe on Vest Irving Street, South Bridge, Fifth, Sixth and Seventh Avenues. 2 inch relaid pipes on East Clarke, East Marvin and East Helena Streets 1 inch relaid pipe on South Main Ayenue Faking in all 7450 linear feet of 4 inch mains, 13430 linear feet of 6 inch mains, 6720 linear feet of 8 inch mains, 2270 linear feet of 10 inch mains, 700 linear feet of 12' inch mains, 4100 linear feet of new galvanized 22 inch pipe, 1490 linear feet of relaid galvanized 2 inch pipe and 400 linear feet of relaid 1 inch galvanized pipe, also i0 new 4 inch gate valves, 12 new 6 inch gate valves, 4 new 8 inch gate valves, 1 new 10 inch gate valve and 1 new 12inch gate valve together with all necessary connections and appurtenances; provided that the various items above set out may be changed and modified as deemed proper by the City Council. Section 3. That the total estimated cost of all the additions and improvements to the said Pasco Municipal 'Water System under this ordinance shall be not to exceed $66,000.00 Section 4. It is the intention of the City Council to issue and s-eIlll bonds bearing interest not exceeding 6 %per annum, payable semi annually to be executed in such manner and payable at such times and places as the city council may determine, to pay the cost of said additions and improve- ments, but such bonds and interest thereon shall be payable only out of the special fund created by Ordinance Number 345 of the City of Pasco, and being the Pasco Special Water Revenue Bond Fund, and the bonds to be issued and sold shall not exceed the total estimated cost of said addi- tions and improvements, toz-.vit; �$66,OOO.00and said bonds to mature Lim not later than 20 years from the date of issuance. Section 5. Any and all bonds issued as herein provided and in accordance with the laws of the State of Washington, shall be a lien against the entire Pasco municipal Water System, subject and junior only to the lien of the first bonds against said system in the sum of $150,000 issued for the purchase and construction of said system and under and by virtue of Ordinance Number 345 of the City of Pasco, and all such bonds so issued shall contain appropriate reference to this ordinance to the laws of the State of 7-ashington and to the rights of the bond -hold- ers, and shall define the obligation therein created. Section 6. If the proposition herein outlined shall be approved by the qualified voters of the City of Pasco, then and in that event the City Council shall forthwith proceed to cause the necessary preliminary steps to be taken for the making of said additions and improvements, and may expend therefor from the general fund of the City of Pasco, a sum not to exceed _` /C.(CO0o , which amount is deemed necessary for such preliminary work and which amount shall be returned to the general fund of the said City from the monies derived from the sale of the bonde herein provided for. Section 7. If the proposition herein outlined shall be adopted by the qualified voters of the City of Pasco at the said election, the City council shall emibloy an engineer who shall brepare full detailed pians and specifications covering the additions and improvements herein pro- posed and file said plans and specifications in the office of the City Clerk, and shall include with said plans and specifications a detailed estimate of the probable costs of said additions and improvements, and thereupon the said City Council shall proceed to advertise for bidsfor all the work and materials necessary to carry out the said plan and to complete the said additions and improvements, and such contract may be one or several covering the work and materials necessary, and may be paid for either in cash, if the bonds have been sold, or in bonds issued as herein provided Section 6. The proposition to be submitted to the qualified voters of. the City of Pasco as herein provided, shall be voted upon in the follow ing manned; every qualified elector desiring to vote in favor of the proposition hereinbefore outlined, to -wit; That the City of pasco to make the additions and improvements to the municipal water system as provided in this ordinance, shall do so by marking a cross opposite the first proposition, toy -wit; 1 For proposition outlined in Ordinance Noy of the City of Pasco, that the City of "asco make additions and i Ir ovements to the municipal water system at a total estimated cost of $66,000 =And every qualified elector desiring to vote against said proposition shall do so by marking a cross opposite the second proposition, to -wit; Against proposition outlined in ordinance No-r�of the City of Pasco Rthat the City of Pasco make additions and improvements to the municipal water system at a total estimated cost of 66,000 Section 9, This ordinance shall take effect five days from and after ,its passage and publication.
