City of :Pasco the City Council of the City of Pasco specified, adopted and submitted to the qualified electors of the City of Pasco a plan for the acquisition by purchase or condemnation of the water - system vaned by the Pacific Power & Ligl.t Company and provided for addition and improvements thereto; and WHEREAS, at a special election held in the City of Pasco on the. 2nd day .of June, 19.23 , pursuant to s.a.id ord inane& , the qualified voters of, the said City approved of said plan and voted. in favor of the proposition of issuing public utility bonds t6 the extent of ,150,000. for said purpose; and 111EREAS the City Council thereafter did negotiate with the Pacific Power & light Company f or the purchase of said, water` system, and did purchase said ; sys tem fx:om the Pacific Power & Light Company for the sum of X60 ,000. and are about to take over and 'assume management of said system and to proceed with the betterments and improvemuri. is proposed? That there be and is hereby created and estab- lished a public utility to be known and designated as the CiV later Department of the City of Pasco. SeCTION 2. That there be and ie hereby created the position of. manager of said public utility, said _anger to e 1eetpd by it an o receiv a salary ll�� • t c � ty ` c ounc c���w � That said m ger sha 11 have full supervision, charge and control of the water department; he shall appoint such employees as may be deemed necessary and proper, shall enforce all rules and reg- ulations that may be from time to time adopted and necessary for the efficient management of said department; he shall establish an office or headquarters of the City of Pasco and :hall direct the accounting and operation of said system and report to the City Council on or before the f irst meeting night of each month concerning the affairs of said department. SECT ION 3. The .manager shall forthwith, after his appoint- ment under this ordinance, proceed to take over and commence to operate as a public utility the water System of the Pacific Power 8c; Light company, and the improvements and extensions as soon as completed; the improvements and extensions, however, to'be made under the rirection and supervision of the City Engineer employed for that purpose. SECTI0U 4. There be ana is hereby created a fund to be down as the city rater Department Fund, into which shall be paid all revenues received from the operation of said system or from tGhe sale of bonds and out of which will be paid all expenses for the purchase, improvement and extension of said. water system and all expenses in connection with the operation and maintenance o,f the same. SECT ION 5. There be and is he reby created a f and Ito be known as the Pasco Special eater o.evenue, Bond Fund, into which fund shall be paid from the gross revenues of the operation of said system, a sufficient sum to meet the principal and interest of the bond issue as the same becomes due, as provided by Ordinance 1?o. 341 and particularly Ordinance No. of the Ordinances of the pity of Pasco. That sai d fund shall be used for no other purpose than as in this section and in Ordinance vo. Zt s' provided. SECTION 6. 'Nater may be sold and furni2hed to the inhab- itan ts of the City of Pasco, to individuals, corporations or associations , aid to Local Improvement 'Districts, and to the City of Pasco, at rates and charges at all times sufficient to pay operating expenses, maintenance, and principal and interest on all boxided indebtedness as the same becomes dual; and all water fumiched shall be metered, meters to be installed by the water department at such cost or charge and under such regulations as may be from time to time adopted for said purpose. later furnished to the association or local improvement districts may be. metered such association. or district and by them distributed and collected for in a manner suitable or as provided by law for such association or district, except that water f rnis hed to the City of Pasco for fire protection purposes shall be charged for on a per hydrant basis. SECTION 7. The manager of the water system and the City ';ngineer shall meet forthwith and prepare the schedule of rates and rale s and regulations g ov ern ing said sye tem and submit the Fame to the City council for a?proval or rejection, and until such rates and regulations are fixed and adopted by the city council, the rates and regulations now in force by the Pacific Paver & Light Company shall prevail* SECTION 8.
