ORDINANCE NO 312.
AN ORDIIANCE RELATING TO AND REGULATING BOATS, VESSELS,
FERRIES AIdD OTHER '�7ATER CRAFT USED OR OPERATED IN THE
COLUI.IBIA RIVER, AIM i7ITHIN THE CITY OF PASCO,AND
PROVIDING FOR ISSUANCE AND ?EVOCATION OF LICEIISE T7,REF07?,
AND FIXING PLITALTY .FOR VIOLATION AER1'OF.

Section 1. The term"ferry boat" as herein used
shall mean any hind of water craft carrying passengers, freight
express, automobiles, or other vehicles for hire locally
and within the corporate limits of the City of Pasco, whet]rer
the same is operated by steam, gasoline or any othermotive
power. The work "locally" when used herein shall mean within
the coporate limits of the City of Pasco or between Pasco
and the corporate limits of the City of Kennewick.
Section 2. It shall be nnlawfnl for any person, firm
or corporation to won or operate any ferry boat for hire on
the Columbia River locally or within the City of Pasco, with-
out first obtaini-ag a license therefor as hereinafter provided.
Section 3. Stich license shall be granted only upon
application to the Citi* Clerk of the City of Pasco, who upon
being satisfied that this Ordinance had been co—,plied with,
shall issue such license, and for which the ap-olicant shall pay
the sum of 51p'5.00, which shall be good for o1-�e year, unless
otherwise revoked by the City Council.
Section a. Before such license shall be issl.zed the
applicant shall file with the City Clerk a description o -P the
ferry boat to be operated, the place of landing, and otherwise
satisfy the said City Clerk that the said applicant has complied
with the provisions hereinafter contained.
Section 5. Every ferry boat operated as aforesaid
shall be substantially constr-Acted, manned .and maintained,
shall hive sufficient and secure guard rails around the same,
shall be equipped with secure aprons or unloading platforms,
and when on^agod in loading or unloadinc- passengers within the
City of Pasco shall be securely fastened, and shall be provided
with gates or bars so that no vehicle may pass from said boat
to said landing until the same has been securely fastened as
aforesaid.
Section 6. At the ti -^e of making application for
such license, the applicant shall also file a schedule of
rates or charges to be made for service rendered b. said
ferry boat, and there shall be no discrimination in charges
made, or deviation from the rates so filed, or s,1ch rates as
may from time c: time be filad by the applicant.
Section 7. No ferry boat shall be so operated as to
obstruct n, vi bion or the landing of other vessel -s, and the
Chief of Police and Mayor of the City of Pasco may in case of
conflict, designate the points or landing stations for such
ferry boats.
Section 8. The City Clerk shall issue such license
upon approval of the City Council and provide further,that the
City Council may in their discretion refuse or revoke such
license when public interest would be subserved thereby.
Section 9. Any person, firm or corporation violating
any provision of this ordinance, shall upon conviction thereof
be punished by a fine of not more than One Hundred (,;100.00)
Dollars or by imprisonment in the Cit;; Jail for not more than
thirty (30) days, or by both such fine and imprisonment.
Section 10. This ordinance shall take effect five
(5) days from and after its passage and publication.

AN ORDIITAIICE REPEALING SECTION 1. OF UEDIPANCE Ido 283
THE CITY COUNCIL OF T! CIT' OF PASCO DO ORDAIN AS F OLLO,-7S:
Section 1. That Section 1 of Ordinance No 283 be
amended to read as follows:
"Section 1. That the salary of the Chief of Police
of the City of Pasco, shall be, and is hereby ifiixed at iip150.00
per month".
Section 2. This ordinance shall take effect five
days from and after its passage and publication
