PROVIDING FOR AN ASSISTANT FOR THE CITY CLERK.
The City COuncil of the City of Pasco, Washington, do ordain as follows:
Section 1. That from and after the 4th day of January, 1916, the City Clerk
be and is allo,aed an assistant whose salary is hereby fixed at '$29.00 per month.
Section 2 Such Assistant shall beselected by the City Clerk, with the
approval of the city Council, and he shall be under the supervision of the City Clerk
and perform such duties and render such assistance to the City Clerk as he shall pre-
scribe for him in the discharge of the work of said office, and shall do and perform
such other duties as the City Council may from time to time require.
Section 3. This ordinance shall be in force and effect from and after five
days from its passage and publication.

An ordinance relating to Local Improvement District No. 43, created by
Ordinance No. 172, and providing for the exemption of certain property from annual
maintenance char -yes assessable pnrsuant to Ordinance No. 212.
The City Council of the City of Pasco do ordain as follows:
Section 1. Whereas, a contract has been entered into between School District
No. 1 of Franklin County, Washington, and the City of Pasco, Vlashington, and A. G. Smith,
as Receiver of the Pasco Reclamation Company, a corporation, a copy of ::hich contract
is as follows:

"Whereas, School District No. 1 of Franklin County, ',iashington,
has agreed to sell and convey to the United States o America the follow-
ing described property, to -wit:
That part of School Block Addition to the City of Pasco, Nasiington,
described as Lots numbers One (1), Two (2), Three (3), and Four (4), and
that part of Lot Number Five (5), in said School Block Addition, described
as follows: beginning at the s-,utheasterly corner of said Lot Five as
the poitt of beginning, thence southwesterly, along the South line of said
lot, a di--tance of twenty (20) feet; thence in a northwesterly direction,
parallel with the west line of said lot, a distance of one hundred and forty
feet (140) feet to the alley in said block; thence along the North line of said
Lot Five , a distance of twenty (20) feet to the northeasterly corner of said
lot; thence in a southeasterly directi .n, alonr�• the east line of said lot,
a distance of one hundred forty (140) feet, to the po'_nt of beginning, all
according to the plat of said School Block Addition on file in the office of
the County Auditor of Franl=lin County, Was ington, and recorded in Book No.
23, at page 135, of Deed Records, said lots or parcels of land lying and
being in Section Twenty-nine (29) 'Township Nine (9) North of Range Thirty
(30) East of the Willamette Meridian,
And Whereas, the _aid property is located in Local Improvement District
No. 43, created by Ordinance Do. 172; and by reason thereof is subject to
ausessments for annual maintenance charges due thereon by reason of a grant
of hater right dated June 3rd, 1913, and executed by the Pasco Reclamation
Company, a corporation, to the City of Pasco, Franklin County, Washington,
pursuant to Ordinance No. 212, for the benefit of said Local Improvement
District;
And Whereas, A. G. Smith has heretofore been appointed Receiver of the
s&id Pasco Reclamation Company, a. corporation, and now is the duly appointed,
qualified and acting Receiver of said comr-any,
And Whereas, it is desired that the said described property be released
and exempt from liability for said annual maintenance charges.
Now, Therefore, to secure the release as afore.•aid, of said property
from liability for said maintenance charges, the said ochool District No. 1
of Franklin County, Washington, does hereby assume and agree t-, pay to the said
city of Pasco, for the u:e of said Local Improvement District No. 43, the said
annual maintenance charges against said property, in an amount to which said
property should be charseable had not this agreement been entered into, the said
payment thereof to be made by the --aid School District on or before the first
day of April in each year,
And the said City of Pasco, and the said A. G. Smith, as Receiver of the
said Pasco Reclamation Company, do hereby release and exempt £3-e above described
property from all liability for the said annual maintenance charges wi.ich sould
otherwise be chargeable against the same, and do hereby accept the agreement of
the said School District to pay said charges.
It is understood (Ind agreed between the _aid City of Pasco, and the said
A. G. Smith, as Receiver of the said Pasco Reclamation Company, that tl_is
agreement shall not otherwise in any way impair or affect the said contract
for said water right.

Section 2. Now, Therefore, pursuant to said contract, it is hereby ordered
that the property described in the contract above set forth be and is hereby released and
made exempt from all liability by reason of said assessments for annual maintenance
charges due or to become due under 'die said contract for water rikht dated dune 3rd, 1913,
and executed by the said Pasco ReclLnation Company to the said City of Pasco, pursuant
to Ordinance No. 212, for the genefit of said Local Improvement District No. 43, as
created by Ordinance Ido. 172.
Section 3. It is further ordered that the agreement of said School District No.
1 of Frani-lin County, liasl•,ington, to assume and pay the said annual maintenance charges
in an amount to which said property should other,, -rise have been chargeable had not this
agreement been entered into, is hereby accepted.

Whereas it appears that the amount levied upon the property included within Local
Improvement District No. 19 is insufficient to pay the entire cost and expense of the
improvement of said piioperty, therefore ;
