THE CIT COUITCIL OF THE CITY OF PASCO DO ORDAIN AS FOLLOWS: SECTIOIT 1: Any person, firm or corporation, desiring to conduct any open air or outside show, theater, stage performance, concert, street carnival, or other carnival, merry go round, fe--,ris wheel or any other feature of amusement where adihission is charged shall first obtain fron the City Clerk a license therefor and upon the payment thereof the City Clerk shall issue a license. SECTION 2: For any circus, or other show or amusement operated by thirty or more people,, the sum of X25.00 per day., SECTION 3: For any circus or other show of amusement operated by twenty or more pe-ple and les^ than thirty people, the sum of 5?15.00 per day. SECTIOH,4: For any circus, or other show or amusement, operated by ten or more people and les^ that twenty, the sum of 010.00 per day. SECTION $: Foi'any circus ibr Other show or amusement, operated by less than ten people the sum of 45.00 per day. SECTIOIT 6: For any street or oiler carnival 05.00 per day. SECTION 7: For any merry go round, 03.00 per day. SECTION 8 For any fer-ris wheel, or other amusement not herein before specified, the agm of :;1.00 per day. SECTION 9: The provisions of this Ordinance shall not apply to home talent plays, church fairs, festivals, school entertainments, or other entertain- ments given for charitable or benevolent purposes, or given primarily for the benefit or assistance of any local church, lodge, or other charitable air non profit making III organizations or performances given in local theatres. SECTION 10: Any violation of this Ordinance shall be deemed a misdemeanor + and punished b-1 a fine of not les:- that $5.00 nor more than 5t 100.00. 1 SECTION 11: That Ordinance No Sixty Five and section seven and six of Ordinance ITo,ITinety Five be and the same are hereby repealed; also all other Ordinances in cinflict herewith. AN ORDINANCE RELATING TO THE STREET T_RAFIG AITD REGULATIITG TIT; USE OF THE �TREETS, ALLEYS, AND PUBLIC PLACES, OF THE CIT-_' OF PASCO, BY CARETS, DRAYS, HACKT-TEY COABHES, OIIiTIBUSES, CARRIAGES, ',IAGOITS, IiOM'OR AITD OTIIER Vi'HICLES, AND BY PEDEST?AITS ,'XD PROVIDING A PEITALTY FOR VIOLATION TII REOF. AND REEPEALIEG SECTIOIT IV OF 01MITAITCE 101. THE CITY COUNCIL OF THE CITY OF PASCO DO RESOLVE AS FOLLOWS: SECTION 1: The Owner, driver, operAtor or person in charge of any cart, dray, hackney coach, omnibus, carriage, wagon, Motor vehicle or other vehicle, drawn, driven or propelled upon the streets, alleys or publie places of the City of casco, s' -.all confirm to and conmly with the following rules and reg<zlations. SECTION 2: Vehicles shall be driven in a careful manner and with due regard to the safety and convenience of pedestrians $nd other vehicles. S:CTION 3: Vehicles shall keep to the right of the center of the street. SECTION 4: On a street divided longitudinally by a parlay, viaduct, walk, vehicles shall keep to the right of such division. SECTION 5: Vehicles turning to the right in an intersecting street shall pass and turn the corner R;-� near to the -right hand curb as possible. SECTION 6: Vehicles turning to the left into an intersecting street shall .�q pass to the right of and beyounpthe center of the street intersectirlgfbefore turning. SECTION 7: Vehicles meeting shall pass eachother to the right. <SLCTION 8: A vehicle overtaking another vehicle travelinI in the same direction shall keep to the right of the overtaken vehicle in passing. C3ECTIOH 9: Evey vehicle shall pull to the left side of the street or roads 1•=i when signalled from a vehicle behind which desires to pass. PIZ SECTION 12: No vehicle shall back or make a turn in any street if by s& doing if interferes with other vehicles, but shall go around the block or to a street sufficiently wide to turn without backing. SECTION 11: Vehicles crossing from one side of the street to the other shall do so by turning to the left so as to head in the same direction as the trafic on that side of the street towards to which the crossing is made, and when the street is conjested wit'i trafic such vehicles shall go to the intersection before turning, and no vehicle shall stop with its lest side to the curb. SECTION 12: No vehicle shall remain backed up to the curb except it be actually loading or unloading, and in such case no longer than the actual loading or unloading requires. The horse or horses attached to a vehicle backed up to the curb shall be turned at right angles to the vehicle, and in the direction in which the trafic upon the street is moving. SECTION 13: A Vehicle waiting at the curb shall promptly give place to a vehicle about to tale on or let off passengers. SECTION 14: No vehicle shall stop on any street unless within two feet of the curb, nor in such a way as to obstruct the free passage of the street. SECTIOIT 15: Ho vehicle shall stop within any street intersecting noC within ten feet of the line of an intersecting street in the congested district, nor outside of said district for a longer period than is necessary to load or unload. Pedestrians shall not stand on the streets. SECTION 16: Traffic on east and wast streets shall have the right of way over traffic on north and south streets. 6, SECTION 17: The driver of any vehicle shall stop upon Cignal from a police of;_ icer. 8ECTIOIT 18= The driver of a vehicle on the approach of a fire wagon or other fire apparatus, shall immediately draw up said vehicle as near as practicablF to the right hand curb and parallel thereto, and biting it to a standstill. SECTIOIT 19: The officers and men of the Lire Department and Fire Patrol with their fire apparatus of all kinds, when going to or on duty, or tteturning fro::: a fire, and the of-icers and men of the Police Department and all patrols and ambu- lances shall have the right of way in any street and thruol3h any procession except eft over vehicles carrying the Uninted States mail. SECTION 20: No vehicle shall be driven through a procession except with the permission of a police officer. SECTION 21: No vehicle shall be allowed to remain upon, or be driven through any street of the City of Pasco, so as to wilfully blocade or obstruct the said street, and no vehicle shall be so overloaded that the horse or horses or motive power, shall be unable to move it. SECTION 22: Drivers or operators of motor vehicles and other vehicles of all I.inds, shall , in approaching or traversing a eros ing or street int:rsectiog, have theit vehicles under control. and shall sound their signals in such a way as to gives warning to other vehicles and pedistrians of their a-;proach, and reduce the speed of such vehicle to a rate not greater than twelve miles an hour in the congested districts, or twenty miles an hour elsewhere, afatto such vehicle shall tutu a corner into an intersecting street at a greater rate of speed than twelve milew an hour. SECTION 23: No horse shall be left unattended in any street or highway unless securely fastened, or unless the wheels of the vehicle to which he is harne- ssed are securely tied, fastened or chained, and the vehicle is of sufficient weight to prevent its being dragged at a dangerous speed with wheels so tecured. SECTION 24: ITo horse shall be luabitted or unbridled in any street or high- way unless secured by a halter. SECTION 25: No one, in any street or highway, $hall remove a wheel, pole, shaft, whiffletree, splinter -bar or any part of a harness likely to cause accident if the horse or horses start, without first anhithhing the horse or horses attached to said vehicle. SECTIOIT 26: Ido one shall crack or use a whip so as to annoy interfere with or endanger any person or excite any horse or horses other than that which he is using. SsCTIOIT 27: Ido vehicle shall be drawn, driven, or propelled on any street, alley, or publie place in the City of Pasco, at a greater rite of speed than is reasonal)le and proper, having regard to the traffic and use of the highway, or so as to endanger the life or limb of any person in any event. SECTION 28: The word, 'behicle" as used in this Ordinance shall be hels to include equestrians, lead lorses, carts, drays, hackney doached , omnibuses, carri- ages, wagons, motor vehicles, bycicles, street cars, and all other vehicles used for transporting persons or property on the tiubltc streets, however drawn, driven or propelled. The word"horse" includes all domestic animals, The word "Driver" includes the rider, and driver of an horse, the rider of Wheels, and the operator of a motor vehicle, street car, or othe vehicle. The term "congested district" as used in thid Ordinance, is defined to be the following streets of the City of Pasdo: "Tacoma Avenue betweon Clark and Columbia Streets: " Fourth Avenue between Clark and Collunbua Streets". "Lewis Street between Fifth and Tacima Avenues". SECTIOIT 29: Any person violating any of the rules, regulations, or provisions of this Ordinance shall be punished by a vine of not less than one(1) dollar, nor more than fifty(50) Dollars and shall stand commited until such fines and costs are paid. t SECTION 30: All Ordinances or parts of Ordinance.^, and especially section lour of Ordinance 101 in conflict herewith are hereby repealed.
