Aid.ORDINATTCE REGULATING TTT,, USE LTD STORAGE Of BENZINE, GASOLINE, RAPTHA
OR ANY HYDRO-BARBON LIQUID WITHIN THE FIRE LIMITS OF THE CITY OF PASCO, WASH.
THE CITY COUNCIL OF THE CITY COUIICIL DO ORDARIIT AS FOLLUS :
Section 1. No person, or persons, firm , company Or corporation shall
.use, keep, store or permit to the keeping of, or storage of within the fire,,#
limits of the City of Pasco, in larF•er quantities than one(1) gallon, to be
always kep4 in closepmetallic cans or tanks, in any one building or upon any
one premises, place or street, any of the products of petroleum, including ben-
zine, gasoline, naptha, or any hydro -carbon liquid, which will flash or emit
any inflamable vapor at a temperture below one hundred and ten (110) degrees
Farerheit without first obtaining a written permit from the chief of the fire
department of the City of Pasco. Not more than fifty (50) 13allons ofgassoline
or any product of petroleum shall be kept in any one ?dace, except as herein-
after provided. All gasoline or any proatct ofpetroleum in excess of one(lr
gallon shall be installed under thefollowing conditions: Shall be burried
under ground deepen6ngh so that four (4) feet of earth shall cover the top of
same, a filling pipe shall extend up to the surface of the ground, must have
a cover screwed to top and secured to thepipe with 4 chain and lock; tgnk
ranst be connected with a three-quarter (8`4) inch vent pipe, which must rise
tv:elve (12) feet above ground, said vent must have a return bend on top and
must not pass through br into the building under any circumstances, openings
to be.cibvered with copper or brass screen of at least No. thirty (30) mesh.
Section 2. No person or persons, firm, company or corporation shall
keep, store or use for burnong, cleaning, generating gas or for illuminating
purposes any benzine, gasoline, naptha or any product of pertoleum which will
fkash or emit an inflamabtie vaner at a temperture below110 degrees Fa-renheit,
in quantities of over one (1) gallon within the fire limits of the City of Pasco,
without a writtenor printed permit issued and signed by the Chief of the fire
department.
Permits will be granted by the chief of the fire department except where
in his judgement the use by the allplicant in the manner proposed by him or the
quantity to be kept would endange the safety of life and property.
Section 3. Gasoline shall be drain from storage tanks only by automatic
closing valve pumps, and no gravity, siphon, air or water pressure system shall
be permitted. such pumps must be located abovethe top of the tanks and may be
locoed inside the building not below the first floor. Such pumps must be of
an approved design, havingvalves to close all suction lines, pumps arranged
to lock and having a shutoff valve in the nozzle.
Section 4. the Chief of the fire de artment of the City of Pasco, is
hereby charged with the enforcement of this Ordinance.
Becti.on 6. any person or persons, firm, company or corporation violating
any of the -provisions of this Ordinance shall be deemed guilty of a misdemeanor,
and upon conviction thereof shall be punished by a fine of not less than five
(5) dollars or more than one hundred (1'-0) dollars, and the continuance or m
maintenance of such violation shall be doomed a new offense for each day on which
the same is so continued or maintained, and shall be punished accordingly.
