An Ordinance authorizin;; the purchaso of a water right from the
irrigation project of the Pasco Reclimation Co, a cor)oration, for Local
Improvement District ITo 44 created by Ordinance No, 173 for the pur-pose
of furnishing said district and the inhabitants thereof with a supply of
water for irrigation and domestic purposes, providing for tl,o payment of
the cost of the water b- assessments against the property within said district
the issuance of bonds of said district, and the payment of the maintainance
charges by means of rentals assessed against the property within said district.

SECTION 1. whereas, it is necissary that Local Improvement District
No. 44 created by Ordinance No. 173 of tie City of Pasco, be furnished with
a supply of water for the purpose of furnishing said district and its inhab-
itants with a su-)ply pf '.rater for irrigation and domestic purposes, and
Vniereas, the Pasco Roclimation Co. has alld owns the only irrigation project
or irriUation system adjacent to t_)e City of Pasco and is tile ogly project
where the water therefroia can be made appufgdnant to the lands within the
City of Pasco or the lands within the limits of said Local Improvement
District, and is therefore ordained;
That the City Of Pasco shall purchase and acquire from the Pasco
Reclimation Co. a cofpofatiol- u_'.,ashin"ton, or from its suecessors or
assigns, a water riffht from the irri&c.tionproject or system of said Pasco
Reclimation Co, which water rightshall consist of the right in perpetnity
to the ,l_se of nine tenths, (9/10) cubic foet of water per secondof time, or
so much thereof as may be ueciscary, during the irrigation season from the
first day of April to the first cla�-r of Octobor each year, commencinE, with
e ;gear 1914 and which water right may also be described as and is the
eq-livolent of a perpetual right to the nue of Three IIundrecl acre feet of

The Pasco Reclimation Co shall deliver said water from its irrigation
protect in pipes under pressure at the corporate limits of the said `;ity of
Pasco at the point desi;;nated on the plaits and s-,)ecificatioils for the piping
system establishod iulder said Ordinance ITo. 173.
The City of Pasco shall pay to the Pasco Reclimation Co. for said
water right the suln of Fifteen Thousand Dollars (;

AN ORDINANCE IN RELATION /TO NATER AIiD THE USE TIrEREOF IN LOCAL ILIPROVETIIENT
DISTRICTS NOS, 43 AND 44, 25AND OTIIE2 LOCAL IMPROVEI:DNT DISTRICTS HEREAFEER

AIM OTHER PIPE CONNECTIONS MY BE ITADE AID TIE MAIN PIPE LINE, AIM LATERALS
OPENED AND PENETRATED, AND
PROVIDING FOR THE LICENSING OF PERSONS TO MAKI COINECTIONS AND OPENINGS
IN SUCH MAIN PIPE AND LATERAL LINES, AIM THE OBTAINING OF A PERI,1IT THEREFOR,
AND PROVIDING FOR PENALTIES FOR THE VIOLATION THEREOF.
THE, CITY COUNCIL OF THE CITY OF PASCO DO ORDAIN AS FOLL MS:
SECTION 1. It shall be unlawfull for any person, firm of corporation
to mahe any opening in any water main or lateral in Local Improvement Districts
Nos. 43, 44, 25 and other Local Improvement Districts hereafter formed of the
City of Pasco, or to connect any private water pipe therewith without having
first taken out and procured a license so to do in the manner hereinafter
provided, to be known as an "Irrigation Nater Connector's License". The fee
for such license shall be the stun of Ten Dollars per antun, and no license
shall be issued for a period of less than one year, and shall be nontransferable
and no license shall be issued in the name of more than one person, or to any
olher than a natural person.
SECTION 2. Any person desiring an "Irrigation ,later Connector's License"
shall make application therefor. in writing to the City Council upon a blank
form to be furnished for that purpose by the City Clerk, which application
shall contain a certificate signed by at least two responsible masons, plumbers,
or builders or one of each, to the effect that the applicant is known to them
to be a reliable person, skilled in the business of laying and connecting pipe,
and is a bonifide resident of the City of Pasco. The applicant for such license
shall pay a fee provided for in this Ordinance to the City Treasurer and take
his receipt therefor and shall file with the City Clerk a bond in the sum of
One Thousand Dollars (01000.00) to be given by an approved surety company to
be approved as otherbonds to the City are approved, conditioned that the applicant
Will indemnify and save harmless the City of Pasco from all claims, actions,
or damages of evey kind and discription which may acerne to or be suffered by
any person b;r reason of any opening in any street or alley, or avenue, or other
public place made by him, or those in his employ in makin£; any connection with
water main or lateral, of for .ny other purpose or objest whatever, and that
he will also replace and restore such street, alley, avenue or other bublic
Adace to as good a state and condition as at the time of the commencement of
Said work, and maintain the same in good order to the satisfaction of the City
Of Pasco, its officers and a;ents while doing said work, and that he will comply
With all t':e provisions of tips Ordinance.
SECTION 3. The City Clerk, u.onthe presentation to him of t�_e receipt
Of the City Treasnror for t:_e -ee hereinabove required to be paid, and of the
