PASCO CITY COUNCIL
REGULAR MEETING
CALL TO ORDER:
OCTOBER' 1, 1979
Meeting called to order at 8:00 P,. M . by the Honorable J.. C. Bailie; Mayor.
ROLL CALL:
By City Clerk. Councilmen present were: S. K. Adams, J.. C. Bailie,
Charles Grigg, Ira Schmidt„ E. A. Snider and Bill Wilkins. Councilman
Gary Clark was absent from the meeting (excused) . Also present were:
Lee Kraft; City Manager; Dennis De Felice, City Attorney; James Ajax, City
Engineer; Dick Erickson, Director of Parks & Recreation; Mike Vandiver, Chief of
Police; Gary Crutchfield, City Planner..
CONSENT AGENDA:
Mr. Wilkins moved that Consent Agenda be approved, including item "k" which was
handed out at the meeting (see item ",k" included in Minutes) . Seconded by
Mr. Schmidt. Motion carried by roll call vote of six (6) . Consent items are as.
follows:
a) Approval of Minutes . Minutes of Regular Meeting held September 17, 1979.
b) Bills. To approve General. Claims in the.amount of $734,410.84; claim
warrant nos.21,093 through 21,227.
c) Proposed Joint Operations Plan with Sherriff/Police Department. To accept the
general terms of the tentative agreement as presented by the staff to the City
Council at the September 24, 1979 Workshop, and to direct staff to, prepare the
agreement in final form for approval by the City and the County.
d) Proposed Re -Organization Plan/Police Department. To approve the re-
organization plan as presented by staff at the September 24, 1979 Workshop.
e) Battelle Agreement Re: Intercity Bridge. To approve the research project on the
Intercity Bridge to be conducted by Battelle -Northwest pursuant to their letter
of September 5,:-1979.,
f) Resolution No. 1289. A Resolution Requesting the Corps of Engineers to
Commence Beautification. of Levees. within the,Tri-City Areas as soon as
Practical' -and Requesting other Entities within the Tri -City Area and the Benton -
Franklin Governmental Conference to Endorse a Comparable Resolution.
g) Hearing Date - Pischel Rezone - 79-36-Z. To fix 8:00 p.m. Monday,
October 15, 1979 in the Council Chambers at City Hall as the time and place for
a. public hearings to -consider the. Planning Commission's recommendation on the
Pischel Rezone.
h) Hearing Date - Supplemental Budget. To set a public hearing at 8:00 p.m. ,
October 15, 1979, to consider the supplemental budget ordinance presented to
the Council at the Regular. Meeting of October. -1 •:1979 .:
i) Mobile Home Housing. To request the Planning, Commissio.n:to analyzeand
report back to the City Council on whether or not there should .be some fixed
limit on the amount of mobile home housing permitted as a part of the total
housing mix of the City, taking .into account the differentiation between mobile
home parks and mobile home subdivisions..

CONSENT AGENDA - Continued:
j) Kidwell Request for Waiver Concerning, Driveways. To authorize the installation
of an industrial -type roll curb; beginning at a point approximately 20 feet
south of the restaurant at the corner of Hillsboro and Commercial Avenues,
running south to the far side of the present unused city, right-of-way, and to
permit the installation of an industrial -type roll 'curb on Hillsboro;
beginning at a. point 20 feet east of the, cafe,, running east. to just short of
where the fire plug isjocated, 'and to require the Kidwells to provide -for
interior drainage for the parking lot on their property.
k) Hearing Date - Revenue Sharing.. To seta public hearing at -8:00 p.m.,
October 15, 1979 to consider proposed use of Entitlement Period Eleven
Revenue Sharing Funds.
MAYOR BAILIE TRANSPOSED REGULAR ORDER OF BUSINESS FOR PRESENTATION BY PASCO
POLICE .DEPARTMENT.
Police Chief Mike Vandiver commended and complimented the Civil Service
Commission and, more specifically, Ms. Peggy Mewes,'for the expeditious
manner in which she helped to get our. personnel on board. He then introduced
Matt Fields, Dave Panter, Lee Hampton, Dave Espinoza and Dale Holtsclaw, all
new members of .the Pasco. Police Department. Mayor Bailie welcomed the new
personnel, as did Mayor Pro -tem Bill Wilkins, stating that he had a high -regard
for all of our officers in the Police Department.
PUBLIC HEARINGS:
MAYOR BAILIE DECLARED THE PUBLIC HEARING OPEN FOR THE PURPOSE OF
CONTINUING THE PUBLIC HEARING ON THE SRO REZONE, FROM C-1 to C-3:
(79-19-Z) .
Gary Crutchfield gave a brief discussion regarding the location and size of the
property and the status of the property's zoning.
Mr. Snider stated that he thought this would bring to Pasco a very nice
entertainment complex and would be a very welcome addition to the City of Pasco.
Mr. Schmidt also_ .thought it was a good idea but questioned the screening for
the highway..
Gary Crutchfield said there would be a six-foot fence and a planting of a form of
Poplar trees. Screening is required along the north and the east property lines
primarily to mitigate any lighting problems that might be experienced by the
residential uses which are planned to exist on the north and east sides.
Mr. Grigg expressed concern over the Church property, because if the trees are
planted they would probably cut the ,view from their parking lot.
Mr. Snider said it appeared to him that what SRO proposes to dais to improve the
facility and help alleviate some of'the traffic problems that exist there now.
From the residents'. standpoint, Mr. Snider could not understand the basis for a
complaint.
David Schooler of Bellevue, Washington, and representing SRO, said they have
four windows available for use,. They had attempted to almost 'quadruple the
stacking capacity.. They now had a theater that has 540 possible capacity.
Four windows will be open in the future and they will have a total capacity of
500, broken down into two theaters. Through these measures and traffic
engineering measures, there shouldn't be any traffic backing up to Sylvester,
because they will have double stacking going up to two windows, and the
traffic which will turn right, which is a much easier turning movement;
therefore, they will be able to stack up in a northerly direction and going away
from the main sources of traffic.

Following three (3) calls from Mayor Bailie for furthe'r'-comments from the floor,
either for or against, the public hearing was declared closed.
VISITORS--OTHER-THAN AGENDA ITEMS:
PRESENTATION TO MAYOR OF CERTIFICATE FROM THE COUNTY OF HAWAII
Diena Carl-sori, Senior Citizen Coordinator for the City of Pasco,' presented a
certificate of Greetings and Salutations to Mayor Bailie, which had been
presented to Mrs. Carlson by Mayor Herbert T. Matayoshi, Mayor, County of
Hawaii, on the occasion of 13 bf our senior citizens visiting Hilo', Hawaii, on a
"Friendship Festival".` Mayor Bailie -thanked Mrs. Carlson and'then read the
contents of the certificate. °
REQUEST OF MRS. ROSEMARY ESTES OF GREEN VALLEY PUMPS FOR VARIATION IN
DRIVEWAY WIDTH.
Mrs. Rosemary Estes of Green Valley Pumps, 3305 N. Commercial, requested a
variation in the entrance the City has -a' lowed for'their parking,to their existing
building. Mrs. Estes showed the' Council members a drawing and some
photographs of what she referred to as a "baby dike" out front. She stated that
it measures anywhere"from 18 -"inches to `24 inches.. ri heighth. `She 'said it was
not there prior to the City starting the Z'.I. D'. 'Also; it was not in**a'ny of their
plans when they 'builf the building ' ' Their business is' just 'south of the Kidwells'
who have also requested a variation. She would like to have some type of
consideration for grading for the entrance to their property.
Concern was expressed by Mr. Grigg and Mr. Snider regarding storm drainage.
Mayor -Bailie. requested that staff investigate this matter arid' then come back to
the Council with their recommendations

ORDINANCE NO. 2096: (First Reading)

REAPPROPRIATING REVENUE; .BY ADJUSTING THE EXPENDITURE PROGRAM
OF VARIOUS FUNDS AND BUDGETS WITHIN. FUNDS; AND DECLARING AN
EMERGENCY.

first reading of Ordinance No. 2095 be adopted. Seconded by Mr. Wilkins.

NEW BUSINESS:
"RIVERVIEW HEIGHTS AREA" - WATER BOOSTER STATIONS Mr. Snider moved to
authorize the Mayor to execute the proposed agreement between the City and
Northwest Developers, Bosch Development Company, Sunland. Investments, and
Riverview Heights Developers. Seconded by Mr. Wilkins. Motion carried by
roll call vote of six (6) .

NEW BUSINESS - Continued:
OCTOBER 1, 1979
COLUMBIA EAST AREA - PROPOSED LAND SWAP - CITY/TIPPETT: Mr. Grigg
moved to authorize the Mayor to sign the attached quit claim deed from the City
of Pasco to Tippett Land & Mortgage Company, and direct -that the City Clerk
release said quit claim.to the Tippetts upon receipt of a quit claim of equal sized
area from. Tippett Land & Mortgage Company to the City and, further, to let the
record indicate that.the exchange of properties. of equal area is to adjust the
irregular boundary between the two properties. Seconded by Mr. Snider.
Motion carried by roll call vote of six (6)
