PASCO CITY COUNCIL
REGULAR MEETING
CALL TO ORDER:
SEPTEMBER 6, 1979
Meeting called to order at 8:10 P.M. by the Honorable J.C. Bailie, Mayor.
ROLL CALL:
By City Clerk. Councilmen present were: S.K. Adams, J.C. Bailie, Charles Grigg,
Ira Schmidt, E.A. Snider and Bill Wilkins, Councilman Gary Clark was absent from
the meeting (excused). Also present were: Lee Kraft, City Manager; Dennis De Felice,
City Attorney; Tom Criscola, Director of Finance; James Ajax, City Engineer;
Webster Jackson, Administrative Assistant and Alan Lobdell, Associate Engineer.
CONSENT AGENDA:
Mr. Snider moved that Consent Agenda be approved. Seconded by Mr. Grigg. Motion
carried by roll call vote of five (5). Councilman Wilkins out of room. Consent
items are as follows:
a) Approval of Minutes. Minutes of regular and special meetings, held
August 20th & 27t1. respectively.
b) Bills. To approve General Claims in the amount of $1,050,580.91; claim
warrant nos. 20795 through.20938.
To approve Payroll Claims in the amount of $213,196.07; payroll warrant
nos. 27697 through 28097.
c) Data Processing Supervisor. To authorize staff to employ a Data
Processing Supervisor and to authorize inclusion of the position in the
next supplemental budget.
d) Lewis Street (18th to 28th) Excess Right of Way and Access Rights. To
authorize staff to contact applicable property owners along Lewis to
determine if there is an interest in purchasing excess right of way and/or
access rights, as the case might be, and to require the interested party
to accompany the purchase proposal with a deposit of $500 to cover the
cost of hiring an appraiser for the purpose of establishing a fair
market value of the right of way and/or access.
e) Resolution No. 1278. A Resolution of the City of Pasco authorizing the
City Manager to execute the Grant Agreement for all of the City's future
Community Development Block Grant programs.
f) Resolution No. 1279. A Resolution fixing the time and place for a public
hearing to consider vacation of a portion of Idaho Avenue and a certain
alley within the City of Pasco. (WATLUCK ALLEY)
g) Resolution No. 1280. A Resolution fixing the time and place for a public
hearing to consider vacation of a certain alley within the City of Pasco.

h) Hearing Date - Murray Rezone - 79-21-Z. To fix 8:00 P.M., Monday,
September 17, 1979 in the Council Chambers at City Hall as the time and
place for a public hearing to consider the Planning Commission's
recommendation regarding the Murray rezone.
i) Hearing Date - Kahl et al - 79-25-Z. To fix 8:00 P.M., Monday,
September 17, 1979 in the Council Chambers at City Hall as the time and
place for a public hearing to consider the Planning Commission's
recommendation regarding the Kahl et al Comprehensive Plan Amendment and
Rezone.
j) Hearing Date - John Keltch - 79-27-Z. To fix 8:00 P.M., Monday,
September 17, 1979 in the Council Chambers at City Hall as the time and
place for a public hearing to consider the Planning Commission's
recommendation regarding the Keltch rezone.
