PASCO CITY COUNCIL
SPECIAL MEETING
CALL TO ORDER:
APRIL 9, 1979
Meeting called to order at 8:10 p.m. by the Honorable J.C. Bailie,
Mayor.
ROLL CALL:
By Clerk's Representative. Councilmen present were: S.K. Adams, J.C.
Bailie, Charles Grigg, Ira Schmidt, E.A. Snider, and Gary Clark.
Bill Wilkins was absent from the meeting (excused). Also present
were: Lee Kraft, City Manager; Dennis De Felice, City Attorney; Tom
Criscola; Finance Director; James Ajax, City Engineer; Richard Erickson,
Director of Parks and Recreation; Webster Jackson, Administrative
Assistant, and Ted Johnson, Assistant City Engineer.
PUBLIC HEARING:
MAYOR BAILIE DECLARED THE PUBLIC HEARING OPEN FOR THE PURPOSE OF
RECEIVING INPUT FROM PASCO CITIZENS ON COMMUNITY DEVELOPMENT NEEDS.
Webster Jackson, Administrative Assistant, gave a brief presentation
of. the Community Development Block Grant Program, its organization
and its history, and stated what has been available and what'now is
available to the City of Pasco.
Webster Jackson stated that the total amount of funds available for
fiscal year 1979 is estimated to be $192,222. The source of these
funds were stated to be $81,000 from HUD; $75,222 from the sale of
Urban Renewal land, and $36,000 (minimum) from a.parcel of Urban Renewal
land in the industrial area that, in staff's opinion, will be sold in
the current year.
Larry Vance, Chairman of.the Citizen's Advisory Committee, stated that
the Citizen's Advisory Committee had held three (3) public meetings
for'the purpose of obtaining views of Pasco citizens on Community
Development and housing needs, and prepared a recommendation, based
on input received at the public meetings, to be submitted to the
City Council for consideration. Mr. Vance stated that the committee's
recommendation was to improve the area of 10th Street to 14th Street,
Sylvester to "A", by installing storm drains.
Webster Jackson stated that the other projects considered by the
Citizen's Advisory Committee to receive the funds were the following;
Wehe L.I.D.; East Lewis Street Lighting; Oregon Street Extention;,
including storm drains; Sylvester to Lewis L-.I.D.; 10th Street to 14th.
Street L.I.D.
Webster Jackson stated further that the Citizen's Advisory Committee"s
recommendations and order of priority are as follows: 10th.to 14th
Streets Storm Drain, $100,000; Residential Rehabilitation, $50,000;
Program Administration & Citizen Participation, $32,000; and
Contingency, $10,222.
Following three (3) calls from Mayor Bailie for further comments from
the floor the -.Public Hearing was declared closed. Mayor Bailie noted
that there will be a second public hearing on the City of Pasco 1979
Block Grant Application at 8:00 p.m., April 16, 1979, in the. Council
Chambers at Pasco City Hall.
