REGULAR MEETING
PUBLIC HEARINGS - Continued:
DECEMBER 19, 1978
MAYOR BAILIE DECLARED THE PUBLIC HEARING OPEN TO CONSIDER CHURCH OF CHRIST
REZONE (Continued from November 20, 1978):
It was noted that the hearing had been duly posted. There were no further written
communications. Mr. Gary Crutchfield, City Planner, stated he had met with all
parties and they had mutually agreed upon a Concomitant Agreement to everyone's
satisfaction..
Following three calls from Mayor Bailie for further comments from the floor,
either for or against, the Public Hearing was declared closed.
MAYOR BAILIE DECLARED THE PUBLIC HEARING OPEN TO CONSIDER SOUTH CENTRAL ZONING -
PARKE PROPERTY:
It was noted that the hearing had been duly published and posted. There were no
adverse communications. Mr. Gary Crutchfield reported that the Planning Commission
approved zone change on Parke property, subject to Concomitant Agreement,and
encouraged the Council to continue this hearing for another two weeks to resolve
all issues. Mr. Snider concurred with Mr. Crutchfield's recommendation as he was
concerned over possibility of spot zoning.
Mr. Snider moved to continue hearing until January 2, 1979. Seconded by Mr. Clark.
Motion carried by roll cal•1 vote of six (6).
MAYOR BAILIE DECLARED THE PUBLIC HEARING OPEN TO CONSIDER AMENDMENT OF TITLE 22,
PASCO MUNICIPAL CODE, TO PERMIT CARETAKER'S RESIDENCES IN COMMERCIAL AND INDUSTRIAL
ZONES BY SPECIAL PERMIT:
It was noted that the hearing had been duly published and posted. There were no
adverse communications.
Mr. Paul Lawson questioned legality of "grapdfather clause" as he is now wanting
to build a Mini -Warehouse complex on his property, including a caretaker's
residence. He felt this should be recognized as a sales lot under the old Ordinance
to which there was a difference of opinion between Mr. Lawson and staff.
Mr. John Keltch stated he had lived at his address for 18 years and wanted to know
if he had to move existing units. Further, he really needed another caretaker
residence due to increased vandalism. Staff replied that he had no problem with
his particular business.
Mr. -Lawson reiterated that he had applied to the Board of Adjustment in orderto
complete his project. Mr. Ajax asked Mr. Lawson, "did you mention you were planning
to bring a caretaker in?" Mr. Ajax went on to state that the previous Building
Inspector denied request of Mr. Lawson due to his interpretation of the Building
Code.
Mr. Snider recalled that it used to be two (2) caretaker's units at a mobile home
sales lots, not general sales lots.
Mr. Earl Warren suggested that the Council read Section of Code outlining regulations.
Following three calls from Mayor Bailie for further comments from the floor, either
for or against, the Public Hearing was declared closed.
ORDINANCES:
ORDINANCE NO. 2010:
AN ORDINANCE ADOPTING THE CITY OF PASCO BUDGET FOR THE YEAR 1979.
Ordinance No. 2010 was read by title only. Mr. Snider moved that Ordinance No.
2010 be adopted. Seconded by Mr. Grigg. Motion carried by roll call vote of
six (6).
