ROLL CALL: By Deputy City Clerk. Councilmen present were: S.K. Adams, J.C. Bailie, Charles F. Grigg, Ira Schmidt, David Sheeley and Bill Wilkins. Councilman E.A. Snider was absent due to being out of town. Also present were: George Smith, City Manager; Leo Olney, Finance Director; Michael Cooper, City Attorney; James Ajax, City Engineer; Al Tebaldi, Chief of Police; 'Webster Jackson, EEO Officer; Richard Erickson, Director of Parks & Recreation,..i Michael Corcoran, Planner, and Ted Johnson, Asst. City Engineer. CONSENT AGENDA: Mr. Wilkins moved to approve Consent Agenda. Seconded by Mr. Adams. Motion carried by roll call vote of six (6). Consent items are as follows: a) Approval of Minutes. Minutes of .regular and reconvened meetings, held January 3rd and 9th respectively. b) Bills and Communications. To approve General Claims in the amount of 132,008.64; Warrant Nos. 13912 through 14018. To approve Payroll Claims in the amount of $234,552.10; Warrant Nos. 16046 through 16582. c) Set Date of Public Hearing. Mudd Rezone set for February 6, 1978, 8:00 P.M. PUBLIC HEARINGS: MAYOR BAILIE OPENED PUBLIC HEARING TO CONSIDER A ZONE ASSIGNMENT FOR 14ILLIAMS ADDITION, MOBILE HOME DEVELOPMENT. It was reported that the hearing had been duly published and posted. There were no adverse communications. Following three (3) calls from Mayor Bailie for further comments from the floor, either for or against, the Public Hearing was declared closed. MAYOR BAILIE OPENED PUBLIC HEARING TO CONSIDER A ZONE ASSIGNMENT FOR EAGLE ESTATES MOBILE HOME DEVELOPMENT: It was reported that the hearing had been duly published and posted. MINUTES PASCO CITY COUNCIL REGULAR MEETING PUBLIC HEARINGS - Continued: JANUARY 16, 1978 MAYOR BAILIE DECLARED PUBLIC HEARING OPEN TO CONSIDER A ZONE ASSIGNMENT FOR HIGHLAND PARK ADDITION MOBILE HOME DEVELOPMENT. It was reported that the Hearing had been duly published and posted. There were no adverse communications. Following three (3) calls from Mayor Bailie for .further comments from the floor, either for or against, the Public Hearing was declared closed. MAYOR BAILIE DECLARED PUBLIC HEARING OPEN TO CONSIDER A ZONE ASSIGNMENT FOR CELESTRO ESTATES MOBILE HOME DEVELOPMENT. It was reported that the Hearing had been duly published and posted. There were no adverse communications. Following three (3) calls from Mayor Bailie for further comments from the floor, either for or against, the Public Hearing was declared closed. MAYOR BAILIE DECLARED PUBLIC HEARING OPEN TO CONSIDER A ZONE ASSIGNMENT FOR KELTCH'S ADDITION MOBILE HOME DEVELOPMENT. It was reported that the Hearing had been duly published and posted. There were no adverse communications. Following three (3) calls from Mayor Bailie for further comments from the floor, either for or against, the Public Hearing was declared closed. MAYOR BAILIE DECLARED PUBLIC HEARING OPEN TO CONSIDER A ZONE ASSIGNMENT FOR FLAMINGO TRAILER VILLAGE MOBILE HOME DEVELOPMENT. It was reported that the Hearing had been duly published and posted. There were no adverse communications. Mr. Harry Moore asked what we were doing. Staff replied they were putting mobile home properties in proper zone; namely, sub -divisions, parks and recreational mobile home parks. Mr. Adams asked, "would you prohibit building your own home on this property?" Staff replied affirmative. Following three (3) calls from Mayor Bailie for further comments from the floor, -either for or against, the Public Hearing was declared.closed. MAYOR BAILIE DECLARED THE PUBLIC HEARING OPEN TO CONSIDER A ZONE ASSIGNMENT FOR RIVIERA TRAILER VILLAGE MOBILE HOME DEVELOPMENT. It was reported that the Hearing had been duly published and posted. There were no adverse communications. Mr. Hansey, owner of Riviera Trailer Court, opposed zone change as he felt it might deprive him of future development other than trailer park.. As it stands now, he stated he could not build a home for himself on his own property. Mr. Grigg responded that he could petition a future council for a zone change if his plans changed from what they are now. Following three (3) calls from Mayor Bailie for further comments from the floor, either for or against, the Public Hearing was declared closed. MAYOR BAILIE DECLARED THE PUBLIC HEARING OPEN TO CONSIDER A ZONE ASSIGNMENT FOR "A STREET WEST MOBILE HOME DEVELOPMENT. It was reported that the hearing had been duly published and posted. There were no adverse communications. Following three (3) calls from Mayor Bailie,: for further comments from the floor, either for or against, the Public Hearing was declared closed. MAYOR BAILIE DECLARED THE PUBLIC HEARING OPEN TO CONSIDER A ZONE ASSIGNMENT FOR EL SULINDA TRAILER COURT MOBILE HOME DEVELOPMENT, It was reported that the Hearing had been duly published and posted. There were no adverse communications. Following three (3) calls from Mayor -Bailie for further comments from the floor, either for or against, the Public Hearing was declared closed. MAYOR BAILIE DECLARED THE PUBLIC HEARING OPEN TO CONSIDER A ZONE ASSIGNMENT FOR NORTHSIDE TRAILER COURT MOBILE HOME DEVELOPMENT. It was reported that the Hearing had been duly published and posted. There were no adverse communications. Following three (3) calls from Mayor Bailie for further comments from the floor, either for or against, the Public Hearing was declared closed. MAYOR BAILIE DECLARED THE PUBLIC HEARING OPEN TO CONSIDER A ZONE ASSIGNMENT FOR PASCO TRAILER COURT MOBILE HOME DEVELOPMENT. It was reported that the Hearing had been duly published and posted. There were no adverse communications. Following three (3).calls from Mayor Bailie for further comments from the floor, either for or against, the Public Hearing was declared closed. MAYOR BAILIE DECLARED THE PUBLIC HEARING OPEN TO CONSIDER A ZONE ASSIGNMENT FOR ARROWHEAD CAMPGROUND MOBILE HOME DEVELOPMENT. It was reported that the Hearing had been duly published and posted. There was one communication from James Dugas, owner of Arrowhead Campground. He protested on the grounds that he was forced to put in bathhouse, laundry facilities and bathrooms and he was restricted to recreational vehicles only, =. when there were other trailer parks licensed for mobile home parks and they were allowing overnight camping by recreational vehicles. He felt there should be more equality. Mr. Sheeley asked who controls or enforces this. Staff replied this would be a function of Building Inspector and also concurred this had not been enforced in twenty (20) years. Mr. Stroud emphasized the need'for mini -parks so you could rent to individuals such as construction workers on a temporary basis who would be living in a motor home or recreational trailer. ORDINANCE NO. 1920: (Eagle Estates No. 2) AN ORDINANCE RELATING TO ZONING AND CHANGING THE ZONE CLASSIFICATION OF CERTAIN REAL PROPERTY WITHIN THE CITY OF PASCO FROM R-3 HIGH DENSITY RESIDENTIAL TO RMH-1 RESIDENTIAL MOBILE HOME. Ordinance No. 1920 was read by title only. Mr. Wilkins moved to adopt Ordinance No. 1920. Seconded by Mr. Schmidt. Motion carried by roll call vote of five (5). Councilman Adams voting no. Ordinance No. 1931 was read by title only. Mr. Schmidt moved that Ordinance No. 1931 be adopted. Seconded by Mr. Wilkins. Motion carried by roll call vote of six (6). ORDINANCE NO. 1932: (Arrowhead Campground) AN ORDINANCE RELATING TO ZONING AND CHANGING THE ZONE CLASSIFICATION OF CERTAIN REAL PROPERTY WITHIN THE CITY OF PASCO FROM C-3 GENERAL BUSINESS TO RMH=3 MOBILE HOME PARK AND RECREATIONAL VEHICLE. Ordinance No. 1932 was read by title only. Mr. Wilkins moved that Ordinance No. 1932 be adopted. Seconded by Mr. Schmidt. Motion carried by the following roll call vote: YES: Adams, Bailie, Grigg and Wilkins. NO: Schmidt & Sheeley. ORDINANCE NO. 1933: (Butler Trailer Court) AN ORDINANCE RELATING TO ZONING AND CHANGING THE ZONE CLASSIFICATION OF CERTAIN REAL PROPERTY WITHIN THE CITY OF PASCO FROM C-1 RETAIL BUSINESS TO RMH-3 MOBILE HOME AND RECREATIONAL VEHICLE PARK. Ordinance No. 1933 was read by title only. Mr. Schmidt moved that Ordinance No. 1933 be adopted. Seconded by Mr. Wilkins. Motion carried by roll call vote of six (6). ORDINANCE NO. 1934: AN ORDINANCE CREATING AND ESTABLISHING A NEW FUND IN THE CITY OF PASCO TO BE KNOWN AND DESIGNATED AS THE "UNEMPLOYMENT BENEFIT TRUST FUND" AND NUMBERED FUND 620, SPECIFYING THE PURPOSE FOR WHICH THE SAID FUND IS CREATED; AND PROVIDING THE EXPENDITURES THEREFROM OF AN APPROPRIATION AUTHORIZED BY THE COUNCIL OF THE CITY OF PASCO. Ordinance No. 1934 was read by title only. Mr. Adams moved that Ordinance No. 1934 be adopted. Seconded by Mr. Wilkins. Motion carried by roll call vote of six (6).. UNFINISHED BUSINESS: GOLF COURSE MAINTENANCE: Mr. Sheeley moved that the Department of Parks and Recreation continue to provide maintenance service for the Golf Course. Seconded by Mr. Adams. Motion carried by roll call vote of six (6). NEW BUSINESS: REAPPOINTMENT OF BLOCK GRANT TASK FORCE: Mr. Wilkins moved to reappoint the members of the 1977 Block Grant Task Force, as set forth in Webster Jackson's memo to the City Manager, dated January 12, 1978. Seconded by Mr. Schmidt. Motion carried by roll call vote of six (6). SUGGESTIONS FROM COUNCIL - GENERAL DISCUSSION. Councilman Sheeley announced that he could not make Wednesday night meetings on Benton -Franklin Alcohol Administrative Board. Special Meeting for Final Assessment Roll on L.I.D.
