HomeMy WebLinkAbout07-12-1977 MinutesU MINUTES PASCO CITY COUNCIL RECONVENED MEETING JULY 12. 1977 CALL TO ORDER: Meeting called to order at 8:00 P.M. by Jan Tidrick, Mayor. ROLL- CALL: By Finance.Director. Councilmen present were: S.K. Adams, J.C. Bailie, Vernon Schuelein, David Sheeley, E.A. Snider and Jan Tidrick. Councilman Wilkins was absent due to being in the hospital. Also present were: George Smith, City Manager; Michael Cooper, City Attorney; Leo Olney, Finance Director; Jim Ajax, City Engineer; Roger Nelson, Assistant Fire Chief and Webster Jackson, EEO Officer. VISITORS: Joe Balthazor recommmended that the Council consider a crosswalk at 5th & Henry due to congested traffic ingress and egress at Court House Parking Lot. Staff will check this out. Earl Warren stated that there were a lot of little fellows in his area who would like to see the light timing at Lewis & 20th lengthened so they could cross more easily. UNFINISHED BUSINESS: RESOLUTION NO. 1.096.. A RESOLUTION ADOPTING A REVISED AND EXTENDED COMPREHENSIVE STREET PROGRAM FOR THE CITY OF PASCO. Resolution No. 1096 Was read by title only. Prior to motion, Mr. Ajax elaborated on new form designed and required by the State. Mr. Ajax reiterated that staff is not, specifically, recommending that all twelve projects be done but they were needed. Further, the first twelve recommended projects are on the list because in order to be eligible for Urban Arterial Funding, they must be a part of the Six -Year Street Program. The Urban Arterial Board divided the State into six or seven regions - Pasco happens to be in Region 'No. IV, City number is 960 and the route number is 8 which we assigned some years ago. Per request of Mr. Adams, the City Engineer reviewed program, funding sources and order of priority. All of first sheet is shown as 1978 Construction - reason being, we wanted to be considered for funding at the Urban Arterial Board Meeting of July 21st. Mr. Ajax hoped that in the next few years we could get approximately 18 miles of streets improved through L.I.D. means which would improve values of properties in -various neighborhoods-anda,also,a positive effect—on--the ._community. This wou,l.d, also.!.v reduce the City's maintenance expense which is quite substantial at the present time. Mr. Snider moved to adopt Resolution No. 1096. Seconded by Mr. Sheeley.
