PASCO CITY COUNCIL
REGULAR MEETING JUNE 20, 1977
CALL TO ORDER:
Meeting called to order at 8:00 P.M. by Jan Tidrick, Mayor.
ROLL CALL:
By Deputy City Clerk. Councilmen present were: S.K. Adams, J.C. Bailie,
Vernon Schuelein,.E.A. Snider, Jan Tidrick and Bill Wilkins. Councilman David
Sheeley was absent from the meeting. Also present were: George Smith, City Manager;
Michael Cooper, City Attorney; Leo Olney, Finance Director; James Ajax, City Engineer;
Al Tebaldi, Chief of Police and Richard Erickson, Director of Parks/Recreation...'-.—
CONSENT AGENDA:
Mr. Snider moved that Consent Agenda be approved. Seconded by Mr. Bailie. (Mr.
Adams requested removal of item nos. 2-c and 5=c.) Motion carried by roll,call
vote of six (6). Consent items are as follows:
a) Approval of Minutes. Minutes of regular and recessed meetings of June 7th
and June 14, 1977.
b) Apointment to Board of Adjustment. Appoint Mrs. Chan Tebay to the Board of
Adjustment, repl.ac.i.ng E.L. Suhadolnik, expiration on November 19,
c) Extension of Water Lines Outside City Limits.
Item No. 2-c: Under•Bills and Communications, Councilman Adams questioned several
expenditures and was then satisfied with Bills Paid list. Mr. Wilkins moved that
General Claims in the amount of $183,416.99, Nos. 12365 through 12465, be approved
for, payment this 20tK&-day--of-June, 1977, Seconded•--by=-Mr. Adams. Motion carried -=by•
roll call vote of six (6).
Item No. 5-c: A Resolution accepting the work done by-G.B. Erickson & Son
Construction, Cemetery Roads Paving. Mr. Adams stated he felt the edges were
somewhat "ragged"and questioned whether or not.we should approve this Resolution
until it had been checked. Mr. Erickson agreed to review area with Mr. Adams.
This Resolution will be held in abeyance until all parties are satisfied the -work...
has been completed properly.
ORDINANCES:
ORDINANCE NO. 1867:
AN ORDINANCE RELATING TO PEACE, SAFETY AND -MORALS AND AMENDING
TITLE 9 OF THE PASCO MUNICIPAL CODE BY ADDING THERETO A NEW CHAPTER
TO BE KNO14N AND DESIGNATED AS CHAPTER 9.10, AND ENTITLED "LEWD CONDUCT."
Ordinance No. 1867 was read by title only. Mr. Adams moved that Ordinance No.
1867 be adopted. Seconded by Mr. Snider. Motion carried by roll call vote of
six (6).
ORDINANCE NO. 1868:
AN ORDINANCE RELATING TO ANNEXATION AND AMENDING THE PROPERTY
DESCRIPTION OF CERTAIN PROPERTY ANNEXED TO THE CITY OF PASCO
PURSUANT TO ORDINANCE NO. 1863.
Ordinance No. 1868 was read by title only. Mr. Snider moved that Ordinance No.
1868 be adopted. Seconded by Mr. Bailie. Motion carried by roll call vote of
six (6).
UNFINISHED BUSINESS:
AGREEMENT TO EXTEND CONTRACT WITH BASIN DISPOSAL, INC. Mr. Snider moved to approve
the agreement extending the Contract for a period of sixty (60) days, between the
City of Pasco and Basin Disposal, Inc. Seconded by Mr. Adams. Motion carried by
roll call vote of six (6).

UNFINISHED BUSINESS - Continued:
AWARD OF BIDS - GREENSMOWER AND GROUNDSMOWER: Mr. Snider moved to award bid
for Groundmaster Mower (Parks) to the low bidder, Inland Toro, in the amount of
$5,300.00 excluding sales tax; and to award bid for Greenmaster Mower (Golf) to
the low bidder, Northwest Mowers, Inc., in the amount of $3,880.00, excluding
sales tax. Seconded -by;-Mr�-•Schuelein. Motion-ca-r-ri,ed-by roll call vote of s�i.x- >•
(6). (Prior to vote, Mr. Erickson gave a brief summary as to the merits of each
mower for the councilmen'to consider).
-NEW- BUSINESS:
PUBLIC HEARING DATE: Mr. Snider moved to set a public hearing date, at 8:00 P.M.,
on Tuesday, July 5, 1977, to consider the subdivision of Columbia East III. Seconded
by Mr. Wilkins. Motion carried.
SUGGESTIONS FROM COUNCIL - GENERAL DISCUSSION:
Mr. Wilkins still expressed dissatisfaction over garbage being strewn about and
roaming dogs.
Mr. Snider expressed concern over old Co -Op Station in East Pasco as being a hangout
for undesirables and felt we had a responsibility to the citizens of Pasco to do
something about it. He requested closer Police patrol.
ADJOURNMENT:
Mr. Snider moved that this regular meeting be recessed to Tuesday, June 28, 1977,
8:00 P.M., Pasco City Council Chambers, City Hall, at which time the Council of the
City of Pasco will conduct an adjourned regular meeting to consider the Agreement
with the Highway Department. Seconded by Mr. Schuelein. Motion carried.
