HomeMy WebLinkAbout06-14-1977 MinutesMEETING PASCO CITY COUNCIL REGULAR RECESSED MEETING CALL TO ORDER: JUNE 14, 1977 Recessed meeting called to order at 8:00 P.M. by Jan Tidrick, Mayor. ROLL CALL: By Finance Director. Councilmen present were: S.K. Adams, J,C. Bailie, Vernon Schuelein, David Sheeley, E.A.. Snider, Jan Tidrick and Bill Wilkins. Also present were: George Smith, City Manager; Leo Olney, Finance Director; Michael Cooper, City Attorney; James Ajax, City Engineer; Lt. Butner, Police Department; John Hager/John Fifer, Pasco Fire Department; Webster Jackson, EEO Officer and Richard Erickson, Director of Parks/Recreation. AWARD OF BID - QUARTER SECTION L.I.D. NO. 97: Mr. Sheeley moved to award bid for Quarter Section L.I.D. No. 97 to L.W. Vail Company, Inc. in the amount of $655,899.75. Seconded by Mr. Snider. (Discussion) Mr. Sheeley stated he felt this was the best thing that has happened in the City of Pasco since he was seated on the Council. . Motion carried by roll call vote of seven (.7). LIQUOR LICENSE - ATOMIC BOWLING LANES, INC. (BAR X LODGE): A written report from Pasco Police Department was submitted for consideration. Mr. Sheeley moved that staff be directed to write a letter to Washington State Liquor Board, requesting that the Liquor Board do a thorough and in-depth investi- gation of liquor services at Cloverleaf Bowling Lanes in Pasco. Seconded by Mr. Schuelein. Mr. Bailie commented that he did not like the looks of the report because the officer was in the place - "I think this is something for the. -:Liquor Board to determi-ne.." _�. Mayor Tidrick responded that was precisely what they were asking of the Liquor Board - to look into the situation and make a recommendation. Mr. Sheeley reiterated that he was more concerned about number of kids in that bowling alley and whether or not laxness or control there is contributing to the alcohol problem we have in this community. It has absolutely nothing to do with whether or not the Bar X Lounge stays in business - that's their problem, but if they can't control their business and it's contributing to another problem in this town, then I think we have got an obligation to do something about it and all I am asking is that the Liquor Board look into it. Councilman -Adams asked if the serving of liquor on the lanes was to be controlled during certain hours. A representative of Cloverleaf Lanes responded that, basically, their license covers all times but when they appeared before the Council a year ago, they agreed not to serve on Saturday mornings when kids would be bowling on leagues and the major portion of their lane liquor service is done at night when there are all adults and very few minors. He reiterated that they were no longer using paper cups as you could not tell what was in them. Main motion carried by roll call vote of six (6). Councilman Bailie voting no. 1977 INSURANCE POLICIES AND PREMIUMS: Mr. Ed Ray was acknowledged in the audience and was invited to comment on proposed premiums. Briefly, Mr. Ray went over increases, as outlined in Finance Director's memo to the City Council. First, 12% increase,in property insurance was due to adding new properties; 43% increase in Inland Marine was attributed to insuring Police.radios which, according to insurance companies, has a high loss ratio. He :.., =.. suggested putting the'-Po-1-.i...ce•:Department in charge:-of:.the radios and doing w; o..a­. ... insurance, but that was only a suggestion to save money. The 79% increase in boiler insurance was merely rate increases as it had been tied up for three years. The increase in professional liability insurance is due to number of false arrest claims, of which the council is aware. Further, Mr. Ray enlightened the council on increased costs of blanket liability :.. and umbrella policy. —14e -encouraged the Council to -lobby with their 1egislators­-_,: •.,!, to get back some of the immunity they have lost because they are sitting ducks. MINUTES PASCO CITY COUNCIL RECESSED REGULAR MEETING INSURANCE REPORT - Continued: JUNE 14, 1977 Mr. Ray requested a written statement from Finance Director as to budgetary figures in order to justify Errors & Ommissions insurance. Further, our carrier is starting a study on Workmen's Compensation. He mentioned that the City of Vancouver is now self insuring on State Industrial and we are going to make a local analysis to see if it will save us any money, depending on loss experience. Mayor Tidrick asked for clarification of umbrella policy. Mr. Ray responded that an Umbrella Policy is broader than an Excess Policy, in other words, you have a London policy which is as broad as is available. It is very possible that you could have something insured under the umbrella and not under the base. If that is the case, then you have this $25,000 self-insured retainer under the umbrella, in case it is not covered under the -base. Mr. Ray commended the City Safety Committee for their efforts in combating safety hazards and encouraged the Council .to support them, particularly, defensive driving course for all City employees that they were trying to.get underway. Mr. Snider moved that staff be authorized to obtain the insurance and pay the premiums, recommended -by the City's Insurance Consult&nt and as set forth in Mr. Olney's memorandum to the Council, dated June 9, 1977. Seconded by Mr. Sheeley. Motion carried by roll call vote of seven (7). Mr. Adams thanked Mr. Ray for his presentation which was reiterated by all council members.
