PASCO CITY COUNCIL
REGULAR MEETING JUNE 7, 1977
CALL TO ORDER:
Meeting called to order at 8:00 P.M. by Jan Tidrick, Mayor.
ROLL CALL:
By Deputy City Clerk. Councilmen present were: S.K. Adams , I.C. Bailie ,
Vernon Schuelein, David Sheeley, E.A. Snider, and Jan Tidrick.
Councilman Wilkins was absent due to being on vacation (Excused) . Also
present were: George Smith, City Manager; Michael Cooper, City Attorney;
Leo Olney, Director of Finance; James Ajax, City Engineer; Al Tebaldi,
Chief of Police. Richard Erickson, Director of Parks/Recreation; and
Michael Corcoran, Planner..
CONSENT AGENDA:
Mr. Sheeley moved to approve Consent Agenda. Seconded by Mr. Snider.
Motion carried by roll call vote of six (6) . Consent items are as follows:
a) Approval of Minutes: Minutes of regular meeting, held May 17, 1977.
b) General Claims: General Claims in the amount of $139,772.39. Claim
Warrant nos.. 12,221 through 12,364.
c) Payroll Claims: Payroll Claims in the amount of $156,446.27. Payroll
Warrant nos. 19,177 through 19,526.
d) Date of Public Hearing - Locati Rezone 77-14-Z: Public Hearing date
set for 8:00 p.m. , Monday, June 20, 1977, to consider a zone change
from R-1 Low.Density Residential to R-3 High Density Residential, for
the following described property situated in Pasco, Franklin County,
Washington: Lot 10, Block 10, Columbia Addition.
e) Award of Bid - Ceiling System Renovations - East Pasco Neighborhood
Facility : Bid awarded to low bidder, Laclo Construction, in the amount
of $19,975 plus $1,018.73 sales tax, for a total of $20,993.73.
f) Free Swimming Passes for Low Income: Approve the issuance of up to
200 -free swimming tickets for the low income and disadvantaged youth.
g) Request for Water Extension Outside City Limits: Approval of Water
Extension.
VISITORS:
Shirley Tucker, Director of the Mid -Columbia Regional Library, thanked the
Mayor and City Council and staff for the recently installed carpet at the
Pasco Library, and handed the following letter to Mayor Jan Tidrick:

Re: PASCO LIBRARY CARPET
On behalf of the Mid -Columbia Regional Library Board, the staff, and
(if I may be so bold) the public, I would like to thank you for the
recently installed carpet at the Pasco Library.
As some of you know this project had been under consideration for a
number of years. It was finally brought to fruition only by your
sustained commitment through two annual budgets. We are doubly
grateful for that commitment since we understand something of the
other financial pressures on the City at this time. The carpet should
provide an improvement in sound control, appearance, comfort, and
maintenance costs.for many years to come.
We would also like to express our appreciation to George Smith,
Leo Olney, and the members of the Parks and Recreation and Public
Works Departments who.worked to see that the acquisition'and`installa-
tion process went smoothly.
I would like to close by inviting any Councilmen who.have not yet had
an opportunity to see the carpet to stop in for an inspection tour.
We believe you will all -be pleased with what you see.
ORDINANCES:
ORDINANCE NO. 1866: An Ordinance Amending Sections 6.04.010, 6.04.020,
6.04.030., 6.04.110, Deleting Section 6.04.240 and Adding Section 6.04. 115
to the Pasco Municipal Code, Pertaining to Solid Waste Collection.
Ordinance No. 1866 was read by title only. Mr. Adams moved that Ordinance
No. 1866 be tabled for further discussion. Seconded by Mr. Sheeley.
Motion carried by roll call vote of five (5) , Mayor Tidrick voting No.
RESOLUTIONS:
RESOLUTION NO. 1091: A Resolution Accepting the Work 'done by Valley
Cement Construction Company, Inc. , under Job No. 76-9-02, Central
Business District Improvement.
Resolution No.. 1091 was read by title only. Mr. Sheeley moved that Resolution
No. 1091 be approved. Seconded by Mr. Adams. Motion carried by roll call
vote of six (6) .

UNFINISHED BUSINESS:
JUNE 7, 1977
WHEELCHAIR RAMPS FOR COMMUNITY CENTER: Mr. Sheeley moved to authorize
the staff to proceed with the design and construction of the Wheelchair Ramps for
the Community -'Center. Funds"for said project to betaken from the Surplus Cash
Forward,'not'to exceed $5,000.00. ' Seconded by Mr. Snider. Motion carried by
roll call vote of six (6)
QUARTER SECTION L:I.D. 'NO. 97:' Mr.'•Sheel'ey' moved- that the June 7, 1977
Council Meeting be continued to Jun'e'14, 1977, so that the contract, may be
awarded'at'that time. Seconded by Mr. Bailie. Motion carried.
NEW BUSINESS: -
'REQUEST-FOiR-�AUTHORIZATION`TO ENGAGE CONS'ULTANT'FOR'PROFESSIONAL
SERVICES ON COMMUNITY DEVELOPMENT PLAN: Mr. Sheeley moved"to' authorize
staff to engage a Consultant for professional services associated with preparation
of a Community Development Plan. Seconded by Mr. -Snider. Motion carried by
roll call vote of six' (6) .
Mr. Adams moved for an.amendment to the original -motion that -the fee for the
Consultant is not to exceed $2,000.00. Motion seconded. Motion carried by
roll call -vote of six (6)
GARBAGE CONTRACT WITH BASIN DISPOSAL: Mr. Sheeley moved that the City staff
authorize a 60 -day extension of our garbage contract with Basin Disposal.
Seconded by Mr. Snider. Motion 'carried' by roll call vote of six (6) .
Mr. Sheeley stated that he would like to see this item on the Workshop Meeting
of June 14 for further discussion, and Mayor Jan Tidrick requested that this matter
be on the June 14, 1977 Workshop.
SUGGESTIONS FROM COUNCIL - GENERAL DISCUSSION:
Mr. Sheeley referred to a letter from the Washington State Liquor Control "Board ,
dated May 24, 1977, regarding licenses which are due to expire on June 30, 1977.
Mr. Sheeley was referring particularly to the license for the Atomic Bowling Lanes,
Inc. Mr. Sheeley said he thought the City Council should write a letter to the
Washington State Liquor Control Board requesting that they remove the privilege of
serving liquor to the bowlers on the alleys themselves at the Atomic Bowling Lanes.
Mr. Schuelein questioned if this would be proper procedure. The City Attorney
stated that the City has a right to notify the Liquor Control Board, in writing, to
its objections regarding any license. The City Attorney mentioned that we had
20 days from receipt of the letter to reply. Mayor Tidrick asked Chief Tebaldi
if he could supply Council with some technical information on this .subject by next
Tuesday. Mr. Bailie said he thought we•'should forget a'b'out this issue and leave
it in the hands of the law enforcing agency of the Liquor Board.
Mn. Sheeley .moved Ahat.the Council continue the discussion of the Atomic Lanes
Liquor License to the June 14 Meeting of the City Council. Seconded by
Mr. Snider. Motion carried.
Leo Olney, Finance Director, referred to information just received from
Mr. Ed Ray of the Dunning -Ray Insurance Agency, Inc. on the cost of the City's
Liability and Umbrella insurance coverage, and explained this to the City Council.
Mr. Snider moved that the City Council continue this discussion at the June 14
Council Meeting, when Mr. Ray could be present. Seconded by Mr. Schuelein.
Motion carried.

Mr. Sheeley referred to a letter which had been written by George.Kloeppel,
Executive Director of the Benton -Franklin Governmental Conference, to
E. J. Moger, Area Director, Seattle Office of the Department of Housing and
Urban; Development, dated May 20, 1977. Mr. Sheeley stated that Pasco
had withdrawn from the "Consortium", but in reading this letter, he got the
im.pression•that we really had not withdrawn.. Mr. Adams drew attention to the
second page, first sentence, where it stated: "It is my understanding that the
City of Pasco will communicate its intent to apply for Discretionary Block
Grant: funding separate and apart from the above described allocation"..
..Mr.- Sheeley said that since we -backed out, Mr. Kloeppel's letter should
have been written showing money divided up amongst communities and
excluding Pasco entirely. Mr. Sheeley moved that Council direct staff to
write a letter to both the Governmental Conference and to H.U.D.. notifying
both that we are not part of the "Consortium" and that we do not want to be
considered part of the "Consortium". Seconded by Mr. Snider. Motion
carried.
Mayor Jan Tidrick referred .to. the draft Supplement No. 3 to Agreement GC -3712
just received from the Highway Department and handed out to the Council, and
urged the Council to be sure to read it and if they had any questions to call
Mr. Smith or himself.
Mr. Adams asked if anything had been done at staff level�,for energy
conservation for the City of Pasco. Mr. Smith replied, "No", but that
Mr. Adams ,and. himself were on -the -Ad Hoc, Committee. for Energy. Conservation.
Mr,. Snider=oved to adjourn this meeting to a Regular Meeting to be held on
Tuesday, June 14, 1977, at 7:30 p.m. Seconded by M.r,. Bailie.. Motion
