PUBLIC HEARING
CALL TO ORDER:
JANUARY 25, 1977
Meeting called to order at 8:.00 P.M. by'Mayor, Jan Tidrick.
ROLL CALL:

Councilmen present were: S.K. Adams, Bill Wil.kins, Vernon..Schuelein, Jan Tidrick,
J.C. Bailie.-and.David Sheeley. Councilman E.A.. Snider was absent from the meeting.
Also present,were: .George Smith, City Manager; Leo Olney; Director of Finance;
James Ajax, City Engineer; Pat R?ach, City Attorney; and Al Tebaldi, Chief -of Police.
PUBLIC HEARING:
MAYOR TIDRICK DECLARED THE'PUBLIC HEARING OPEN on DISCRETIONARY GRANT AND RECOGNIZED
STAFF FIRST FOR THEIR PRESENTATION:
Mr..Webster Jackson, Community Development Coordinator and EEO Officer opened hearing
with the following:
"This hearing has been duly published .and...adver.tised.by the City in the
Tri City Herald newspaper, with'an editorial on the second page.of. the
January 21st issue and another notice appeared in.the "Legal Notice"
section on January 23, 1977. KONA.radio also carried announcements of this
hearing.
Title I of the Housing and Community Development'Act.of-r1974*author zes-the
:commun.ity development block grant.pr.ogram which -replaces seven categorical
programs by consolidation (urban renewal) m.odel.cities., water and sewer,
neighborhood facilities, public facilities loans, open space lands and
rehabilitation loans).
The primary objective of. the.Community Development.Program..is the development
of viable urban communities,.i,ncluding,d.e.cent.,housing.and a_suitable living
environment and expanding. eco,nom.ic-oppor.tu.n.ities..principally for low and
moderate income persons. The., Federal ...-ass i stance. provi ded ..by. the Act is for
the support of ,community_.development„activiti.es whi_ch:..are, directed toward
the following national.o.bjectives:'
Elimination of slums anal._ bl.ight.; .
Conditions which represent.an_imminent.thr.eat-to public health & safety;
"Conservation and...expansio.n: of. the-.na.tion's housing ,stock;
Improvement.of community services, especially -to ,low income persons;
Better use of lands and resources;.
`Reduction An -economi.c.;segr_eg.a.tion .in. housing;..
Protection of sites of historic/archi.tectural./cultural-importance.
Discretionary grants are grants made from the HUD Secretary's fund from the
transition fund for urgent.community.development.needs.and.f.rom the general
purpose funds for. metr_opol.itan:and.non-metropolitan.a.reas.. Discretionary
grants may be made in addition to.any:other community. development block
grants which may be made to the same.recipient under the Act.
An application may include any.numb.er of eligibl.e.activities up to the maxi-
mum dollar amount established..by..the.HUD secretary.' The funds available for
discretionary grants.for..1977'ar.e estimated.'a.ppr_oximately $145,000:' The dates
for submission of pre -applications are from 1-15-77 to 2-18-77.
SUBMISSION REQUIREMENTS:
The pre -application shall consist.of a brief..description of the applicant's
community development needs, the activities proposed to.meet those needs and
the general location and estimated cost of ,the.proposed.activities. The
applicant must-cer.tify.(among.other program requirements) that it has held at
least two public hearings to obtain the views of.citizens on community develop-
ment needs.

Priority will be extended.to.those applications showing. the following
conditions and proposing activities which_directly or indirectly relate
to these conditions:
Extent of substandard hous.ing;
Extent of poverty;
An extraordinarily high -rate of growth or.a..severe and rapid
decline in popu.lation and.eco.nomic activity as a result of.
national policy;
Conditions which represent.-.an...imminent .threat to public health & safety.
Communities must follow a formal,appl.i.catio.n..process which.i.s subject to
Federal review (although such review has involved -fairly limited red tape
to date.
Local programs must -also,c.omply, with. Civil. R.ights-:legislation, and demonstrate
adequate citizen participation in the development -of the pl�an-dnd program
upon which application for grant,f.unds .a.r.e based. ..The law also spells out
certain activities for which-the-Junds may -and -may not..be used.
There are two (2) -major. components :.:.to_the-appl.icati:on: , The Community
Development -Plan Summa-ry'and-the`H..ousing'Ass.istance'Plan. The Community
Development Plan Summary: includes`:.-: 1.)... a :statement of. need, 2) long term
objectives,, 3) short term...objecti.ves,..and _4.)..a..one-year program. and budget.
The Housing, Ass istance-.Pl.an..,summar..iz.es,.1) ,the .occupancy status and condition
of housing units; 2) -the .community'-s:'hous.i'.ng,�needs, -3) housing assistance
goals, and 4) recommend locations for-lower.'income'housing (to be subsidized
under HUD's housing assistance programs)."
Howard McGee, 327-W. Margaret, was recognized by Mayor Tidrick. First, he
thanked the Council for putting them first on the'agenda due to late evening
hour.
Mr. Van Dedmond recommended-that.a_p.o.rtion,of-money be used for East Pasco
Neighborhood faci-lity-gym; i'ncluding.ceiling. and .landscaping. He was in-
formed this was in last year's budget request and is -being handled by Parks
and Recreation Depar.tment..
Mr. Luzell-Johnson asked about ramps for-neighborhood.facility and urged
consideration of same..
Mr. Bill Wilkins supported views.of.._both...gentl.emen; and he, -too, urged that
consideration be given.-to.Ea'st-Pa.sco.Neighborhood Facility.
Mr. Bruce Whitemarsh asked..for clar.i.f.ication of .discretionary.funds and then
objected to City filing for same:bec.ause as a County Commissioner,'they have
had to share discretionary -.funds in the..past.and.Franklin.County.chose not to
get into it this year. Staff rep6i.ed that this program -has been available for
two years and Pasco has -not participated and once their population reaches a
certain point, we would not be eligible to participate.
Following three (3) calls from Mayor Tidrick for further comments from the
floor, either for:or against, the public hearing was.declared closed.
