Meeting called to order at 8:00 P -.M. by Mayor, Jan Tidrick.
ROLL CALL:

VISITORS:
Mayor Tidrick welcomed Mr. Warr.en.Sparhawk, Director of -Community Relations for
Hughes Airwest, of a key to the City from.Mayor. George Moscone of San Francisco,
commemorating the inauguration -of a non -step flight service between Pasco and
San Francisco on January 15, 1977. Mr. Sparhawk read the following Greeting from
Mayor Moscone: See Amendment - 2/1/77
GREETINGS
"On behalf of the people of the City and County of San Francisco, it
gives me great pl.eas.ure to extend greetings to.Hughes Airwest as the only
airline based in the San Francisco Bay Area. -which directs daily operations
to fifty-four cities in the eight western states, Canada and.Mexico.
Hughes Airwest carri-6d.23,458 passengers betwe.en.the.HanFrancisco Bay Area
and the Tri Cities area of Washington State in 1976, representing an increase
of 22 per cent over the prior year. The City of San Francisco welcomes Pasco
and the Tri Cities area of Washington State.as a partner in developing commercial
and social prosperity between our two communities by the inauguration of non-
stop service -by Hughes Airwest. As Mayor -of the City and. County of San Francisco,
I am pleased to recognize Hughes Airwest for its efforts in stimulating the
economic development of the'Tri-Cities-area of Washington State and the
corresponding development of community interest with the San Francisco Bay Area.
I am further pleased to invite the citizens of the Tri, Cities area to take ad-
vantage of Hughes Airwest service to visit San Francisco as often as possible."

VISITORS - Continued:
Miss Robin Van Autry presented.Mayor Tidrick with.a key -to San Francisco on
behalf of Hughes Airwest.and.Mayor. Moscone.. In turn,. Mayor Tidrick read the
following proclamation sent to San.Francisco.
"WHEREAS, Hughes Airwest recognizes the need for and will inaugurate
non-stop air service.between the City of San Francisco, California, and
Pasco, Washington, on January 15, 1977; and
WHEREAS, the new air service will make possiblea closer link between
Pasco and one of.America's truly great cities, San Francisco; and
WHEREAS, the Tri Cities Airport, located in Pasco,..is in.the center of one
of the fastest growing areas in.the Pac.i.fic Northwest..r.es.ulting from the
development of nuclear energy and expanded agriculture.enterprises; and
WHEREAS, the new air service between the cities will.foster and enhance
closer ties between the rapidly growing en9e9y, scientific and agricultural
developments of this area with San..Francisco, the Bgy•Ar•ea and the World;
NOW, THEREFORE, I, Jan Tidr.ick,.,Mayor .of the. City _of .Pasco do hereby proclaim:
That the citizens of this community, as well as those of the surrounding
area known as the Tri Cities,,,recognize the importance to our two great
areas of the new_air service and express th.e.hope tha.t'_it will, contribute

orld.Mr. George Br.ewder, 2112 Lee, state.d_at:the December 21.,. 1.976 Council.Meeting,
he requested a copy of the.memo.o.ur_ City Attorney sent Ahe City Manager in regard
to his claim. He,•aga.i.n, asked the..disp.osition.of his request. The City Manager
replied that the City Attorney -was out.of_:town.and he could only.assume that his
response of January 4th was the same. Mayor*Tidrick supported this statement.

block due to apartment complex;.. He.stated.they.were..pa'rk.ing. perpendicular to the
,curb and using his car.as.a "ramming board." .He..further alleged that he had tried
to contact Ci.ty staff,.but-to no avail.and.it was -his assumption that the Police
were supposed to enforce the laws..
Mayor, Ti.dr.ick thanked him -for. his -.,presentation and ,asked...staff -to.make a .report
and be discussed at next Workshop Meeting.....He A nvited Mr.'Wheeler to attend.
Mrs. Kathryn Smith, EEO Officer for Benton-Franklin•Community Action Committee,
reminded the;Council that they had submitted a, itt.o.frecommendations over a
year ago for implementation and,felt a reasonable time had passed for some type
of enactment. She complimented the City for having a full time EEO Officer on
board and thought this was a step in the right direction. She,.agai,n,.ur_ged the
Council to activate a Human Rights Commission.
RESOLUTIONS:
RESOLUTION NO. 1065:
A RESOLUTION OF THE CITY OF PASCO URGING THE BONNEVILLE POWER
ADMINISTRATION TO,RECONSIDER ITS ROUTI.NG;FOR A 500 -KILOVOLT,
TRANSMISSION LINE ACROSS FRANKLIN COUNTY.
Resolution No.. 1065 iwas, read by title only:. , Mr. Shepley moved. that Resolution
No. 1065 be -adopted. Seconded by Mr, Wilkins. (Discussion)

Mr.'Harold'Cantrell,,.representative of Bonneville -Power Administration, stated
this project started over three years ago. He c.ited.the many meetings held to
get public input as well as thoughts of Franklin County Commissioners and Planners.

RESOLUTION NO. 1065 - Continued:
JANUARY 18, 1977
In January, 1974, a copy of statement was mailed.to. Franklin County Planning
Commission, and apparently, they di.d not receive it. A second copy was then
mailed to them according to Bonneville Power. records. As a result... of numerous
meetings, several changes were made:in.the.routi.ng;:l) near Mesa and continuing
west; 2) final tower.construction was proposed along edges of fields, etc], to
minimize impact on farming. Mr. Cantrell. stated he heard of no action from
Planning Department until several weeks ago. He further stated that their
proposed line ,would cross about. six miles of ir..rig.ated.land. and. briefly
elaborated on how they.,arrived at settlement f.igur_e'wi.th. the landowners. Several .
members disagreed when he stated that a crop, duster.c.ould.fly over or•under a 30'
pole.
Mr. Fricke supported Mr. Cantrell and.r.ei.terated :that. they were trying to
integrate the Snake River generation. He,. again,.el.aborated on route starting
at Lower Monumental Dam., proceeding.a.long. Reyno.lds.Ro.ad.to-Mesa and on to Connell.
He emphasized again.tha.t...they.were.tryi.ng to .stay..on .edge of fields,and yet,get
the project accomplished. He..c.ited mileage figures, projected losses by 1985,
and amount of steel needed to complete ten miles of line.
Mr. Sheeley asked for a further..expl.anation-.of two reports mentioned that were
sent and not received... Mr.—Cantrell. complied.. Mr..Sheeley.then.asked, "was the
Planning Commission.at the 1974 meeting?" Mr.-Fr_icke.replied that.the 1974 meeting
was held in Richland.. Mr, Sheel ey .asked .i f. there .was..ever a Public Hearing held in
Franklin County and if figures on loss..of crops to farmers was given. Mr. Cantrell
replied that a Public Hearing was held in the P.U.D. Auditorium -and the_;only.figures
included were total costs, no breakdowns.
Mr. Adams questioned what affect power li.n.es had on circu.lar irrigation and whetger
or not Bonneville Power purchased right of way.from Farmers. Mr...Cantrell replied
that they merely purchased easements.. Mr. Adams. then asked.,."how come so many
airplanes wind up in power lines and.how.ar.e we going to protect.the farmers?"
Mr.,Cantrell. was asked how many:individuals..were in.opposition.. He had no firm
figure; however, the farmer still owns the property - Bonneville.Power is merely
buying right to cross property..
Mr. Sheeley asked what -was a fair price to the farmer?. :Mr.. Cantrell. stated that
each case is ana,lyz.ed. sepa,rate.ly..o.n.:i.ts.._own merits-. Mr..Sheeley ghen expressed
grave concern over ,the ap.par.ent.1a.ck, of.getti.ng.together .and. tal,king.-the. situation
over between -Franklin Coun.ty.Commissi.oner.s/Planners and.Bonneville Power Company.
He then asked, "does BPA go.ahead.and put in.lines in.v.i-ew of opposition?" Mr.
Fricke replied that there would be extreme difficulties, at,thi-s late date to
make major changes. Mr..Sheeley.asked, "when,were.the materials ordered for this
project?" The reply was July or.August of 1976.
Mr. Ken Crossland•supported Bonne.vi.l.l.e P.ower.Administration by stating that people
should be aware of electricity as a source of vital -energy, and without it, they
could not run circles, and where are we going to get this -energy, from this grit.
At -this point, Mayor Tidrick read Resolution No. 1065 -in its entirety for benefit
of the audience and declared -a ten-minute recess. Recess: 9:05 - Reconvened 9:15.
Mr. Tom Bailie, representing association of farmers, stated there were many pros and
cons to the issue; however, overall, he liked the Resolution.
Mr. Owsley, owner of a farm 4 miles west of Eltopia, stated he would be back to
Pasco, but not to Council; however, he wanted to. reiterate.that BPA alleges it
would involve one mile but his figures were thirty-three.miles.
Mr. Bailie asked how many farm families weee involved in this dispute. The reply
was approximately_32 farm famili=es..
Mr. Wilkins asked cost of..re-routing towers. Mr. Cantrell replied that it was
difficult to assess as this -was located in the best farming .corr.idor. At".this point,
one member stated that with circles, there is—no—runoff it eliminates slides.
Also, that the farmers were not opposed to electricity because.it.was necessary,
they were merely requesting -Bonneville Power -to re -route -their lines -to m,i n.iMi-ze
impact on farming.
Mr. Hailey produced a map which he stated substantiated corridor for power.

Mr. Bailie reminded the delegation that it was n.ot.a matter of dollars as much
as -inconvenience....... :.
Prior to vote, -Mr. Snider stated -he wished to..absta.in from voting due to being
an.employee of Cascade Natural Gas, a::competitive source of energy.
Main motion -carried by roll call vote of six. Snider abst fined. (President Carter
and Congressman jom Foley were added to.text-of Resolution .
RESOLUTION NO. 1066:
A RESOLUTION DISSOLVING THE SOCIAL PLANNING COMMISSION OF
THE CITY OF PASCO.
Resolution No. 1066 ,was read.by title only.' ,Mr...&nider' -moved .that Resolution No.

RESOLUTION NO. 1067:

UNFINISHED BUSINESS:
REQUEST OF TRI CITIES GROUP HOMES, INC. Mr. Sheeley.mo,ved_.that.a Public Hearing
be held on February..l, 1977 to.receive public_.input on_location and function of
Tri Cities Group.Homes, Inc..,.a.nd,that.al.l.,residents..of.�surrounding two -block
area ,be notified of such meeting. .Seconded.'.by Mr.. Snider. Motion Carried.
Councilmen Sheeley and Wilkins were selected to inspect.the.Home prior -to the
meeting for a report.
BLOCK GRANT DISCRETIONARY.PRE-APPLICATION:. Mr. S.heeley.moved that two public
hearings . be held ..on January ,.25.,..1977...: and.. February :1;. ;1977 ,.to -obtain the views
of Pasco citizens (5n..communi.ty development.needs>in order to cons°ider a•pre-
applicatio n grant for discretionary H..U.D. Block. Grant Funds. Seconded by
Mr: Schuelei-n.• M6tion carried.
NEW BUSINESS:
INTER -CITY BRIDGE SUPPLEMENT NO. 5: The City -Manager submitted the following.
letter written to Arvid Grant & Associates for ratification:
"The Department of Highways and the cities -of Pasco and -Kennewick desire
to supplement Agreement Y=1671, increasing the.maxi.mum amount payable under
Section V111, subparagraph 1), (e) from $1,384.,000 to $1,634,000, an in -
:crease of $250,000. The net fee -payable to your•firm_under:the agreement
remains unchanged; the increase here.in proposed shall apply only -to the
reimbursement, of.di.rect.salary costs, overhead, and direct non -salary costs
incurred in performance.of.the terms of..this agreement. All of the terms
of Agreement Y-1671 as supplemented in.writing prior to this date would
remain in effect.
If you concur, please sign this supplement in the space provided and return
same to Mr. Tom Gray, Assi.stant Director for Constauction and Materials, State
Department of Highways. If you have any questions, please feel free to
contact Mr.' Gray's office in the State Department of Highways."
The above captioned letter was to be signed.by the cities of Pasco and Kennewick,
Arvid Grant, State Highway Commission and Assistant Attorney General..
Mr.. Sheeley moved•ihhat the Mayor be authorized to sign Supplement No. 5 on behalf
of the City of Pasco. Seconded by Mr. Wilkins. Motion carried by roll call vote
of seven (7).

SUGGESTIONS FROM COUNCIL - GENERAL DISCUSSION:
JANUARY 18, 1977
REFUND TO JOHN OWENS: Mr. Snider-mov-ed to.refund $32.50 to.Mr. John Owens for
hi 1977 business license due to extenuating dircumstances. Seconded by Mr.
Wi kins. Motion carried by roll call vote of six-.(---6)V,._Mr. Bailie voting no.
Mayor Tidrick asked how -many days -into 1977. did.Mr..:Owens.operate. Staff
replied approximately 8 days.
Mr. Snider stated•.that_Mr...Owens had always -been very meticulous in paying
for his license on time; therefore,.he sh.ould.not be penalized.
PORNOGRAPHY ISSUE: Mayor Tidrick asked the news media:to publicize upcoming
election so that the people would be aware of issue.
Councilman Adams felt:the Council;should;remain-neutral and let the people decide
whether,: or ,not - they wanted -this type of :entertainment..
Mr. Frank Thomsen, Manager of the Pasco Chamber of Commerce stated, "I don't think
the C6uncil should remain.neutral, you have al.ready taken the initiative by
placing it on the ballot - if you cannot lead us in this, you should not be
leading us on taxes, etc.'.
Mr. Wilkins took exception to statement by adding that he, personally, felt the
Council should remain neutral because pornography was .ev.erywhere-•'on.Channel 5
where .it could come :right. into- your' 1 iving .room_ a,nd: in magazines which .can be
purchased in any grocery store, etc. If we are going to clean up pornography,
let's clean it up everywhere.

Mr. Earl Warren commended the City Council for putting pornography issue on
the -ballot. ,
CONCRETE DIVIDERS AT 4TH & COURT:. Mr. Sheeley.suggested that consideration
shou-1d be given forr,emovi ng: concrete. dividers . at, 4th .& ,Court .i n order to
make turning easier for large trucks and avoiding accidents. This item will
be and a report wi 1-1 be forthcoming .to the Council.'
