PASCO CITY COUNCIL
REGULAR MEETING
CALL TO ORDER:
JANUARY 4, 1977
Meeting called to order at 8:00 P.M. by Mayor Jan Tidrick. r
ROLL CALL: r'
By Deputy City Clerk. Councilmen present were: S.K. Adams, J.C. Bailie,
Vernon Schuelein, David Sheeley, E.A. Snider, Jan Tidrick and Bill Wilkins.
Also present were: George Smith, City Manager; Patrick Roach, City Attorney;
Leo Olney, Director of Finance; James Ajax, Director of Community Development;
Al Tebaldi, Police Chief;.Webster Jackson, EEO Officer; Richard.Erickson, Director'
of Parks/Recreation; Michael Corcoran, Planner and James Somb.orovich, Project
Administrator.
CONSENT AGENDA:
Mr. Sheeley moved that Consent Agenda be approved. Seco.nded.by Mr. Wilkins.
Motion carried by roll call vote of seven (7). Consent items are as follows:
a) Approval of Minutes: Minutes of regular meeting held December 21, 1976.
b) BILLS AND COMMUNICATIONS: General Claims in the amount of $213,967.17;
Claim warrant nos: 11093 through 11139.
PUBLIC HEARING:
MAYOR TIDRICK DECLARED THE PUBLIC HEARING OPEN ON.L.I.D. NO.. 95 - HILLSBORO-
COMMERCIAL AVENUE WATER LINE:
It was reported that the Hearing had been duly published and posted. There were
no adverse communications..
Mr. Ajax reported final figure as $146,056.65 which was 92% of preliminary assess-
ment roll. The project went as anticipated and experienced no problems.
Mlowing three (3) calls from -Mayor Tidrick for further comments from the floor,
either for or against, the Public Hearing was declared closed.
VISITORS:
Mayor Tidrick recognized Mr. Wilbert Mills of Isaac. Stevens Junior High School,
who in turn asked each of his students.to stand.and be recognized: Craig Stilwell,
Charles Grigg, Sue Peters, Jane Tidrick, Debbie Sheldon, Carol Sims, Mark Evans,
Kyle Squires, Kirk Fortner and Juaaita Van Dinter.
Mayor Tidrick commended Mr. Mills for his interest in City Government and en-
couraged him to continue bringing students to Council Meetings. Mr. Mills then
invited the Mayor and other City Officials/Councilmen to visit his class so that
he could video tape them for future classroom study. Staff noted this'invitation.
Mr. George Brewder addressed the Council and asked that the following comments be
added to his statement which was made on December 21, 1976:
"As you will recall, I made a request for a memo that was addressed to the
City Manager from the City Attorney and my request was refused and this item
is not included in the minutes - it should be included. Also, in regard to
my•request to the Council conta'in'a g'ro'ss error fn that I wasn't fighting for
the tire and jack that went with the truck but a tire and jack that took up two
months time (minutes of 12/21/76)Kffer.to a tire and jack) and I think that should
corrected."
"The City Manager advised me that in the event my appeal to the Council was
refused that I should file a claim against the.City and then go to the Claims
Court, but in going to the small claims court, I found that a citizen is barred
from filing a claim against the City in small claims court, so I would like the
City to straighten me out on this if you would."
City Attorney: Again"the City, doesn't allow me- to give legal opinions to persons
other than the City Council or members or heads of departments of.the City, but
I, legally, cannot give advice to citizens, but I would advise you to talk to the
Court and they will advise you the proper places, or get an attorney. Mr. Brewder
felt that a tire and jack weren't worth going to court over.

Mr. Brewder further alleged that in talking to the State Auditor (Harold Whitney),
Mr. Whitney informed him that all public documents, including memos to the City
Manager from the City Attorney are subject to be produced and surrendered upon
request, now, I would like that included in the minutes.
Mayor Tidrick informed Mr. Brewder that the City Council would not adjust the
minutes of December 21, 1976, but they would carry his comments on this meeting.
Mr. Ken Williams was recognized by the City Council as an applicant for the
City Planning Commission vacancy.
Mr.. Snider asked Mr. Williams if he would be able to attend all the meetings.
Mr. Williams replied, "no problem."
Mr. Schuelein asked Mr. Williams what h.is interests were. Mr. Williams replied
that he had been a long time resident of Pasco and interested in the development
of the City.
Mayor Tidrick stated that the Planning Commission had one workshop meeting a month
and could he attend these? Mr. Williams again replied, "no problem."
Mr. Earl Warren reminded the.C6uncil that.he had_put.in an.application for the
Planning Commission some time ago and were these.applications still good? Mayor
Tidrick requested the Clerk to give Mr. Warren a new application and submit it as
soon as possible.
ORDINANCES:
ORDINANCE NO. 1831:
AN ORDINANCE APPROVING AND CONFIRMING THE ASSESSMENTS AND ASSESSMENT
ROLL OF LOCAL _IMPROVEMENT. DISTRICT. N0. _95., WHICH HAS BEEN CREATED AND
ESTABLISHED FOR THE PURPOSE OF CONSTRUCTING.AND INSTALLING A TWELVE
(12) INCH AND SIXTEEN (16),INCH MATER MAI.N..EXTENSION.TOGETHER WITH
APPURTENANCES FROM THE EXISTING SIXTEEN (16) INCH MAIN .IN JAMES STREET
TO CONNECT WITH THE EXISTING TWELVE (12) INCH MA.IN.EAST OF OLD OREGON
AVENUE VIA FRONTIER LOOP, COMMERCIAL AVENUE.., AND HILLSBOROSSTREET,
SECTIONS 17 AND 20, TOWNSHIP 9N, RANGE.30,EWM.,_ALL_WITHI.N.THE CITY OF
PASCO, SAID EXTENSION TO BE CONSTRUCTED TO CITY_STANDARDS BY FURNISHING
ALL EQUIPMENT, MATERIALS, LABOR.AND INCIDENTALS TO.A000MPLISH A COMPLETED
PROJECT, AS PROVIDED BY ORDINANCE NO. 1788, AND LEVYING AND ASSESSING THE
AMOUNT THEREOF AGAINST THE SEVERAL LOTS, TRACTS, PARCELS OF LAND AND OTHER
PROPERTY SHOWN ON THE ROLL.
Ordinance No. 1831 was read by title_only.. Mr,. Sheeley.moved that.Ordinance No.
1831 be adopted. Seconded by.Mr. Snider. Motion carried by roll call vote of
seven (7).
ORDINANCE NO. 1832:
AN ORDINANCE OF THE CITY OF PASCO, WASHINGTON., AMENDING ORDINANCE NO.
1823, SECTION 1., WHICH ADOPTED THE CLASSIFICATION OF NON -CHARTER CODE
CITY.
Ordinance No. 1832 was read by.ti.tle.only.. Mr. Sheel_ey moved that Ordinance
No. 1832 be adopted. Seconded by Mr. Bailie. Motion carried by roll call
vote of seven (7).
RESOLUTIONS:
RESOLUTION NO. 1064:
A RESOLUTION OF THE CITY.OF PASCO AUTHORIZING THE MAYOR TO SIGN THE
JOINT APPOINTMENT ARTICLE FOR THE BOARD OF APPEALS.
Resolution No. 1064 was read by title.only. Mr. Shbeley moved that Resolution No.
1064 be approved. Seconded by Mr. Schuelein. Motion carried by roll call vote of
seven (7).

UNFINISHED BUSINESS:
LOAN FROM STATE OF WASHINGTON FOR I.NTER..CITY-.BRIDGE.:.. Discussion on this item
held in abeyance pending word from State on modification agreement.
SUGGESTIONS FROM COUNCIL - GENERAL DISCUSSION:
A combined meeting with Pacific Northwest Bell-.(app.roximately. one _hour, beginning
at 6:45) and State.Highway Department (beginning at approximately 8:00) will be
held Thursday, January 13, 1977.
Mr.. Adax invited all interested members of the City Council to sit.in on a meeting
with himself and Mr. Murray at 9:00.A.M.,.January.,5, 197.7.,.City Hall Conference Room,
to discuss Highway 395 and Oregon Street. Proper signing will be the main topic.
