RECONVENED MEETING
CALL TO ORDER:
NOVEMBER 26, 1974
Reconvened meeting called to order at 8:.00 P.M. by the Honorable Donald D.
Linton, Mayor.
ROLL CALL:
By_Finance Director., Councilmen present were:. S.K. Adams, M.R. Denney, .
Donald Linton, Billie Sargent, Al Schor, Jan Tidrick and.Bill Wilkins.
Also present were: Harry D. Kinzer, City Manager; Patrick Roach, City Attorney;
Leo E. Olney, Finance Director; Jim Ajax, City Engineer; Al Tebaldi, Chief of
Police; Webster Jackson, Director of Urban Renewal; Dick Erickson, Director of
Parks%Recreation and Harriet Putnam, Library.
Mr. Kinzer, City Manager, opened reconvened meeting by introducing Mr..Wa13y.Webster,
who in turn, introduced members of the East Pasco Neighborhood Facility Board of
Directors. Following formality of introductions, Mr. Webster turned..over.the meeting
temporarily to Mr. Dave Shaw.
Mr. Shaw reported on behalf of the.Board of Directors .that they were pleased to
recommend award of contract -for construction to Ken Thompson.
Mr. Webster felt it was.important to go into some of the history of Neighborhood
Facility; namely, the initial.idea of remodeling the old -Whittier School to the
idea of present facility. He cited problems of revenues, expenses, space allocations
and general project history. Mr. Webster passed out projected revenues and expendi-
ture sheets for the_Council's.perusal. He then went through each entity by line item
and elaborated on it. Projected revenues were estimated at $24,008 and projected
expenditures were estimated at approximately $20,435. Mr. Webster reported that total
operating funds available were $448,935. When bids were opened on October 30, 1974,
the low bid, 'was $412,000 to build the facility. (Recap of figures on attachment).
After reviewing computation of figures, Mr. Webster stated that $15,295 should be
absorbed by the City as they had done everything possible to cut costs and make.this
facility a reality.
Mr. Denney stated that the City had subsidized the Community Center on the west side
for many years; therefore, recommended subsidizing maintenance of new facility, if
necessary.
Mr. Wilkins asked, "will minority contractors be involved.? Mr. Webster replied, "if
possible." Mr. Webster further stated that about $4,000 was needed to get one minority
contractor on the job and $11,000 to get both on the job.
Mayor Linton asked if the project fitted dollars available,_it appears to be $11,000
and $15,000 short. Mr. Webster replied,•"with certain deletions."

Mr. Ed Ray reiterated that they were still asking the City to absorb approximately
$15,000 architectural fees from .Old Whittier School. To this,:•Mr-_:=Webster-added that

on the job: _
Mayor Linton asked if_project included,.landscaping?, Mr. Pence replied, No. Mr. Linton
then asked if there were plans for future landscaping? Mr. Pence replied yes to that
question; further, that they were working with groups to contribute.
Mr. Denney asked how long the Council had to approve bid. Mr. Kinzer replied thirty
days or November 30th.
Mr. Tidrick favored a go -ahead -on award of bid to avoid addi:tional.rising costs;
further, the City should guarantee the $4,000. To this, Mr. Wilkins offered his
support.
Mr. Ed Ray stated to re-advertise.for bids would be impractical.. Mr. Schor asked for
specific recommendation. To this, Mr. Webster replied, "award bid to.Thompson - support
Jan & Wilkins."

*A letter from the Mid -Columbia Regional Library is attached, explaining
the conditions under which they will occupy space in the East Pasco Neigh-
borhood Facility,
**The Department of Parks and Recreation currently has one half-time position
budgeted for Kurtzman Park. This position will be upgraded financially and
with responsibilities and will become the Building Manager for the Neighbor-
hood Facility and coordinate activities at Kurtzman Park.

Attention: Mr. Don D. Linton, Mayor
Dear Mr. Linton:
In keeping with the discussion held when the City of Pasco contracted
with the Mid -Columbia Regional Library for service, the Library Board
plans to develop trial library service in East Pasco to acquaint re-
sidents with library service and test the need for regular service
in that area.
Therefore, be advised that the Mid -Columbia Regional Library Board
of Trustees has formally approved the rental of not more than 2250
square feet at $4.00 per square foot for not longer than six months
ending December 31, 1975 in the proposed East Pasco Neighborhood Center.
The Board understands that heat, light, water, and janitorial service
will be provided free of additional charge.
The Library Board will provide books and library materials, furniture,
library staff, operating supplies, and communications equipment. It
is understood that the City will provide in consideration of the rental
fee, space, heat, light, water building insurance, security, and jani-
torial service. Rental payments will be made from available Social
Security Act Funds.
If library service is to be continued in.East Pasco beyond December 31,
1975, several conditions will have to be met. The Library Board will
have to determine that the use of the service warrants incurring the
costs of continued operation. Since the federal monies for the pro-
gram will have been expended, the Library Board will adhere to its
long-standing policy of expecting the City of Pasco to assume the costs
of providing the facility. This will mean rent-free space in addition

to the heat, light, water, janitor service, insurance and security
mentioned above. The Library Board would continue providing the
on-going staff, materials, equipment, supply, and communications
costs listed above.
If the City Council of Pasco are in accord with the provisions of
this letter, the Library Board of the �id-Columbia Regional Library
will sign a lease for the East Pasco Neighborhood Center expiring
on December 31, 1975.
Nothing in this letter shall be taken to construe a commitment by
the Mid -Columbia Regional Library -Board of Trustees to rent or
occupy space in the East Pasco Neighborhood Facility after December 31,
1975 whether or not the building is available for occupancy prior to
that date.

Staff recommendation would be for the Manager to proceed with contract, ask Board to
follow through with contributions '($4,000) for minority entrance.
Mr. Denney moved to accept staff recommendation and award bid to Thompson Tile &
Masonry and instruct Board to proceed. Seconded by Mr. Wilkins. (Discussion)
Mayor Linton asked which figure was correct for award. The City Manager replied
$389,516.
Mr. Adams asked, "how can the City protect itself?" The City Attorney replied there
was no way. To this, Mr. Tidrick asked, "are we insured?" Mr.. Ray replied, no, Mr.
Thompson will have to accept amendment. Mr. Mark Pence stated that a letter should be
written to Mr. Thompson requesting that he accept amended contract.
Mr. Tidrick expressed concern over future lawsuits; however, Mr. Kinzer felt there was
no problem. Mr. Goff replied that you could require that.HUD con'eve-with award of
contract, remote, but not out of order to make concurrence of HUD,a contingency. Mr.
Goff further stated that you should keep the $4,000 outside of contract. Mr. Ray agreed
to this on behalf of the committee.
Main motion carried by roll call vote of seven (7).
Mr. Wilkins moved that the City underwrite $4,000 needed for minority contractor.
Motion.died for lack of a second. Mr. Ray stated if the City went this route, it would
be harder for the committee to raise needed money.
Mr. Webster thanked the council for their cooperation and conveyed his appreciation.
Mr. Denney commended Mr. Webster as a credit to his race and voiced his personal
appreciation to Mr. Webster for the work he had expended -to make this facility a
reality. Mr. Wilkins also commended Mr. Webster.
