HomeMy WebLinkAbout12-01-1972 MinutesMINUTES PASCO CITY COUNCIL BUDGET MEETING CALL TO ORDER: DECEMBER 1, 1972 Meeting called to order at 4:00 P.M. by the Honorable Donald D. Linton, Mayor. ROLL CALL: By Clerk's representative. Councilmen present were: S.K. Adams, Sam,Hun.t:_ Larry Larsen, Donald Linton, Al Schor-(4:20 P.M.). Also present were:- City Manager, M.B. Winegar; City Attorney Wayne Campbell; Finance Director Harry D. Kinzer; City Engineer Sandra Stanley; Director of Public Works C:F. Whetsler; Police Captain Kenneth Hutton; Fire Chief John Hager; Urban Renewal Director Webster Jackson; Planner Ben Rea; Librarian Harriet Putnam and Director of Recreation Richard Erickson. PUBLIC HEARING: MAYOR LINTON DECLARED THE PUBLIC HEARING OPEN FOR PURPOSE -OF HEARING PROPOSED' 1973 CITY OF PASCO BUDGET: The City Manager reported the Hearing had been duly published.and posted. At this time, Mr. Winegar read requests from various agencies who wished to be included in proposed Budget. TRI -CITIES VISITOR & CONVENTION BUREAU: They were requesting $3,500 -from the cities of Pasco, Kennewick and Richland plus -.$2,500 from each County for the purpose of promoting, attracting and encouraging tourist expansion. The City Manager reported that $750 had been -al'liottedi tn1�1�973Bproposed Budget. TRI CITIES MUSICIANS ASSOCIATION: Reauested that the City of Pasco become a participant.,to further musical concerts, shows or dances for all citizens. The approximate cost of this project is approximately $3,000 per year. The City Manager reported that nothing for this regdest,had been allotted. INDOOR SWIMMING POOL COMMITTEE FOR PASCO: Requested That the City of Pasco consider the alternatives of an indoor swimming pool for all citizens of Pasco. The City Manager stated that $1,203,000 was proposed in 1973 Budget. BOARD OF HEALTH: Requested a total of $23,640.00 to assist in developing a comprehensive health plan and to develop baseline data, community health goals,' implementation strategy and a system for evaluating and updating this plan. The City Manager reported that $20,000 had been allotted in 1973 Budget for this request. TRI -CITIES ADVISORY COMMITTEE ON RECREATION FOR THE HANDICAPPED: Requested $300 from the Cities of Pasco, Kennewick & Richland in addition to local match to be used for the Special Olympics for Retarded as well as Day Camp facilities;: The.City Manager reported that the request (dated 11/22/72) had been received too late for consideration; therefore was not included in Budget. COORDINATING BOARD FOR MENTAL RETARDATION PROGRAMS: Requested any monetary support from the City of Pasco because of the loss of $9,000 resulting from recent action of the United States Congress. The City Manager reported that the request had been received too•late (11/27/72) for consideration in 1973 Budget; therefore, was not included. JUDGE FRED STAPLES: Requested $1,250.00 for services for period of August through December, 1973, an_d in 1974, the figure will be approximately $7,500.00 on a 60/40 basis•to assist the Court. Further, he requested an amount of $500 minimum in the event a defendant files an Affidavit of Prejudice or requesting another Judge. Thirdly, Mr. Staples requested a minimum of $500 for part time clerical help in the event his secretary is ill or on vacation. Mr. Winegar reported that this ;request was received (11/27/72) too late for consideration; therefore, was not included in 1973 proposed Budget. At this point, the City Manager stated that he had received word that revenue sharing checks would be mailed a week from Monday (12/11/72), and at that time, he would have a more definite figure to work with. Mayor Linton welcomed the large delegation in attendance and commended them for their interest in the City of Pasco. W.L. Granger opposed indoor swimming pool because he didn't feel the area warranted one. MINUTES PASCO CITY COUNCIL BUDGET MEETING HEARING - Continued: 421 DECEMBER 1, 1972 Bertha Mouda was opposed to swimming pool because she couldn't afford any more taxation. A.E. Pitts asked how we expected to raise.$275,000 local funds? The Staff replied that the public would have to vote on it. Mr. Pitts further stated that the public was opposed to spending $3,000 for swimming pool study. Harry Custer, former Mayor of Pasco, criticized the Council for their spending policies and stated that the budget was going up, the.population going down and the citizens were overtaxed. W.L. Granger, opposed construction of new bridge as he felt previous studies had proven the old structure sufficient. Dale Schreck opposed mandatory garbage collection as he didn't want cans in back of his establishment and felt.the American Constitution gave him a freedom of choice. A.E. Pitts raised question of open burning and challenged that it was not in the State Law. The Staff replied that burning of vegetation, etc. was still allowed provided you have 25' clearance on all sides, weather permitting, and secure a burning permit from the Fire Department.. Councilman Adams and various members of the City Council reiterated that.the City of Pasco did not institute non -burning ban, that it was set out byTri City Air Pollution Control Authority and State guidelines. The City Manager read names of members who.ser.ve on this Committee and suggested this item be discussed at next CouncilipMeeting on December 5, 1972. Esther Eustus stated that burning leaves caused less air pollution than "stinking" garbage which -gathered in cans from one week to the next. She complained about large garbage container at Lucky Dollar Food Store and debris from it.. The Staff will check out this complaint. She further stated it was more important to clean up the.City than to build indoor swimming pools. A resident complained of tumbleweeds growing in the street at East Lewis underpass and the Staff assured him it would be checked out and corrected. 1 Betty Whitish felt that Dietrich's were doing a good job before and why did the City have to take over garbage collection. She was assured that the City was merely doing the billing; however, the collection was still. being done by Dietrich's. Howard McGee stated from his observation of the meeting, that we were either •going to have to live with an increased budget or prov We less services. He did encourage the Council to reconsider rescinding the burning ban,.or have it lifted from.a higher level if necessary. Elizabeth Myricks complained of excessively high water ,and sewer bill at 431 N. Beech and was assured that it would be checked out. Councilman Schor.stated if the majority of -citizens didnit want to progress and maintain level -of several years back, then this would be considered;,however, in his opinion, the present City Council favored the best interests of all citizens in Pasco's future by encouraging growth and prosperity instead of watching our young people leave the area. Following three calls from Mayor Linton for further comments from the floor, either for or against the proposed 1973 Budget, the Public Hearing was declared closed..
