PASCO CITY COUNCIL
REGULAR MEETING
CALL TO ORDER:
NOVEMBER 8, 1972
Meeting called to order at 8:00 P.M. by the Honorable Donald D. Linton, Mayor.
ROLL CALL:
By Clerk's representative. Councilmen present were: S.K. Adams, M.R. Denney,
Sam Hunt, Larry Larsen, Donald Linton, Al Schor, and Bill Wilkins. Also present
were: City Manager, M.B. Winegar; City Attorney, Wayne Campbell; Finance Director,
Harry Kinzer; Urban Renewal Director, Webster Jackson; Assistant Director, Bill
Blackburn and Senior Planner, Ben Rea.
APPROVAL OF MINUTES:
Mr. Wilkins moved that the minutes of regular meeting, held October 17, 1972, be
approved as written. Seconded by Mr. Adams. Motion carried.

Mr. Hunt moved that Warrant Nos. 7982 through 8526 in the total amount of
$156,418.51 be approved for payment this 8th day of November, 1972. Seconded
by Mr. Wilkins. Motion carried by roll call vote of seven •(7).
PUBLIC HEARINGS:
MAYOR LINTON DECLARED THE PUBLIC HEARING OPEN TO VACATE A PORTION OF RD. 32
BETWEEN SYLVESTER AND COURT STREET.
It was reported that the Hearing had been duly published and posted. A petition
bearing signatures of property owners in vicinity who protested closure of Rd. 32
was presented. Correspondence was also received from P.U.D.; requesting additional
property on the west side of existing Riverview Substation fence at Rd. 32 in order
to have more room to work in undergrounding their outgoing distribution circuits
and landscaping. A letter was read from City Planning Commission, recommending
the vacation of Rd. 32 from Henry Street to a point that is 330 feet south of the
centerline of Court Street and the rest of Rd. 32 as indicated in Resolution No.
907, providing an equitable agreement with the adjoining property owners can be
reached.
Mr. Rea pointed out the area in question whereby general discussion ensued. Mr.
Denney questioned Mr. Rea about "dead ends" and landscaping which was promptly
answered. Mr. Chuck Powers of the P.U.D. stated they definitely were going to
landscape area in question.
Following three (3) calls from Mayor Linton for -further comments from the floor,
either for or against, the Public Hearing was declared closed.

MAYOR LINTON DECLARED THE PUBLIC HEARING OPEN FOR CONSIDERATION OF AUTO PARK
SUB -DIVISION:
It was reported that the Hearing had been duly published and posted. There were
no adverse communications. A letter was read from City Planning Commission,
recommending the approval of the preliminary plat as presented, and based on the
recommendation, the Planning Commission passed a second motion recommending the
approval of the final plat, as presented in the enclosure.
Mr. Rea pointed out Auto Park area and explained several minor changes in the
plat from the Planning Commission recommendation. Mr. Jerry Horrobin, on e of
the developers, favored the Auto Park Sub -Division and urged the Council's
consideration.
Following three (3) calls from Mayor Linton for further comments from the floor,
either for or against, the Public Hearing was declared closed.
Mr. Denney moved that the preliminary plat be approved. Seconded by Mr. Schor.
Motion carried.
Mr. Schor moved that the final plat, as amended, be approved. Seconded by Mr.
Larsen. Motion carried.
VISITORS:
Ken Dickinson, representative of Playland Shows, protested the high rate of $52.50
per day for carnivals to operate in the City of Pasco. He further claimed that
in winter months, the rides often time never net $52.50 per day. The Council
thanked Mr. Dickinson for attending and stated they -.would review our present
Ordinance at a Workshop Session.
A.E. Pitts, 1931 W. Agate, complained about weeds and debris blowing into his
yard, and due to non -burning Ordinance, was finding this a big nuisance. The
City Manager responded by stating if he had 25' clearance on all sides and the
air was calm, it was possible to get a burning permit to dispose of vegetation
and, debris .
The Manager of new General Pants store at 4th & Lewis introduced himself and
invited all the City officials.to attend his grand opening.
A.E. Pitts criticized the Pasco City Council for their "spending policies" and
compulsory garbage pickup for citizens not desiring it. Mayor Linton and members
of the City Council responded by stating that public hearings had been held on
compulsory solid waste pickup and the Ordinance had not been in effect long enough
to give it a chance. The Council realized there were some inequities which might
have to be reviewed, particularly as far as senior citizens were concerned and they
would do everything possible. Further, there would be a Public Hearing on the pro-
posed 1973 Budget, and at that time, Mr. Pitts would have an opportunity to voice
his opinion.
CLAIMS AGAINST THE CITY:
Claims of RUDOLPH SCHMIERER and CHARLES & JOYCE VANCE were referred to City
Attorney and insurance carrier for disposition.
ORDINANCES:
ORDINANCE NO. 1556:
AN ORDINANCE VACATING A PORTION OF ROAD 32 BETWEEN SYLVESTER
STREET AND COURT STREET AS HEREINAFTER DESCRIBED LYING WITHIN
THE CITY OF PASCO, WASHINGTON.
Ordinance No. 1556 was read by title only. Mr. Larsen moved that Ordinance
No. 1556 be adopted. Seconded by Mr. Adams. Motion carried by roll call vote of
seven (7).

RESOLUTIONS:

NOVEMBER 8, 1972
RESOLUTION NO. 909:
A RESOLUTION APPROVING THE SALE OF CERTAIN LANDS WITHIN THE
URBAN RENEWAL PROJECT AREA, APPROVING THE METHOD OF SELECTING.
THE REDEVELOPER AND APPROVING THE MINIMUM PRICE THEREFOR.
Resolution No. 909 was read by title only. Mr. Larsen moved that Resolution No.
909 be adopted. Seconded by Mr. Hunt. Motion carried by roll call vote of
seven (7).
SUGGESTIONS FROM COUNCIL — GENERAL DISCUSSION:
The City Manager made brief report on New Inter -City Bridge design and
announced that the State would review alternates with informal preliminary
review in two to three weeks. The City Council will be asked to take formal
action on preliminary draft as well as the other entities involved in con-
struction.
NEW BUSINESS:
It was announced that the City Council would review the 1973 proposed Budget
at Workshop Meeting of November 14, 1972.
