ROLL CALL: By Clerk"s representative. Councilmen present were: Sterl Adams, M.R. Denney, Sam Hunt, Larry Larsen, Donald Linton, Al Schor and Bill Wilkins. Also present were: City Manager M.B. Winegar; Acting City Attorney Mike Johnston; Director of Finance Harry Kinzer. APPROVAL OF MINUTES: Mr. Denney moved that minutes of regular meeting, held July 18, 1972, be approved as written. Seconded by Mr. Schor. lotion carried. BILLS: The following claims were presented for approval: Mr. Hunt moved that Voucher Nos. 5424 through 5523 in the total amount of $39,224.73 be approved for payment this 1st day of August, 1972. Seconded by Mr. Larsen. Motion carried by roll call vote of seven (7). Seconded by Mr. Larsen. Motion carried by roll call vote of seven (7). COMMUNICATIONS: URBAN MASS TRANSIT STUDY: Mayor Linton announced that there would be a meeting on Urban Mass Transit Study at the Richland Public Library, August 2, 1972 at 9:30 A.M. VISITORS: Charles Barr introduced David Reisberg and David Bi'61e to the assembly, stating they were the new Vista volunteers working in Pasco. CLAIMS AGAINST THE CITY: RICHARD CLOSS: A claim against the City in the amo-unt of $100,000 was submitted by Richlard Closs as a result of alleged fall in new Public Safety Building. This has been referred to City insurance carrier and City Attorney. ORDINANCES: ORDINANCE NO. 1549: AN ORDINANCE ADDING A NEW SECTION TO ORDINANCE NO. 1539, AN ORDINANCE ADOPTING A FIRE PREVENTION CODE PRESCRIBING REGU- LATIONS GOVERNING CONDITIONS HAZARDOUS TO LIFE AND PROPERTY FROM FIRE OR EXPLOSION AND ESTABLISHING STANDARDS FOR SAFETY RELATING THERETO, AND PROVIDING PENALTIES FOR THE VIOLATION THEREOF. Ordinance No. 1549 was read by title only. Mr. Denney moved that Ordinance No. 1549 be adopted. Seconded by Mr. Larsen. Motion carried by roll call vote of seven (7). APPOINTMENTS: POLICE COMMUNITY RELATIONS COMMITTEE: Mayor Linton appointed Charles Barr (re- appointment), Lee Phillips reappointment), Yvonne Candanoza, Cathy Smith, Jacqueline Singleton, Betty Bell, Henry Grigsby and Roger Garrett to the Police Community Relations Committee and asked the Council's concurrence. Mr. Hunt moved that the Pasco City Council concurs with Mayor Linton's appointments to Police Community Relations Committee. Seconded by Mr. Adams. Motion carried. RECREATION ADVISORY COUNCIL: Mayor Linton appointed Merle Locke to the Recreation/ Parks Advisory Council to fill the unexpired term of Ophelia Ortiz, and asked the Council's concurrence. Mr. Denney moved that the Pasco City Council concurs with Mayor Linton's appointment of Merle Locke to Recreation/Parks Advisory Council. Seconded by Mr. Schor. Motion carried. 1 1 1 1 401 MINUTES PASCO CITY COUNCIL REGULAR MEETING AUGUST 1, 1972 SUGGESTIONS FROM COUNCIL - GENERAL DISCUSSION: Councilman Hunt commended the Pasco Anti -Discrimination Committee for enforcing their By -Laws relative to attendance. lgayor Linton asked the Press's cooperation in seeking interested persons to serve on this committee. Mayor Linton announced that there would be another meeting of the "Task Force" group on August ,3,1972 at 4:00 P.M. in the Council Chambers. Councilman Denney suggested that the Press put out some publicity on bicycle safety. Councilman Wilkins registered complaint about motorcycles going back and forth in residential areas and creating disturbances. ADJOURNMENT: Meeting adjourned at 8:20 P.M.
