HomeMy WebLinkAbout05-16-1972 Minutes374 REGULAR MEETING CALL TO ORDER: MINUTES PASCO CITY COUNCIL MAY 16, 1972 Meeting called to order at 8:00 P.M. by the Honorable Donald Linton, Mayor. ROLL CALL: By Clerk's Representative. Councilmen present were: Sterl Adams, M.R. Denney, Sam Hunt, Larry Larsen, Donald Linton, Al Schor (8:05 P:1H.) and Bill Wilkins. Also present were: M.B. Winegar,.City.Manager; D. Wayne Campbell, City Attorney; Harry D. Kinzer, Director of Finance; Sandra Stanley, City Engineer; C.F. Whetsler, Director of Public Works and Ben Rea, Senior Planner. APPROVAL OF MINUTES: Mr. Denney moved that the minutes of regular meeting, held May 2, 1972, be approved as written. Seconded by Mr: Wilkins. Motion carried. Seconded by Mr. Larsen. Motion carried by roll call vote of six (6) (Mr. Schor hadn't arrived yet). COMMUNICATIONS: Communications from Benton/Franklin Governmental Conference, re: Environmental Statement SR 82, Parker to Prosser and acceptance of internship by Miss Anne Pflug were acknowledged by the City Council. 1 MINUTES PASCO CITY COUNCIL REGULAR MEETING PUBLIC HEARINGS: MAY 16, 1972 MAYOR LINTON DECLARED THE PUBLIC HEARING OPEN TO HEAR ANNEXATION OF THAT PORTION OF RIGHT OF WAY OF INTER CITY BRIDGE TO THE CENTER OF THE COLUMBIA RIVER: It was reported that the Hearing had'been duly published and posted. There were no adverse communications. The City Manager stated that the previous council had authorized procedure of this annexation; therefore, the City Council formally acknowledged petition from Franklin County. Following three (3) calls from Mayor Linton for further comments from the floor, either for or against, the Public Hearing was declared closed. MAYOR LINTON DECLARED THE PUBLIC HEARING OPEN TO VACATE NORTH/SOUTH ALLEY IN BLOCK 121 OF PASCO LAND COMPANY'S FIRST ADDITION: It was reported that the Hearing had been duly published and posted. There were no adverse communications. The City Manager read letter from Planning Commission, recommending proposed vacation. Following three (3) calls from Mayor Linton for further comments from the floor, either for or against, the Public Hearing was declared closed. MAYOR LINTON DECLARED THE PUBLIC HEARING OPEN TO VACATE A PORTION OF LEOLA STREET BETWEEN ROAD 22 AND ROAD 24: It was reported that the Hearing had been duly published and posted. There m were no adverse communications. A letter was read from the Planninq Commission recommending vacation of "that portion of Leola Street from the West line of Rd. 22 to the West line of Lot 5, Block 3, Swanson's Addition and that portion of Leola Street from West line of Road 22 to the West line of Lot 9, Block 2, Swanson's Addition; and further, that the Commission recommended that prior to the vacation of the requested portion of Leola Street, that a dedication for right of way be provided for a turnabout on the easterly end of the remaining right of way of Leola Street between Rd. 22 and Rd. 24, per City Engineer's requirements." Gene Hiner favored vacation and stated they were planning to build retirement apartments and agreed with 100' turnabout. Phillip Noon, Attorney for petitioners, stated the adjacent property owners had agreed to vacate land. At this point, the City Manager suggested that the Council delay passage of proposed Ordinance until proper right of way had been secured. Following three (3) calls from Mayor Linton for further comments from the flair, either fo,r or against, the Public Hearing was declardd closed. MAYOR LINTON DECLARED THE PUBLIC HEARING OPEN TO VACATE CERTAIN ALLEYS IN HELM'S SECOND ADDITION* -TO PASCO: It was reported that the Hearing had been duly published and posted. There were no adverse communications. A letter from the Planning Commission was read, recommending proposed vacation. James Lathim, new owner of property at 1716 W. Irving, stated he appreciated the land but not the trees on it as he had secured an estimate of $1,400. to remove them and did not feel this should be entirely his expense. He further stated that he had contacted adjacent property owner about sharing expense of removal and they had declined. Councilman Wilkins was opposed to the City spending taxpayers monev for the removal of any trees in the City of Pasco. Mr. Lathim then asked if the City would survey the property line boundaries and the City Manager replied no. Following three (3) calls from Mayor Linton for further comments from the floor, either for or against, the Public Hearing was declared closed. 376 MINUTES PASCO CITY COUNCIL REGULAR MEETI NG VISITORS: MAY 16, 1972 MR. WILBERT MILLS, Isaac Stevens Jr. High Washington History Instructor, introduced himself and subsenuently, his students; namely, Craig Jones, Terry Schouviller Rollie Nalder and Chris Bates. The Councilmen welcomed the young gentlemen and encouraged them to come back and participate in municipal affairs. ORDINANCES: ORDINANCE NO. 1530: AN ORDINANCE PROVIDING FOR THE ANNEXATION OF CERTAIN PROPERTY INTO THE CITY OF PASCO. Ordinance No. 1530 was read by title only. Mr. Hunt moved that Ordinance No. 1530 be adopted. Seconded by Mr. Larsen. Motion carried by roll,call vote of seven (7). ORDINANCE NO. 1531: AN ORDINANCE VACATING CERTAIN ALLEYS IN HELM'S SECOND ADDITION TO PASCO. Ordinance No. 1531 was read by title only. Mr. Hunt moved that Ordinance No. 1531 be adopted. Seconded by Mr. Schor. Motion carried by roll, call vote of seven (7). RESOLUTIONS: RESOLUTION NO. 898: A RESOLUTION APPROVING THE SALE OF CERTAIN LANDS WITHIN THE URBAN RENEWAL PROJECT AREA, APPROVING THE METHOD OF SELECTING THE RE- DEVELOPER AND APPROVING THE MINIMUM PRICE THEREFORE. Resolution No. 896 was read by title only. Mr. Adams moved that Resolution No. 898 be adopted. Seconded by Mr. Hunt. Motion carried by roll call vote of seven (7). RESOLUTION NO. 899: A RESOLUTION FIXING A TIME FOR PUBLIC HEARING ON A PETITION TO VACATE A CERTAIN STREET AND ALLEY IN FREY'S ADDITION, LYING WITHIN THE CITY OF PASCO. Resolution No. 899 was read by title only. Mr. Denney moved that Resolution No. 899 be adopted. Seconded by Mr. Hunt. Motion carried by roll call vote of seven (7). NEW BUSINESS: FEES FOR USE OF GOLF COURSE: Mr. Larsen moved that the City Manager be authorized to review charges for the exclusive golf course usage as no fee schedule has been set up for its exclusive use. Seconded by Mr. Hunt. Motion carried. L.I.D. NO. 82: Correspondence was received from Ruth Modesky, Treasurer, stating that the Firemen's Pension Board had indicated a willingness to purchase L.I.D. No. 82 balance in the amount of $7,921.14 at 6 1/2% interest. Mr. Denney moved that the Firemen's Pension Board be allowed to purchase L.I.D. No. 82 balance in the amount of $7,921.14 at 6 1/2% interest. Seconded by Mr. Wilkins. Motion carried by roll call vote of seven (7). 1 1 MINUTES PASCO CITY COUNCIL REGULAR MEETING SUGGESTIONS FROM COUNCIL - GENERAL DISCUSSION: MAY 16, 1972 �7 City Manager M.B. Winegar briefly outlined O.E.O. Grant to C.A.0 whereby first year would be joint venture with C.A.A., City of Pasco and Franklin County; second year, option for Benton County, Kennewick and Richland becoming part of endeavor; and third year, regional comprehensive plan. Councilman Schor asked if there was general interest among the councilmen supporting this Social Planning Area and the council concurred. Councilman Wilkins reported street lights malfunctioning or out in the 600 block of South Sycamore and'North Beech Street. Pat Robbins, KALE news reporter, thanked and commended the Pasco Police Department for their assistance during the recent melee at KALE Radio Station and asked that it be noted in the individual officer's personnel folders.
