PASCO CITY COUNCIL
REGULAR MEETING
CALL TO ORDER:
MAY 2, 1972
Meeting called to order at 8:00 P.M. by the Honorable Donald Linton, Mayor.
ROLL CALL:
By Clerk's representative. Councilmen present were: S.K. Adams, M.R. Denney,
Sam Hunt, Larry Larsen, Donald Linton; Al Schor and Bill Wilkins. Also present
were: M.B. Winegar, City Manager; Wayne Campbell, City Attorney; Harry D. Kinzer,
Director of Finance and Sandra Stanley, City Engineer.
APPROVAL OF MINUTES:
Mr: Adams moved that the minutes of Reconvened Meeting of April 25, 1972, be
corrected to read:"...Motion carried by voice vote of seven (7)." Seconded by
Mr. Wilkins. Motion carried.
Mr. Hunt moved that the minutes of regular meeting, held April .18, 1972 and
Reconvened Meeting, held April 25, 1972, be approved,.as corrected. Seconded by
Mr. Larsen. Motion carried.

Mr. Schor moved that Payroll Voucher Nos. 5504 through 5849 in the total amount
of $96,614.44 be approved for payment this 2nd day of May, 1972. Seconded by
Mr. Larsen. Motion carried by roll call vote of seven (7).
VISITORS: -
George Oliphant, 715 W. Yakima, reminded the Council that approximately three years
ago, the former City Council promised him that his particular area would be.the
next slated for an L.I.D.; therefore, was wondering when he could expect one to
be initiated as he noted other areas being improved, namely, Urban Renewal area.
The City Manager responded by stating there were no L.I.D.'s in East Pasco and
encouraged Mr. Oliphant to use strategy method and circulate petition to create
interest for an improvement. Mrs. Stanley and members of the Council supported
W. Winegar's statement and urged Mr. Oliphant to circulate petition and present
it back to the City Council.
James Rutledge requested that the City Council consider a waiver of minimum floor
space in their present Code to enable minorities wishing to open the E1 Rancho Motel
to install refrigerators and stoves, which would guarantee more low income housing
for minorities in the City of Pasco.
Mrs. Stanley, City Engineer, recommended that this be referred to the Building
Appeals Committee.
ORDINANCES:
ORDINANCE NO. 1529:
AN ORDINANCE LICENSING PUBLIC MASSAGE PARLORS AND PUBLIC BATHHOUSES
WITHIN THE CITY AND THEIR EMPLOYEES; DEFINING OFFENSES AND FIXING
PENALTIES FOR VIOLATIONS.
Ordinance No. 1529 was read by title only. Mr. Denney moved that Ordinance No.
1529 be adopted. Seconded by Mr. Hunt. Motion carried by roll call vote of
seven (7).

RESOLUTIONS:
MAY 2, 1972
RESOLUTION NO. 896:
A RESOLUTION FIXING A TIME FOR PUBLIC HEARING ON A PETITION
TO VACATE THE NORTH SOUTH ALLEY IN BLOCK 140 OF PASCO LAND
COMPANY'S FIRST ADDITION TO PASCO.
Resolution No. 896 was read by title only. Mr. Hunt moved that Resolution No.
896 be adopted. Seconded by Mr. Larsen. Motion carried by roll call vote of
seven (7).
RESOLUTION NO. 897:
A RESOLUTION DECLARING THAT THE ACQUISITION OF CERTAIN REAL
PROPERTY IS NECESSARY FOR URBAN RENEWAL.
Resolution No. 897 was read by title only. Mr. Hunt moved that Resolution -No.
897 be adopted. Seconded by Mr. Larsen. Motion carried by roll call vote'of
seven (7).
NEW BUSINESS:
CONSIDERATION OF ADDENDUM - RECREATION RULES & RATES FOR USE OF FACILITIES:
Mr. Denney moved that Addendum, pages 2 and 3, Recreation Department•Rul.es
and Rates for Use of Facilities, be approved. Seconded by Mr. Hunt: Motion
carried..
PETITION TO ANNEX RIGHT OF WAY- FRANKLIN COUNTY COMMISSIONERS: (Vicinity of
present Inter City Bridge) Mr. Larsen moved that the City of Pasco had received
petition; and further, that a Public Hearing be held Ma•y.16, 1972 for the purpose
of hearing request. Seconded by Mr. Schor. Motion carried..
TERMINATION OF LEASE FOR LAND FORMERLY USED FOR PASCO AIRPORT RADIO RANGE STATION:_.
Mr. Adams moved that the Mayor be authorized and directed to execute the Agreement
on behalf of the City of Pasco. Seconded by Mr. Wilkins. Motion carried.
APPOINTMENTS - PASCO YOUTH COMMISSION: Mayor Linton appointed Richard Hole (Pasco Highl
Rod Meyer Isaac Stevens Jr. High), Linda Sandauist (CBC) and Selby-Schooler (CBC) to
Pasco Youth Commission and asked the Council's concurrence. Mr. Denney moved that the
City Council concurs with Mayor Linton's. appointments. Seconded by Mr. Larsen. Motion
carried.
ADJOURNMENT: Meeting adjourned at 8:30 P.M.
