PASCO CITY COUNCIL
BUDGET MEETING DECEMBER 4, 1969
CALL TO ORDER: (Continuation of Public Hearing)
Meeting was called to order by G.E. Carter, Mayor, at 8:30 P.M.
in the basement Conference Room. Approximately 9:30 P.M., -a recess
of five minutes was called, and the Public Hearing re -convened in the
Council Chamber upstairs.
ROLL CALL:
Present at the meeting were: G.E. Carter, HILDA Campbell, M.R. Denney,
Ed Hendler, Sam Hunt and George Stork. R.L. Greenlee was absent. Also
present were: City Manager, City Attorney, City Clerk, Fire chief, Police
Chief, Director of Public Works and Director of Recreation and Parks.
International Fire Fighters Local No. 1433 had representation at the meeting.
MAYOR RE -OPENED THE PUBLIC HEARING (Continued from December 3rd):
Roger Olson spoke from the audience, regarding Police Department Budget.
Recommended that the City upgrade the salaries of the Police Department
personnel.
Jack Beck, Gaylond Morris, and others of the Fire Department spoke, re-
questing a raise in the proposed salaries of Fire Department personnel
for 1970.
Following discussion on various sections of the proposed 1970 Budget, the
following motions were acted upon:
Motion made by Hendler, seconded by Campbell, that under Fire Department
Budget, under Salaries & Wages, the line item "Chief's Salary" be es=
tablished at $12,000.00. Motion Carried.
Motion made by Hendler, seconded by Carter to take $600 from Line Item
"Police Judge Salary", under Salaries and Wages on Page 3. ($4,200.00
to $3,600.00). Motion Carried.
Motion made by Hendler, seconded by Denney, that the Fire Department Budget,
as presented, with the addition of $13,862 (changes of December 3rd and 4th
combined), making a total of $ A 6 y. !Z° — for Fire Department

Motion made by Hendler, seconded by Campbell, that under the REcreation
Department Budget (page 13) under Salaries & Wages, the line item "Director's
Salary" be granted at $10,300.00. Motion failed.
Motion made by Hunt, seconded by Hendler, that under Recreation Department
Section of the Budget, Salaries and Wages Section (Page 13), the Director's
salary be established at $10,000.00. Motion Carried.
Motion made by Hendler, seconded by Campbell, that under Urban Renewal Depart-
ment of Budget (Page 31) in Salaries & Wages category, the Director's salary
be established at $12,600.00. Motion Carried.
Motion by Denney, seconded by Carter, that Ordinance No., 1402, the Budget
Ordinance for 1970, be adopted as amended. Motion carried 5-1. Yes votes:
Carter, Denney, Campbell, Hendler, Hunt. No votes: Stork.
ADJOURNMENTS: Motion made by Denney, seconded by Carter, to adjourn. Motion
carried. (December 1, 1969 - 8:00 P.M. -- Budget Hearing opened, adjourned
to December 2, continuation of Public Hearing; adjourned to December 3rd at
8:00 P.M., continued Public Hearing; adjourned to. December 4th at 8:30
(basement conference room), adjourned following adoption of Ordinance at the
December 4th meeting.
