HomeMy WebLinkAbout12-01-1969 MinutesMINUTES PASCO CITY COUNCIL PUBLIC HEARING - PRELIMINARY BUDGET December 1, 1969 CALL TO ORDER: The meeting was called to order by Mayor Carter at 8:00 P.M. in the Basement Conference Room. ROLL CALL: Those present at the meeting included G.E. Carter, Hilda Campbell, M.R. Denney, Ed Hendler, George Stork, Robert Greenlee, Don Cooper, and Sam Hunt. Also present were: City Manager, City Attorney, City Clerk, Director of Public Works, Director of Recreation and Parks, and the Chief of Police. Mayor Carter asked the City Manager to read the letter to the City Council members explaining the Preliminary Budget, and to read Ordinance #1402. Mayor Carter asked for questions from the floor pertaining to the budget. A question arose regarding why the Police Department's salaries were raised 11% add the remaining City departments salaries only 4%. Mayor Carter asked City Manager Max L. Pope to explain. Mr. Pope stated that the City intends to reject the longevity method of salary increases, and to form a merit/pay program, beginning in the Police Department. Mr. Pope further explained that he intends to make a job classification study of the City employment to base these salaries. Councilman Denney expressed concern that if the salaries were raised by such a high percentage, perhaps maintainence and operation of the City would suffer. Councilman Hendler felt that in order for the City to meet the salary needs and to operate the City effectively, another source of revenue is necessary. Mr. Hendler suggested raising the Occupation Tax from 4 to 5%; or to charge an Occupational Tax on all utilities. **See Amendment 12/16/69 Mayor Carter stated that he felt the Council had not had adequate time to study the preliminary budget, and suggested that the Public Hearing be extended until the regular meeting of City Council to be held on December 2, 1969.
