MINUTES OF THE PASCO CITY COUNCIL
REGULAR MEETING
CALL TO ORDER:
Meeting called to order at 8:00 P.M. by the Honorable G.E. . Carter, Mayor.

By Clerk's Representative. Councilmen present were: G.E. Carter, Hilda Campbell,
Donald Cooper, M.R. Denney, Robert Greenlee, and Ed Hendler. Councilman George
Stork was absent from the meeting. Also present were: City Manager, City Attorney,
Director of Administration and City Engineer.
APPROVAL OF MINUTES:
Mr. Hendler moved that the minutes of the regular council meeting, held June 17,
1969, be approved as written. Seconded by Mr. Cooper. Motion Carried.
PUBLIC HEARING:
MAYOR CARTER DECLARED THE PUBLIC HEARING OPEN ON L.I.D. NO. 78 - FINAL
ASSESSMENT ROLL:
The City Manager reported the Hearing had been duly published and posted. There
were no written adverse communications.
MR. MILLER, a resident in L.I.D. No. 78, stated that there was a low spot in front
of his house and he wished the City Council to be aware of this.
Following three (3) calls from Mayor Carter for further comments from the floor,
either for or against, the Public Hearing was declared closed.
Mayor Carter asked the City Manager to read
AN ORDINANCE APPROVING AND CONFIRMING THE ASSESSMENTS AND ASSESSMENT ROLL
OF LOCAL IMPROVEMENT DISTRICT NO. 78, WHICH HAS BEEN CREATED AND ESTABLISHED
FOR THE PURPOSE OF IMPROVING MERIDIAN AVENUE FROM HENRY STREET TO SYLVESTER
STREET, AND CERTAIN OTHER STREETS AND AVENUES IN THE CITY BY THE CONSTRUCTION
AND INSTALLATION OF ASPHALTIC CONCRETE WEARING COURSE, ASPHALT TREATED BASED
COURSE, CONCRETE GUTTER AND CONCRETE CURBS AND SIDEWALKS, AND ALL NECESSARY
CONTINGENT ITEMS, AS PROVIDED BY ORDINANCE NO. 1332, AND LEVYING AND
ASSESSING THE AMOUNT THEREOF AGAINST THE SEVERAL LOTS, TRACTS, PARCELS OF
LAND AND OTHER PROPERTY SHOWN ON THE ROLL
by title only. The Ordinance was read by title. Mr. Denney moved that the
Ordinance be amended to include 7% interest and $49,252.74 as final figure for
Final Assessment Roll for L.I.D. No. 78. Seconded by Mrs. Campbell. Main motion
carried as amended by the following roll call vote. YES: Campbell, Carter, Cooper,
Greenlee, Hendler and Denney. NO: None. Councilman Hendler suggested that
the language should read, "Not to exceed 7% interest unless this was in conflict
with bonding attorney. (NOTE: On July 2, 1969, the City of Pasco Bonding Attorney
was contacted and he stated a specific rate of interest had to be inserted into
the Ordinance). ORDINANCE NO. 1366.
VISITORS:
MR. AL STANLEY, of Pence & Stanley, Architects & Engineers, presented an Interim
Traffic Study proposal at an estimated cost of $49,000, for the improvement of
Columbia Street and vicinity. Proposal No. 1 recommended that adjacent streets be
made into one-way streets and completely by-pass Columbia Street and Proposal No.
2 recommended the implementation of a pedestrian light on Columbia Street.
Discussion ensued, pro and con, and it was recommended that a letter be written to
all residents of Columbia Street, both business and individual, inviting them to
a meeting on Thursday, July 24, 1969 at 8:00 P.M. for the purpose of free discussion
of Columbia Street and its improvements and traffic.

PUBLIC HEARING - FINAL ASSESSMENT ROLL - L.I.D. NO. 79: Mrs. Campbell moved that
August 5, 1969 be set as date of Public Hearing for Final Assessment Roll on L.I.D
No. 79. Seconded by Mr. Cooper. Motion Carried.
VACATION OF ALLEY - JACK COONEY REQUEST: Mr. Hendler moved that August 5, 1969
beset of public hearing to hear vacation request of Jack Cooney for alley
immediately adjacent to Lots 1 - 16, Block 3, Sprouse Addition. Seconded by Mr.
Cooper. Motion Carried.
Mayor Carter asked the City Manager to read
A RESOLUTION FIXING A TIME AND PLACE FOR PUBLIC HEARING ON A PETITION
TO VACATE THE NORTH/SOUTH ALLEY ADJACENT TO LOTS 1 THROUGH 16, BLOCK
3, SPROUSE ADDITION, PASCO, WASHINGTON, AS RECORDED IN VOLUME C OF
PLATS, PAGE 12, RECORDS OF FRANKLIN COUNTY, WASHINGTON
in its entirety. The Resolution was read in its entirety. Mr. Hendler moved that
a Resolution fixing a time and place for public hearing on a petition to vacate
the North/South alley adjacent to Lots 1 through 16, Block 3, Sprouse Addition,
Pasco, Washington, as recorded in Volume C of Plats, Page 12, records of Franklin
County, Washington be adopted. Seconded by Mr. Cooper. Motion carried by the
following roll call vote. YES: Campbell, Carter, Cooper, Denney, Greenlee and
Hendler. NO: None. RESOLUTION NO. 786
NEW BUSINESS:
FINAL ASSESSMENT ROLL - L.I.D. NO. 80: Mr. Hendler moved that August 19, 1969 be
set as date of Public Hearing for Final Assessment Roll for L.I.D. No 80. Seconde
by Mr. Cooper. Motion Carried.
NORTH OREGON STREET ZONE CHANGE REQUEST: Mr. Hendler moved that August 5, 1969 be
sem to of Public -Hearing for the rezoning of Block 140, Pasco Land Company
First Addition to Pasco, Franklin County, Washington, from Residential R-1 to
Commercial C-3. Seconded by Mrs. Campbell. Motion Carried.
PUBLIC HEARING - COMPREHENSIVE PLAN: Mr. Hendler moved that August 5, 1969 be set as
date of Public Hearing to hear changes in the Comprehensive Plan for Northwest Pasco --
Chase Avenue (File 69-12) and North Fourth Ave ue (File 69-8). Seconded by Mrs.
Campbell. Motion Carried.
ORDINANCES:
Mayor Carter asked the City Manager to read
AN ORDINANCE ADOPTING STANDARD SPECIFICATIONS FOR MUNICIPAL PUBLIC
WORKS CONSTRUCTION
in its entirety. The Ordinance was read in its entirety. Mr. Hendler moved that
an Ordinance adopting standard specifications for municipal public works construction
- be adopted. Seconded by Mr. Cooper. Motion carried by the following roll call
vote. YES: Campbell, Carter, Cooper, Denney, Greenlee and Hendler. NO: None.
ORDINANCE NO. 1367.
NEW BUSINESS:
WAIVER OF ADMISSION TAXES - B.P.O.E. #1730: A letter was read from Kenneth
Hoagland, Chairman of the annual Elk's Circus, requesting that the City Council
waive the admission tax for their sponsored circus.
Mr. Hendler moved that the Pasco City Council waive the admission tax for B.P.O.E.
#1730 sponsored circus. Seconded by Mr. Cooper. Motion Carried.

NEW BUSINESS:
REQUEST FROM ST. JAMES CHRISTIAN METHODIST EPISCOPAL CHURCH: Correspondence was
received from Rev. N.P. Hawkins, requesting that the City finance installation and
hook up of sewer facilities to their church, and allow them to pay expenses back
over a five-year period.
Following discussion, it was the concensus of the Council that the City was not in
a position to finance installations of this kind, and therefore recommended that the
Staff look into the possibilities of financing through the Urban Renewal Project.
ORDINANCES - UPDATING OF CITY BUILDING CODES:
Mayor Carter asked the City Manager to read
AN ORDINANCE REGULATING THE ERECTION, CONSTRUCTION, ENLARGEMENT, ALTERATION,
REPAIR, MOVING, REMOVING, CONVERSION, DEMOLITION, OCCUPANCY, EQUIPMENT, USE,
HEIGHT, AREA, AND MAINTENANCE OF BUILDINGS OR STRUCTURES IN THE CITY OF PASCO;
PROVIDING FOR THE ISSUANCE OF PERMITS AND COLLECTION OF FEES THEREFORE; PROVIDING
PENALTIES FOR THE VIOLATION THEREOF; AND REPEALING ORDINANCE NO. 1029 AND PASCO
CITY CODE 5-1.04 AS IT NOW EXISTS, AND ALL OTHER ORDINANCES OR PARTS OF ORDINANCES

AN ORDINANCE REGULATING AND CONTROLLING THE DESIGN, CONSTRUCTION, INSTALLATION,
QUALITY OF MATERIALS, LOCATION, OPERATION, AND MAINTENANCE OF HEATING, VENTILATING
COMFORT COOLING, REFRIGERATION SYSTEMS, INCINERATORS AND OTHER MISCELLANEOUS HEAT
PRODUCING APPLIANCES WITHIN STRUCTURES IN THE CITY OF PASCO; PROVIDING FOR THE
ISSUANCE OF PERMITS AND COLLECTION OF FEES THEREFORE; AND PROVIDING PENALTIES FOR
THE VIOLATION THEREOF
by title. The Ordinance was read by title. Mr. Denney moved that an Ordinance regu-
lating and controlling the design, construction, installation, quality of materials,
location, operation, and maintenance of heating, ventilating, comfort cooling,
refrigeration systems, incinerators and other miscellaneous heat producing appliances
within structures in the City of Pasco; providing for the issuance of permits and
collection of fees therefore; and providing penalties for the violation thereof
be adopted. Seconded by Mr. Cooper. Motion carried by the following roll call vote.

ORDINANCE NO. 1369.

AN ORDINANCE PROVIDING MINIMUM REQUIREMENTS FOR THE PROTECTION OF LIFE,
LIMB, HEALTH, PROPERTY, SAFETY, AND WELFARE OF THE GENERAL PUBLIC AND THE
OWNERS AND OCCUPANTS OF RESIDENTIAL BUILDINGS; PROVIDING FOR THE ISSUANCE
OF PERMITS AND COLLECTION OF FEES, WHEN APPLICABLE; AND PROVIDING PENALTIES
FOR THE VIOLATION THEREOF

providing minimum requirements for the protection of life, limb, health, property,
safety, and welfare of the general public and the owners and occupants of

SWIMMING POOLS, PUBLIC OR PRIVATE, AND EQUIPMENT RELATED THERETO;

PERMITS FOR AND INSPECTION OF, THE CONSTRUCTION AND REPAIR THEREOF; AND
PROVIDING PENALTIES, AND REPEALING ALL ORDINANCES AND PARTS OF ORDINANCES
IN CONFLICT HEREWITH.

Ordinance amending Section 17 of Ordinance No. 868 and all subsequent amendments
thereto (Ordinance No. 880; Ordinance No. 1129), and Pasco City Code 5-15.76 as it
now exists, relating to inspection fees, and being an Ordinance providing for the
licensing of Gas Fitter's installing or repairing gas piping or gas appliances; the
issuance of permits for the installation or repair of gas piping or gas appliances
and for the installation, construction, operation and maintenance of a gas trans-
mission and/or distribution system within the City, and providing for the inspection
of same and the collection of inspection fees therefore; prescribing rules, regula-
tions, and standards relating to the sale, installation, maintenance, and repair of
gas piping and gas appliances conveying natural or any type of gas onto consumer's
property extending from the point of delivery to the point of consumption, and re-
lating to installation, construction, operation, and maintenance of a gas trans-
mission and/or distribution system within the City be adopted. Seconded by Mrs.

AN ORDINANCE AMENDING ORDINANCE NO. 303, TO ADD A NEW SECTION PROVIDING
A FEE SCHEDULE FOR THE RELOCATING OF BUILDING THROUGH THE STREETS OF
PASCO
in its entirety. The Ordinance was read in its entirety. Mr. Hendler moved that
an Ordinance amending Ordinance No. 303, to add a new section providing a fee
schedule for the relocating of buildings through the streets of Pasco be adopted.

AN ORDINANCE PROVIDING FOR THE ANNEXATION OF CERTAIN PROPERTY INTO
THE CITY OF PASCO, AND AMENDING ORDINANCE NO. 319 AND PASCO CITY
CODE TITLE I, CHAPTER 1-1.

Ordinance providing for the annexation of certain property into the City of
Pasco, and amending Ordinance No. 319 and Pasco City Code Title I,
Chapter 1-1 be adopted. Seconded by Mr. Cooper. Motion carried by the following

zone compliance. Seconded by Mr. Cooper. Motion Carried.

RESOLUTIONS:
Mayor Carter asked the City Manager to read
A RESOLUTION CREATING A "PASCO YOUTH COMMISSION" FOR THE CITY OF
PASCO, ESTABLISHING RULES AND REGULATIONS FOR THE APPOINTMENT OF
MEMBERS, AND TERMS OF OFFICE
in its entirety. The Resolution was read in its entirety. Discussion ensued relative
to Page 2, Paragraph 2, stating different minority groups, i.e., Black, Mexican,
Oriental or Indian. Mr. Denney moved that the paragraph be deleted. Seconded by
Mr. Cooper. Motion failed by the following roll call vote. YES: Cooper, Denney
and Greenlee. NO: Carter, Campbell and Hendler. Mrs. Campbell moved that the
various races be delted from paragraph two. Seconded by Mr. Hendler. Motion failed
by the following roll call vote. YES: Carter, Campbell, and Hendler. NO: Cooper,
Denney and Greenlee. Mr. Hendler moved that the entire paragraph be deleted from
the Ordinance. Seconded by Mr. Denney. Main motion carried as amended.
RESOLUTION NO. 789.
Mayor Carter asked the City Manager to read
A RESOLUTION ACKNOWLEDGING THAT THE CITIES OF KENNEWICK AND PASCO
HAD BEEN GRANTED A FEASIBILITY STUDY GRANT FROM THE URBAN ARTERIAL
BOARD FOR THE PURPOSE OF STUDYING NEEDS FOR THE PASCO-KENNEWICK
BRIDGE
in its entirety. The Resolution was read in its entirety. Mr. Denney moved that a
Resolution acknowledging that the cities of Kennewick and Pasco had been granted a
Feasibility Study Grant from the Urban Arterial Board for the purpose of studying
needs for the Pasco -Kennewick Bridge be adopted. Seconded by Mr. Cooper. Motion
carried by the following roll call vote. YES: Campbell, Carter, Cooper, Denney,
Greenlee and Hendler. NO: None. RESOLUTION NO. 790.

RECOMMENDATIONS FROM STAFF:
JULY 1, 1969
L.I..D. NOS. 78, 79 & 80 - Job No. 69-1: A letter was read from the City
Engineer, stating that L.I.D. Nos. 78, 79 & 80 had been completed according
to plans and specifications by L.W. Vail Company and recommended acceptance
of the job.
Mr. Hendler moved that recommendation of the Staff be accepted and the Tax
Department and Department of Labor & Industries be so notified. Seconded by

COLUMBIA STREET WATER LINE - Job No. 69-2: A letter was read from the City
Engineer, stating that Columbia Street Water Line had been completed according
to plans and specifications by John Keltch and recommended acceptance of the
job.
Mr. Cooper moved that recommendation of the Staff be accepted and the Tax
Department and Department of Labor & Industries be so notified. Seconded by
Mr. Hendler. Motion Carried.
APPOINTMENTS:
Mayor Carter appointed Councilmen M.R - Denney, Ed Hendler.and Robert Greenlee
to the Committee on Public Safety Facility. c `
ANNOUNCEMENTS:
Councilman Hendler announced that there would be a meeting of the Old Bridge
Committee at the Kennewick City Hall on July 2, 1969 at 8:00 P.M.'
