MINUTES OF THE PASCO CITY COUNCIL
REGULAR MEETING
CALL TO ORDER:
JULY 16, 1968
Meeting called to order at 8:00 P.M. by the Honorable G.E. Carter, Mayor.
ROLL CALL:
By Clerk's Representative. Councilmen present were: G.E. Carter, Arthur
Fletcher, Robert Greenlee, Ed Hendler, Allen Stinson and George Stork.
Councilman Donald Cooper was absent from the meeting. Also present were:
City Manager, City Attorney, Director of Administration, and Director of
Community Development.
APPROVAL OF MINUTES:
Mr. Hendler rgoved that the minutes of the regular council meeting, held Jul
2, 1968, be approvea as written. Secon e y Mr. Stinson. Motion Carried.
PUBLIC HEARING:
MAYOR CARTER DECLARED THE PUBLIC HEARING OPEN TO CHANGE ZONE CLASSIFICATION ON
LOTS 48 - 51, BLOCK 3, TERRACE HEIGHTS ADDITION, AND LOTS 148 - 159, BLOCK 4,
TERRACE HEIGHTS ADDITION, FROM C-1 RETAIL BUSINESS ZONE TO R-2 MEDIUM DENSITY
RESIDENTIAL DISTRICT.
LOTS 1 - 249 BLOCK 152, PASCO LAND COMPANY'S FIRST ADDITION; LOTS 1 - 24, BLOCK
1539 PASCO LAND COMPANY'S FIRST ADDITION; LOTS 1 - 12, BLOCK 154, PASCO LAND
COMPANY'S FIRST ADDITION; LOTS 1 - 17, BLOCK 157, PASCO LAND COMPANY'S FIRST

The City Manager reported that the Hearing had been duly published. There were
no written protests received.
Councilman Hendler asked if a buffer zone would be placed between the two areas.
He was informed that the right of way would be widened to separate the two areas.
Councilman Stinson asked if this rezoning would place all property in the Urban
Renewal area in proper prospectus. The Director of Community Development stated
it would.
Following three (3) calls from Mayor Carter for further comments from the floor,
either for or against, the Public Hearing was declared closed.
ORDINANCES:
ORDINANCE NO. 1312:
AN ORDINANCE CHANGING THE ZONE CLASSIFICATION OF
CERTAIN REAL PROPERTY WITHIN THE CITY OF PASCO
FROM C-1 RETAIL BUSINESS ZONE TO R-2 MEDIUM DENSITY
RESIDENTIAL DISTRICT.
Ordinance No. 1312 was read in its entirety. Mr. Hendler moved that Ordinance
No. 1312 be adopted. Seconded by Mr. Stork. Motion carried y the following
roll call vote. YES: Carter, Fletcher, Greenlee, Hendler, Stinson, and
Stork. NO: None.

ORDINANCE NO. 1313:
AN ORDINANCE CHANGING THE ZONE CLASSIFICATION OF CERTAIN
REAL PROPERTY WITHIN THE CITY OF PASCO FROM R-1 LOW DENSITY
RESIDENTIAL DISTRICT TO I-1 LIGHT INDUSTRIAL ZONE.
Ordinance No. 1313 was read in its entirety. Mr. Stinson moved that Ordinance
No. 1313 be adopted. Seconded by Mr. Hendler. Motion carried by the fo ow ng
vote, Yh'i:air, ei—r, Fletcher, Greenlee, Hendler, Stinson, and Stork. NO: None.
ORDINANCE NO. 1314:
AN ORDINANCE CHANGING THE ZONE CLASSIFICATION OF CERTAIN
REAL PROPERTY WITHIN THE CITY OF PASCO FROM C-1 RETAIL
BUSINESS ZONE TO I-1 LIGHT INDUSTRIAL ZONE.
Ordinance No. 1314 was read in its entirety. Mr. Stork moved that Ordinance
No. 1314 be adopted. Seconded by Mr. Hendler. Motion carried by the following
roll call vote: YES: Carter, Fletcher, Greenlee, Hendler, Stinson, and Stork.
NO: None.
VISITORS:
WEBSTER JACKSON addressed the Council and read a statement of alleged conduct
by members of the PaSCO Police Department. He felt that residents of East
Pasco were victims of discriminatory practices and cited three instances of
personal grievance.
Councilman Fletcher supported Mr. Jackson's statement by adding that most
residents in the East Pasco area hesitate calling the Police as they feel nothing
will be done about their complaints. He further stated that equal consideration
should be given across the border.
DETECTIVE RICHARD MUMPER, Pasco Police Department, felt that he had never
prejudiced any individual regardless of race, color, or creed, nor had he
witnessed such action by other members of the Department. He stated that lack
of sufficient time, shortage of officers, and the probability of an accident in
one location, often detain response to complainant's calls. He felt that officers
made many contributions to their community other than law enforcement.
LIN McNEILL stated that he felt there was still some racial prejudice in area and
supported Mr. Jackson's statement.
At this point, the City Attorney defined the difference between a middemeanor and
felony. Also, he explained the proper procedures to constitute an arrest.
W.T. JONES, Special Police Consultant, felt we had lost concept in delving into
the technicalities of the process of law. He complimented Detective Mumper for
his views and attendance. Mr. Jones further stated, in his opinion, that we are
dealing in a situation whereby we must form a community relations concept and an
officer assigned full time to this concept, working with all our citizens at a
conversation level, and out of conversation level will come understanding, and
out of understanding will come relief of some of the problems that are before the
Council.

CONSTRUCTION, INSTALLATION AND EQUIPPING OF TWO SWIMMING POOLS
AND TWO RECREATION MULTI -USE FACILITIES OR COVERED PLAY AREAS AND
ONE GOLF CART STORAGE BUILDING; DECLARING THE ESTIMATED COST
THEREOF AS NEAR AS MAY BE; PROVIDING FOR THE ISSUANCE AND SALE
OF $1209000.00 PAR VALUE OF "GENERAL OBLIGATION BONDS, 1968.1-

ORDINANCE NO. 1316:
AN ORDINANCE DECLARING AN EMERGENCY IN THE CURRENT EXPENSE FUND
AND APPROPRIATING $70,000.00; AS SET FORTH BELOW, AND MAKING CERTAIN
ADJUSTMENTS AND ADDITIONS IN CERTAIN BUDGET ITEMS TO ACCOMPLISH THE
USES AND PURPOSES HEREAFTER SET FORTH.
Ordinance No. 1316 was read by title only. Mr. Hendler moved that2�revio��usly�
tabled emergency Ordinance be brought back as Ordinance No. ]jib. Seconded by

Mr. Hendler moved that Section II be deleted and Section III be retitled
Section II. Seconded y Mr. Greenlee. Motion Carried.
Mr. Hendler moved that Ordinance No. 1316 be adopted, as amended. Seconded by
Mr. Greenlee. Motion carried y the followIng vote. : Carter, Fletcher,

COUNCIL SUGGESTIONS - GENERAL DISCUSSION:
JULY 161 1968

Councilman Fletcher reported that he had met with the Housing & Urban Development,
Health, Education & Welfare Department, and Department of Justice during his
recent visit to Washington, D.C., relative to receiving Federal funds for
additional Police Department needs. He further stated that all funds for this
type of request had either been frozen or allocated as a result of the recent
Crimec.Bill-;pastage. Communities of less than 25,000 would not qualify for
Federal funds, but would have to be worked out at a State level. Mr. Fletcher
then met briefly with Governor Evans of Washington to see if the State could fund
our project as a demonstration area. The Governor stated the City of Pasco should
make a formal request for State Funds. It was Mr. Fletcher's recommendation that
we make such request.
Mr. Fletcher moved that the C ty Manager be instructed to request the State
of Washington to fun our Police Program as a demonstration project. Secon
Byr. Eireenlee. motion Carried.
RESOLUTIONS:
RESOLUTION NO. 738:
A RESOLUTION AUTHORIZING CONTINUANCE OF POLICE AND FIRE
PROTECTION AT THE PASCO AIRPORT UNDER TERMS OF TRANSFER
AGREEMENT OF JULY, 1963.
Resolution No. 738 was read by title only. Mr. Hendler moved that Resolution
No. 738 be adopted. Seconded by Mr. Stork. Motion Carried.
BUSINESS LICENSE ROSTER:
The City Manager read the list of business license applications awaiting approval
of the City Council:
CLEMENT IMPORTS, H. Daniels, Retail Sales, 1839 W. Court.
SCEVA CONSTRUCTION, Leo Miller, Contractor, 2928 N. Madelia, Spokane, Wash.

Mr. Greenlee moved that all business license applications be approved. Seconded
by Mr. Stinson. Motion Carried,
MANAGER'S REPORT:
MID -YEAR FINANCIAL REPORT: Copies of the Mid -Year Financial Report were dis-
tributed t
isr u e o the ounc men and will be discussed further at the Next Workshop
Meeting on July 23rd.
Informational correspondence was received from the following:
1. Queen of Spades Garden Club, relative to fountain at Library. City
will now maintain the fountain.
2. Department of the Army, relative to Yacht Basin.
3. Copy of correspondence to Lester Kelly, Yacht Basin.
4. Benton -Franklin Humane Society Report for the month of June.
5. Minutes of the Good Roads Association, held June 12, 1968.
6. Copy of letter from General Telephone Co., concerning new listings.
CIMMARON MOTEL LEWIS & ILLINOIS STREET: The developers of the Cimmaron Motel
asked an agreement could be wore out regarding payment of $2,400.00 for
water and sewer assessment. This will be discussed further at Workshop Meeting
on July 23rd.
ANNOUNCEMENTS:
Councilman Stinson asked if the drainage situation off Chase could be placed on
Workshop Agenda for July 23rd.

ANNOUNCEMENTS:
JULY 169 1968
W.T. Jones announced that the Washington State Law Enforcement Training
Commission, sanctioned Regional Basic Training Academy, consisting of 326 hours of
pelice training curriculum that will develop into 15, college credit hours, which
would apply to a continuing college education and will ultimately provide the
means for the individual officer to obtain the minimum of Association of Arts
Degree, will be held at Columbia Basin College from September 23, 1968 until
January 28, 1969. `
Councilman Greenlee announced that the Board of Health would meet on July 18,
1968.
