COUNCIL CHAMBERS
REGUaAR MEETING
CALL TO ORDER:
MAY 21, 1968
Meeting called to order at 8:00 P.M. by the Honorable G.E. Carter, Mayor.
ROLL CALL:
By Clerk's Representative. Councilmen present were: G.E. Carter, Donald
Cooper, Ed Hendler, Allen Stinson and George Stork. Councilmen Robert
Greenlee and Arthur Fletcher were absent from the meeting. Also present
were: City Manager, City Attorney, Director of Administration and Director
of Public Works.
APPROVAL OF MINUTES: A brief discussion ensued relative to tabulation of bills
in the minutes of the meeting, correction so noted.
Motion made by Hendler that the minutes of the re ular Council Meeting, held
May 7,_1968_, be approved as distributed. andea by Stinson. motion Carried.
PUBLIC HEARING - SPROUSE ADDITION:
MAYOR CARTER DECLARED THE INFORMAL PUBLIC HEARING OPEN FOR THE PURPOSE OF
DETERMINING WHETHER OR NOT THE RESIDENTS OF SPROUSE ADDITION WISHED•TO
CONTINUE WITH PROPOSED L.I.D. NO. 77:
The City Manager read the letter which had been sent'to all property owners in
Sprouse Addition, advising them of this special hearing. lie stated that the low
bid for this improvement was $54,413.15 as compared to the City Engineer's
estimate of $47,283.46; further, that it was the concensus of the City Council
that extra wide trench having to be dug due to sandy soil was one factor for
increased costs.
ROLAND DRAG00, 1724 N. 23rd, asked if there was an element of choice where the
City would draw the line for their participation in the proposed L.I.D.
Mayor Carter answered that this will probably be the last L.I.D. the Gity
would participate in, and at the moment, it would be budgetarily impossible
for the City to participate in the project based on $5.00 a front foot; $6.00
a front foot seemed to be a more realistic figure.
JACK COONEY, 1712 N. Chase, asked how many bids had been received and if it
were possible for property owners to form small L.I*.D.'s. Mayor Carter
replied that.two (2) bids had been received and yes, the City would welcome
small neighborhood L.I.D.'s.
HUGH HORTON, Attorney for Charles Swanson, 1916 N. 22nd, stated he was just an
interested spectator, but could not speak for his client until he had had an
opportunity to go over the proposed figures with him.
DONALD EMRICK, 1715 N. 23rd, favored continuing the project now as conditions
weren't going to get easier.
LUTHER PARROT, 1744 N. 22nd, asked if the individual property owner could stub
off at the property line if bedid not wish to connect to the sewer at this time.
Mr. Parrot was informed that he could negotiate with the contractor on a separate
basis.
DARRELL STALLBAUM, 1740 N. 22nd, felt there would be less digging involved if a
person hooked on now rather than wait until later.
JOHN MAKI, asked if you could run a line off the risor to your property line?
The Director of Public Works stated this could be done but the City wanted
to check all installations.

Following three (3) calls from Mayor Carter for further comments from the floor,
either for or against, the Public Hearing was declared closed.
Motion made by Hendler that the City of Pasco acct bid from Peters & Wood
in the amount of $54.41T.15 or o. 77,with assessment of $6.00 a
fron oot o ro ert owners and the CitZ of Pasco absorblu tie balance.

Hendler and Stork. ABSTAIN: Stinson (As a property owner in the District).
PETITION:
A petition was submitted by Leon Coutee, 620 S. Beech, bearing signatures of
approximately 12 - 14 residents on South Beech Street, protesting front
location of garbage receptacles at Government Subsidy Housing Project.
The City Manager reported he had talked to the Housing Authority and the
units will be moved to the rear of the building.
VISITORS:
There were no visitors wishing to address the Council at this time.
NEW BUSINESS:

TAX WAIVER REQUEST - PASCO JAYCEES: As there were no representatives from the
Pasco Jaycees in attendance, the City Council set aside this item of business.
(Mr. Arrowsmith, Pasco Jaycees, appeared at the end of the meeting).
RED LION MOTEL: The City Manager read a letter dated May 15, 1968, from Yakima
Federal avings & Loan, requesting consent by the City Council of the Assignment
of Mortgage and Lease Agreement to Yakima Federal Savings & Loan, relative to Red
Lion Motel, Inc.
Motion made by Stinson that the Cit of Pasco consent to mortgage to Yakima Federal
Savings & Loan Association the ehold estate as contained in Article V of the
Lease Agreement with Redion Mlotel, Inc., an
further consent to the assignment of the Lease Agreement to Yakima Federal Savings
oan AssociaEion. Seconded by Stork. Moti"o-n Carried.

Motion made by Hendler that all business license applications be approved.,
Seconded by Stork. Motion Carried.
SUGGESTIONS FROM COUNCIL - GENERAL DISCUSSION;
Councilman Stinson asked if the City could be involved as a result of an
accident at Rd. 24 and Court. He felt there was a safety factor which
should be considered.
Mayor Carter asked if "bump" could be repaired on Lucas Street, just north
of Court. The Director of Public Works stated it would be taken care of.
Councilman Hendler asked if any response had been made as to a Reciprocal
Agreement between Pasco and Richland. Mayor Carter stated he had not
had the opportunity to discuss this with Mayor Clagett, but would do so in the
near future.
ADJOURNMENT:
Motion made by Stinson that the meeting adjourn. Seconded by Stork. Motion
Carried. Meeting adjourned at 9:U/ P.M.
