COUNCIL CHAMBERS
REGULAR MEETING
CALL TO ORDER:
APRIL 4, 1967
Meeting called to order at 8:00 P.M. by the Honorable G.E. Carter, Mayor.
ROLL CALL:
By Clerk's Representative. Councilmen present were: G.E. Carter, J.G. Bailey,
George Stork and Donald Cooper. Councilmen R.L. Greenlee, Fred Robinson and
Russell Wiseman were absent from the meeting.
APPROVAL OF MINUTES:
Motion made by Bailey, seconded by Stork that the minutes of the Regular Council
Meeting held March 21, 1967, be approved as written. Motion Carried.
PUBLIC HEARING:
MAYOR CARTER DECLARED THE PUBLIC HEARING OPEN FOR THE REZONING OF S. SYLVESTER
PROPERTY FROM RESIDENTIAL R-1 to RESIDENTIAL R-2: (Blocks 1, 29 31, 40 5 and 6;
Lots 1 - 30, Block 7; and Lots 1 - 16, Block 8, all of O'Keefe's Second Addition.
Blocks 9, 10 and 11 of Pettit's Second Addition, Subdivision Block D and that
vacated portion of Murray Street lying between Yakima Street and West Shoshone
Street; more commonly described as that area bounded by Lucas Street on the
West, Bonneville Street on the South, Tenth Avenue on the east and Sylvester
Street on the North).
The City Manager reported the Public Hearing had been properly posted and
published. There were no written protests. A letter was read from Lyle
Balderson, City Planning Commission, recommending proposed zone change. For
information purposes, this area now has 32 apartments, 87 multiple units, 83
single units and 29 vacant lots.
Following three (3) calls from Mayor Carter for further comments, either for or
against, the Public Hearing was declared closed. C
ORDINANCE NO. 1274:
AN ORDINANCE CHANGING THE ZONE CLASSIFICATION OF CERTAIN REAL
PROPERTY WITHIN THE CITY OF PASCO FROM R-1 LOW DENSITY DISTRICT
TO R-2 MEDIUM DENSITY DISTRICT.
The City Manager read Ordinance No. 1274 by title. Motion made by Stork,
seconded by Bailey to adopt Ordinance No. 1274. Motion carried by roll call
vote of four (4).
VISITORS:
Mayor Carter recognized CHRIS WEIGE, 1827 W. Bonneville, who asked if the
zone change would affect his block. Mayor Carter answered negative.
OLD BUSINESS:
RESOLUTION NO. 709:
A RESOLUTION SETTING A DATE FOR HEARING ANY PROTEST AGAINST THE
PROPOSED SIDEWALK ASSESSMENT ROLL NOW ON FILE WITH THE CITY
TREASURER OF THE CITY OF PASCO, SAID SIDEWALKS HAVING BEEN
CONSTRUCTED PURSUANT TO CITY OF PASCO RESOLUTION NO. 697.
The City Manager read Resolution No. 709 in its entirety. Motion made by
Stork, seconded by Cooper to adopt Resolution No. 709. Motion carried by
roll call vote of four (4).
1967 STREET PROJECT: George Fisher, City Engineer, gave a brief resume of
proposed street improvements which would remain flexible depending on
availability of money. The following areas are designated for improvement:
1. 1st & Margaret - drainage problem
Bonneville - 5009 600 & 700 Blocks
Shoshone - 6009 700 & 800 Blocks

APRIL 4, 1967
AMBULANCE SERVICE:
A letter written by Mayor Carter to the Board of County Commissioners
was read for information. He asked that theyexplore the possibility of
forming a Public Hospital District to subsidize an ambulance service.
A contractual agreement could be negotiated with the Benton County
Hospital District, thereby providing both counties with a permanent
solution to the problem and give an efficient, economical service.

Motion made by Bailey, seconded by Cooper that all business license
applications be approved. Motion Carried.
GAS EXAMINER'S BOARD: A letter from Don Angotti, Chairman Tri -Cities Gas
Examiners oar was read proposing the formulation of a Tri -Cities Gas
Examiner's Board to standardize the Gas Fitter's Examination, establish an
educational program in which a general review of gas codes and construction
requirements will be made for the benefit of the gas industry, craftsmen,
inspectors, and other interested parties.
A meeting on this proposal will be held at the Kennewick City Hall,
April 5,, 1967, at 7:00 P.M.

NEW BUSINESS - CONTINUED:

BOAT BASIN: A Fee Schedule was submitted to be used for products and
services of Desert Marine, Inc., as follows:
INBOARD 6 OUTBOARD ENGINES,. BOATS, PARTS AND ACCESSORIES - As per
manufacturers List Prices plus servicing and freight costs, if any.
MOORAGE, COVERED - $25.00 per month, $180.00 per year to 32' craft.
MOORAGE, OPEN - $12.00 per month, $95.00 per year -to 24' craft.
MOORAGE, OPEN - $0.60 per foot per month over 241.
MOORAGE, BOAT HOUSES - $0.85 per foot per month, or $5.00 per foot per
year, on t`he beam, not to exceed 40' length.
SHOP LABOR - $8.00 per hour.
SERVICE CALLS AWAY FROM SHOP - $0.10 per mile plus shop time.
HAUL OUT SERVICE - to 20' $10.00; 21-26' $15.00; 27-31' $20.00;
32-36' $30.00; Above 36' on Estimate.
GASOLINE & OIL - Reg. gas $0.379 per gallon. Outboard mix gas $0.499 per
gallon. Inboard and Outboard oil per quart $0.70.
BOTTLED COLD DRINKS - $0.15 each.
Motion made by Bailey, seconded by Stork that the Fee Schedule, as submitted,
be approved. Motion Carried. (Corps of Engineers to be notified in writing).
TRI -CITY HUMANE SOCIETY: Tom Larkin, Manager of Humane Shelter,submitted
first report for perio of February 1, 1967 to March 22, 1967. There are
now five (5) employees and three (3) vehicles to cover the Tri -Cities.
Mobile telephone equipment has been installed in the vehicles and a ,
Euthanaire unit for humane disposal of animals has been purchased. The
following complaints have been responded to:

Richland 171
CENTRAL LABOR COUNCIL: The following Letter OF Intent, along with Quit
Claim Dee was received by the City Manager's Office in regard to street
right of way:
"It is the intention of the Benton -Franklin Counties Central Labor
Council to deed to the City of Pasco a full 30 feet for a right of
way along the southerly edge of property on Alton Street to center
of Alton Street, a distance of 696.75 feet and 10 foot of easterly
edge of property, a distance of 955.92 feet to East Lewis Street
on South Elm Street for right of way purposes."
Mayor Carter directed that the City Clerk's Office file all correspondence.
CENSUS REPORT (ESTIMATE): The City Manager reported the estimated census
report abee;; comp ete with a population figure of 16,702.
CORRESPONDENCE - LOUIS DIEMOND: A request to vacate a portion of Indiana
Street between Illinois nT Lewis Street abutting on the north to Lots 11
through 16, Block 5, Helms Second Addition to Pasco was submitted by
Louis Diemond.
Due to number of Councilmen present, Mayor Carter directed this correspondence
be discussed at the next Workshop Session on April 11, 1967.
1967 BUDGET REVIEW: The City Manager reported on the 1967 Budget (First Quarter)
with the aid of illustrated graphs. At the present time, the Library Department
is low in funds, as always this time of year, until they receive tax monies in
May.

A RESOLUTION AUTHORIZING THE CITY TREASURER TO SELL U.S.
TREASURY BONDS PREVIOUSLY PURCHASED FROM THE WATER &
SEWER FUND, AND NOW HELD IN SAFE KEEPING AT THE PEOPLE'S
NATIONAL BANK, PASCO, WASHINGTON.

The City Manager read Resolution No..708 in its entirety. Motion made by
Bailey, seconded by Cooper to adopt -Resolution No. 708. Motion carried by
roll call vote of four (4).
RESOLUTION NO. 710:
A RESOLUTION PROVIDING FOR A TEMPORARY TRANSFER LOAN FROM
THE WATER DEPARTMENT FUND T.0 THE LIBRARY FUND OF THE CITY
OF PASCO,
The City Manager read Resolution No. 710 in its entirety. Motion made by
Bailey, seconded by Cooper to adopt Resolution No. 710. Motion carried by
roll call vote of four (4).
