HomeMy WebLinkAbout03-21-1967 Minutes292 37 PASCO, WASHINGTON COUNCIL CHAMBERS REGULAR MEETING CALL TO ORDER: MARCH 21, 1967 Meeting called to order at 8:03 P.M. by the Honorable G.E. Carter, Mayor. ROLL CALL: By Clerk's Representative. Councilmen present were: G.E. Carter, J.G. Bailey, George Stork, Fred Robinson, Russell Wiseman and Donald Cooper. Councilman R.L. Greenlee arrived at 8:55 P.M. APPROVAL OF MINUTES: Motion made by Robinson, seconded by Stork that the minutes of the Regular Meeting held March 7, 1967, be approved as written. Motion Carried. VISITORS: MRS. WALTER OBERST was recognized by Mayor Carter. She asked how restrictive the proposed Tree Ordinance was going to be in regard to which variety could be planted. She was assured that the tree varieties suggested by the Beautification Committee was to be used as a guide line with some variations. OLD BUSINESS: ORDINANCE NO. 1270: AN ORDINANCE CHANGING THE ZONE CLASSIFICATION OF CERTAIN REAL PROPERTY WITHIN THE CITY OF PASCO FROM C-1, RETAIL BUSINESS ZONE TO C-3, GENERAL BUSINESS DISTRICT ZONE. The'City:Manager.-read Ordinance No. 1270 in its entirety. Motion made by Stork, seconded by Bailey to adopt Ordinance No. 1270. Motion carried by roll call vote of six (6). ORDINANCE NO. 1271: AN ORDINANCE REGULATING THE PLANTING, MAINTENANCE, PROTECTION, CONTROL AND REMOVAL OF TREES IN, NEAR AND UPON THE PUBLIC STREETS, ALLEYS, SIDEWALKS, SEWERS AND OTHER PUBLIC PLACES; PROHIBITING ENCROACHMENT THEREON OF GRASS, WEEDS, BUSHES, SHRUBS, PLANTS, TREES, OVERHANGING BRANCHES, AND OTHER VEGETATION WHICH OBSTRUCT THE VIEW AND PREVENT FREE USE THEREOF FOR PUBLIC PURPOSES WHICH MAY CONSTITUTE A HAZARD; DECLARING SUCH OBSTRUCTION TO BE A NUISANCE; PROVIDING FOR THE REMOVAL OR ABATEMENT THEREOF; PRO- VIDING FOR APPEALS FROM ORDER OF ABATEMENT; AND PRESCRIBING PENALTIES. The City Manager read Ordinance No. Wiseman, seconded by Bailey to adopt by roll call vote of six (6). BILLS: 1271 by title only. Motion made by Ordinance No. 1271. Motion carried Bills were presented against the City of Pasco as follows: Claims Totals Current Expense 255.58 255.58 Equipment Rental 29605.00 29605.00 Firemen's Pension Fund 54.71 54.71 TOTAL: $29915.29 $20915.29 Motion made by Wiseman, seconded by Cooper that Warrant No. 9931 through 9940 have been approved for payment this 21st day of March, 1967. Motion carried by roll call vote of six (6). r poutn 1 1 1 LJ� PASCO, WASHINGTON COUNCIL CHAMBERS REGULAR MEETING NEW BUSINESS: MARCH 21, 1967 CITY PLANNING COMMISSION: A letter from Lyle Balderson, City Planning Commission, was Ma-- recommending zone change from Residential R-1 to Residential R-2 on the following described property: Blocks 1,20,4,5 and 6; Lots 1 - 30, Block 7; and Lots 1 - 160 Block 8, all of O'Keefe's Second Addition. Blocks 9, 10 and 11 of Pettit's Second Addition, Subdivision Block D and that vacated portion of Murray Street lying between Yakima Street and West Shoshone Street; more commonly described as that area bounded by Lucas Street on the west, Bonneville Street on the south, Tenth Avenue on the east and Sylvester Street on the north. Motion made by Wiseman, seconded by Bailey to set Public Hearing for April 4, 1967 on this request. Motion Carried. RESOLUTION NO. 707: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PASCO, WASHINGTON, DECLARING ITS INTENTION TO ORDER THE IMPROVEMENT OF COURT STREET FROM CHASE AVENUE TO EMPIRE WAY WITHIN THE CITY OF PASCO, WASHINGTON, BY THE CONSTRUCTION AND INSTALLATION TO ARTERIAL STANDARDS OF CURBING, BALLASTING, GRADING, SURFACING, PAVING, AND TO CREATE A LOCAL IMPROVEMENT DISTRICT TO ASSESS A PART OF THE COST AND EXPENSE OF CARRYING OUT SAID ARTERIAL STREET IMPROVEMENTS AGAINST THE PROPERTY SPECIALLY BENEFITED THEREBY; AND NOTIFYING ALL PERSONS WHO MAY DESIRE TO OBJECT TO SAID IMPROVEMENTS TO APPEAR AND PRESENT THEIR OBJECTIONS AT A MEETING OF THE CITY COUNCIL TO BE HELD ON MAY 29 1967. ORDINANCE NO. 1272: AN ORDINANCE AUTHORIZING THE OPERATION OF A CITY OWNED AMBULANCE SERVICE TO SERVE THE CITY OF PASCO AND IN THE CASE OF EMERGENCY SURROUNDING RURAL AREAS, AND TO TRANS- PORT PERSONS IN NEED OF EMERGENCY HOSPITAL CARE TO HOSPITALS BEYOND THE CITY LIMITS, AND ESTABLISHING A TIME LIMITATION FOR THIS SERVICE. The City Manager read Ordinance No. 1272 in its entirety. Motion made by Bailey, seconded by Robinson to amend Section III to read: "The service provided herein shall terminate and cease effective June 20, 1967." Motion Carried. Motion made by Bailey, seconded by Robinson to adopt Ordinance No. 1272, as amended. Motion carried by roll call vote of six (6). (Councilman Bailey sugge ad a report be given at each Workshop Session as to calls, collections, etc.) ORDINANCE N0, 1273: AN ORDINANCE AMENDING SECTION 2 OF ORDINANCE N0, 1180 AS PREVIOUSLY AMENDED BY SECTION 1 OF ORDINANCE 1232, AND PASCO CITY CODE 10-5.08 AND BEING AN ORDINANCE DECLARING CERTAIN CONDUCT, ACTS OR OMISSIONS OCCURRING WITHIN THE CITY OF PASCO TO BE CRIMINAR.- The City Manager read Ordinance No. 1273 by title only. Motion made by Stork, seconded by Bailey to adopt Ordinance No. 1273. Motion Carried, MANAGER'S REPORT: BOAT BASIN: The City Manager reported that the Lease would be discussed by the Council at a Workshop Session. (March 28, 1967). OLD BRIDGE: It was the recommendation of the City Manager that the Governmental Conference consider this item on their agenda as soon as possible to arrive at compatible solution, which the Council concurred. AMBULANCE SERVICE: The City Manager asked the Council's approval of $25.00 fee for flat rate am ulance service, and $.75 per mile (Beyond 6 miles) thereafter. Motion made by Stork, seconded by Cooper to concur with City Manager's recommendation. Motion Carried. FIRE DEPARTMENT: The following memo was read as follows: Effective 8:00 A.M., April 15, 1967, the Fire Department will be converted to a 40 -hour, 5 -day week shift schedule. The strength of the Department by that date will be as follows: 1 Fire Chief, 1 Battalion Chief, 4 Captains, 14 Firemen for a total of 20. The two extra men are required because of the addition of the ambulance operation to the Department." /S/ Horace E. Menasco STATE HIGHWAY DEPARTMENT: A letter from the State Highway Commission, approving City of Pasco Prospectus for improvement of Court Street - west of Chase Avenue was read for information.
