COUNCIL CHAMBERS
REGULAR MEETING
CALL TO ORDER:
JANUARY 17, 1967
Meeting called to order at 8:00 P.M. by the Honorable G.E. Carter, Mayor.
ROLL CALL:
By Clerk's Representative. Councilmen present were: G.E. Carter, J.G.
Bailey, Russell Wiseman, Fred Robinson, George Stork and Donald Cooper.
Councilman Robert Greenlee was absent from the meeting.
APPROVAL OF MINUTES:
Motion made by Wiseman, seconded by Robinson that the minutes of the Regular
Council Meeting held January 3, 1967, be approved as written. Motion Carried.
VISITORS:
REV. JONES, Church of God in Christ, was recognized by Mayor Carter. Rev.
Jones was concerned about zoning (Industrial) in the area where his church
is located at Main and Holden. His parish is interested in acquiring a new
site through the possibility of sale or trade.
OLD BUSINESS:
ORDINANCE NO. 1266:
AN ORDINANCE CHANGING THE ZONE CLASSIFICATION OF CERTAIN REAL
PROPERTY WITHIN THE CITY OF PASCO FROM R-1 LOW DENSITY
RESIDENTIAL DISTRICT TO C-1 RETAIL BUSINESS ZONE.
The City Manager read Ordinance No. 1266 in its entirety. Following
discussion, motion made by Bailey, seconded by Stork to table Ordinance No
1266 until next Regular Council Meeting on February 6, 1967. Motion Carried.

The City Manager recommended further study between Council and Police Department
regarding bids received for two (2) sedans.
Motion made by Bailey, seconded by Stork that recommendations of the Staff be
accepted and contracts be awarded to successful bidders. Motion carried by five
(5) yes and one (1) abstaining. (Councilman Wiseman abstaining).
SCHELL CONCRETE COMPANY: A letter from J.G. Ungerecht, regarding sidewalk
installation bttween Meridian and Illinois Streets, was read as follows:
"This morning, Mr. Arnold Schell and I examined the damaged sidewalk
fronting my property on Court Street between Illinois and Meridian
Streets. We decided acceptable repairs could be made. Mr. Schell
agreed to accept a 30% reduction on the unit price. We also agree to
accept his proposal."
Following discussion, it was the Council's concensus that the City should
expect a finished product according to the original plans and specifications.
Motion made by Wiseman, seconded by Bailey that the sidewalk under con-
sideration be removed and replaced as determined by the Building Staff.
Motion carried by roll call vote of five (5) yes and one (1) abstaining.
(Councilman Stork abstained due to the fact that he, like Mr. Schell, is
also a contractor.)

ORDINANCES:
ORDINANCE NO. 1267:
AN ORDINANCE CREATING A NEW FUND TO BE KNOWN AS THE RECREATION
FUND AND PROVIDING FUNDS THEREFORE; AND COMBINING THE GOLF FUND
WITH THE PARK FUND AS ONE FUND TO BE KNOWN AS THE PARK FUND; ALL
IN ACCORDANCE WITH THE 1967 BUDGET OF THE CITY OF PASCO.
The City MANager read Ordinance No. 1267 in its entirety. Motion made by
Cooper, seconded by Wiseman to adopt Ordinance No. 1267. Motion carried
by roll call vote of six (6).
RESOLUTION NO. 703:
A RESOLUTION REAFFIRMING THE POSITION OF THE PASCO CITY COUNCIL
AS TO THE PROPOSED ROUTE OF INTER -STATE HIGHWAY NO. 82.
Mayor Carter read Resolution No. 703 in its entirety. Motion made by
Stork, seconded by Wiseman to adopt Resolution No. 703. Motion carried
by roll call vote of six (6). (Mayor Carter directed that copies of this
Resolution be sent to: Senator Mike McCormack, Representative Dan Jolly,
Representative Doris Johnson, Representative Walt Reese, Senator Damon R.
Canfield, Mr. Elmer Huntley and Mr. Charles L. Prahl).

REGULAR MEETING
SUGGESTIONS FROM COUNCIL - GENERAL DISCUSSION:
JANUARY 17, 1967
Councilman Stork suggested that action be started for larger sewage plant facilities
to accomodate anticipated population growth.
The City Manager reported in detail what two courses of action could be taken;
namely, application for Federal or 702 Planning Money.
Following discussion, motion made by Stork, seconded by Cooper that the
City Manager be authorized to proceed with application for 702 Funds,
Engineering Study and Plans, for Sewage Treatment Plant. Motion carried
by roll call vote of six (6).
ADJOURNMENT:
Motion made by Bailey, seconded by Wiseman that the meeting adjourn. Motion
Carried.
