COUNCIL CHAMBERS
REGULAR MEETING
CALL TO ORDER:
JANUARY 3, 1967
Meeting called to order at 8:02 P.M. by the Honorable G.E. Carter, Mayor.
ROLL CALL:
By Clerk's Representative. Councilmen present were: G.E. Carter, J.G.
Bailey, R.L. Greenlee, Fred Robinson, George Stork, Russell Wiseman and
Donald Cooper.
APPROVAL OF MINUTES:
Motion made by Robinson, seconded by Stork that the minutes of the Regular
Council Meeting held December 20, 1966, be approved as written. Motion
Carried.
VISITORS:
There were no visitors wishing to address the Council at this time.
OLD BUSINESS:
BENTON-FRANKLIN GOVERNMENTAL BY-LAWS: A copy of Benton -Franklin Governmental
By -Laws was presented each Councilman for consideration. The City Manager
reported the Group's main purpose was to serve as legal representatives to
contact State and Federal Agencies for funds.
Following discussion, motion made by Greenlee, seconded by Bailey that the
City of Pasco adopt the Benton -Franklin Governmental By -Laws with the ex-
ception of last sentence, SECTION:III, MEMBERSHIP, "and a representative of
the United States Department of Housing and Urban Development", be stricken
and/or revised to read, "an appropriate representative of the United States
Government." Motion carried by roll call voter•_.of seven (7).
MARINA LEASE ASSIGNMENT: A copy of Marina Lease Assignment was considered
y the Council.
Following discussion, motion made by Greenlee, seconded by Bailey to adopt
Marina Lease Assignment and that the Mayor be authorized to execute Lease
on behalf of the City. Motion Carried.
SCHELL CONCRETE COMPANY: A letter from Arnold Schell was read as follows:
"This letter will serve to confirm our agreement to repair the damaged
sidewalk under Job No. 66-10. We will take a Twenty -Five (25%) per cent
reduction on the original unit price of the two (2) property owners
involved. Attached are letters from various Tri City Contractors,
giving their opinions of the quality of the original work."
Motion made by Greenlee, seconded by Wiseman to reject letter from Schell
Concrete Company to City Manager, dated January 3, 1967, regarding sidewalk
repair on Job No. 66-10. Motion Carried.
ORDINANCES:
ORDINANCE NO. 1265:
AN ORDINANCE CHANGING THE ZONE CLASSIFICATION OF CERTAIN REAL
PROPERTY WITHIN THE CITY OF PASCO FROM R-2 MEDIUM DENSITY
RESIDENTIAL DISTRICT TO C-3 GENERAL BUSINESS DISTRICT ZONE.
The City Manager read Ordinance No. 1265 in its entirety. Motion made
by Greenlee, seconded by Bailey to adopt Ordinance No. 1265. Motion
carried by roll call vote of seven (7).

Motion made by Bailey, seconded by Cooper that Warrant No. 9560 through
9635 have been approved for payment this 3rd dayoJanuary ,
1967. Motion carried by roll call vote of seven7 .
VISITORS:
Mayor Carter returned to "Visitors" and recognized former Councilman,
CHARLES KILBURY. Mr. Kilbury expressed his desire for a private meeting
with the Councilmen later in the evening.
HUGH OSBORNE, COLLEGE VIEW BAPTIST CHURCH, was recognized by Mayor Carter,
and he, too, expressed a desire to meet with the Councilmen later in the
evening.
NEW BUSINESS:
HUMANE SOCIETY CONTRACT: Councilman Donald Cooper briefly elaborated on
Humane Society Contract as a joint venture of the Tri -Cities, and called
specific attention to Page Two, Paragraph Nine, whereby it indicated insurance
liability amounts, and proposed changes.
Motion made by Cooper, seconded by Bailey to enter into Agreement with Humane
Society, but changing public liability limits to $100,000.00 - Personal Injury;
$200,000.00 Bodily Injury per accident and $25,000.00 Property Damage. Motion
Carried.
BUSINESS LICENSE ROSTER:
The following business license applications await approval of the Council:
NORGE SELF-SERVICE DRY CLEANING, 1129 W. Court, Dry Cleaning, Creed Thomas.
MARY S BEAUTY SHOP, 616 West "A", Beauty Shop, Patricia Ellwein.
BRAVARD'S UPHOLSTERY 1016 West "B", Upholstery Shop, Jesse Bravard.
DEL -GENE'S COIFFURE, 1416 W. Clark, Beauty Shop, Dona Grover.
Motion made by Bailey, seconded by Cooper that all business license applications
with the exception of Bravard's Upholstery (Non -Conforming, Should be C-2)
be approved. Motion Carried.
APPOINTMENTS:
HUMAN RESOURCES COMMITTEE: Mayor Carter recommended that Rev. Hauge,
Charles Knapp, Joe Jackson and Mrs. Richard Robinson be re -appointed for a
successive term expiring January 1, 1969; and, Mrs. M.L. Hilton, Bonnie
Hart, Harold Wyman= Rev. Paul Walker and Herbert Howze,'.Lozie Barnes and -
e#4 -be appointed

recommendeq Ed Jackson, Charles Evans, Leon Coutee, Larry Brown and Olaf

Motion made by Greenlee, seconded by Wiseman to concur with Mayor Carter's
recommendations. Motion Carried.

LIBRARY BOARD: Mayor Carter submitted the name of Howard Baker to the Library
Board, MlMing Orville Olson and directed that a letter of appreciation be
sent to Mr. Olson. He asked the Council's concurrence on his appointment.
Motion made by Wiseman, seconded by Greenlee to concur with Mayor Carter's
recommendation. Motion Carried. (Expiration Date - 12/31/71)
RECREATION ADVISORY BOARD: Mayor Carter appointed Thomas Eakin to Recreation
Advisory Boara with expiration date of February 2, 1969, and asked the
Council's concurrence.
Motion made by Stork, seconded by Greenlee to concur with Mayor Carter's
appointment. Motion Carried.
INSURANCE COMMITTEE: Mayor Carter appointed Sherwood & Roberts to Insurance
Committee wit expiration date of September 23, 1969 and asked the Council's
con currence.
Motion made by Greenlee, seconded by Robinson to concur with Mayor Carter's
appointment. Motion Carried.
CIVIL SERVICE COMMISSION: Mayor Carter appointed John Schultz to Civil
Service Commission with expiration date of February 17, 1968, (unexpired
term of late A.G. Wilk) and asked the Council's concurrence.
Motion made by Greenlee, seconded by Cooper to concur with Mayor Carter's
appointment. Motion Carried.
ORDINANCES:
ORDINANCE NO. 1266:
AN ORDINANCE CHANGING THE ZONE CLASSIFICATION OF CERTAIN REAL
PROPERTY WITHIN THE CITY OF PASCO FROM R-1 LOW DENSITY
RESIDENTIAL DISTRICT TO C-1 RETAIL BUSINESS ZONE.
The City Manager read Ordinance No. 1266 in its entirety. Following
discussion, motion made by Greenlee, seconded by Bailey to table Ordinance
No. 1266. Motion Carried.
SUGGESTIONS FROM COUNCIL - GENERAL DISCUSSION:
JAMES WELCH: A letter from James Welch was read as follows:
"It is my understanding that it is proposed that part of the
area in which my business is located is to be re -zoned as a
C-1 classification. The purpose of this letter is to request
that this proposal be adopted. This request is made with full
knowledge of the fact that no outside storage will be permitted
outside of the C-1 zone other than that permitted by ordinance
and that it may become necessary for me, as far as my business
is concerned, to either erect a six foot sight -obscuring fence
around that part of my property which is zoned as C-1 or to
refrain from outside storage other than that set out in Pasco
City Ordinance #1203, Section 3-2, and related sections thereto."
Following discussion, no further action was taken on Mr. Welch's correspondence
at this time.

Motion made by Robinson, seconded by Bailey that the meeting adjourn. Motion
carried.
