COUNCIL CHAMBERS
REGULAR MEETING DECEMBER 6, 1966
CALL TO ORDER:
Meeting called to order at 8:03 P.M. by the Honorable G.E. Carter, Mayor.
ROLL CALL:
By Clerk's Representative. Councilmen present were: G.E. Carter, J.G.
Bailey, Russell Wiseman, George Stork and Donald Cooper. Councilman
R.L. Greenlee arrived at 8:15 P.M. Councilman Fred Robinson was absent
from the meeting.
APPROVAL OF MINUTES:
Motion made by Wiseman, seconded by Cooper that the. minutes of the Regular
Council Meeting held November 15, 1966, be approved as written. Motion
Carried,
VISITORS:
TOTAL $75,859.68 $759462.69 $889814.88
Mr. C.F. Whetsler, Director of Public Works, stated the bids had been tabulated
for accuracy and recommended the Purchase Contract be awarded to Pacific
States Cast Iron, Portland, Oregon, in the low bid amount of $75,462.69.
Motion made by Bailey, seconded by Stork that the recommendation of Mr. Whetsler
be accepted and Pacific States Cast Iron be awarded Purchase Contract in the
amount of $75,462.69. Motion carried by roll call vote of five (5).
(Councilman Greenlee had not yet arrived).

OLD BUSINESS:
CITY JOB NO. 66-89 L.W. VAIL: A letter from George R. Fisher, City Engineer,
was read stating that Job No, 66-8 (construction of North Chase Avenue to
Airport Terminal) had been completed according to -plans and specifications
and recommended the work be accepted and the State Tax Commission and
Department of Labor & Industries be so advised.
Motion made by Wiseman, seconded by Bailey that recommendation of City Engineer
be accepted and State Tax Commission and Department of Labor 6 Industries be
so advised. Motion carried by roll call vote of five (5). (Councilman
Greenlee had not arrived yet) .

The following bills were presented against the City of Pasco:

Motion made by Bailey, seconded by Stork that all bills properly vouchered
and signed be paid. Motion carried by roll call vote of six (6).
NEW BUSINESS:
CENSUS COMMITTEE - 1970 FEDERAL CENSUS: Motion made by Bailey, seconded by
Stork that the Franklin County Regional Planning Commission be designated as
Census Committee for the 1970 Federal Census. Motion Carried.
GEORGE FISHER CITY ENGINEER: A letter from George Fisher was read as follows:
Due to complaints from the State Health Department regarding high bacteria
count in the Columbia River downstream from our effluent line from the
Sewage Treatment Plant, it was felt that an emergency condition existed.
To alleviate this problem, immediate construction of a chlorine contract
tank was initiated to raise the quality of the sewage treatment plant
effluent and to bring it within acceptable standards before discharge
to the river. The estimated cost of this tank is $4,500.00. Inaccordance
with the provisions of RCW 37.04.020, Paragraph 4, the following detailed
estimate of costs is submitted:
Equipment Rental $ 210.00
Material 19870.00
Labor 19670.00
Fringe Benefits 250.00
Overhead 500.00

Motion made by Bailey, seconded by Cooper that work done by the City be
sanctioned as it was of immediate necessity. Motion Carried.
AWARD - A.L. BOND: A letter of commendation from the State Department of
Health to A.L. Bond, City employee, was read by Mayor Carter as follows:
"It is with pleasure that the Certification Committee for the
Washington Water Works Certification Program announces that a
Certificate of Competence is being issued to Mr. Albert L. Bond.

AWARD - CONTINUED:
It is the aim.of this certification program to:
(1) Establish confidence of employees and the public in the man
who is responsible for managing and operating a safe, potable
water supply system;
(2) Help the operator create a pride in his work and stimulate a
desire for self-improvement;
(3) Improve the knowledge and prestige of men employed in the field
of water works operation.
The program as established is entirely voluntary and need be participated in
only by those who see in it a value to themselves, their profession, or their
employer. Mr. Bond has successfully fulfilled the requirements which,
together with his experience, have qualified him for classification as a
Water Works Specialist. He is to be congratulated for his interest in this
program and for his service to your community."

JOB NO. 66-10 - SCHELL CONCRETE CO:
A letter from George Fisher, City Engineer, to Schell Concrete Company was read
as follows:
"A portion of the work performed under Contract Job No. 66-10 with the
City of Pasco is not acceptable to the City. Specifically, some of the
sidewalks poured on Friday, December 2, 1966, has been defaced and portions
also show that the work was not protected from rain. Your attention is
invited to Section 43, 3.04, which states in part, "Before commencing
the placing of any concrete sidewalk, the Contractor shall have on the
job site sufficient protective paper to cover the pour of an entire day
in event of rain or other unsuitable weather. The sidewalk shall be
protected against damage or defacement of any kind until it has been
accepted by the Owner. Sidewalk which is not acceptable to the Engineer
because of damage or defacement, shall be removed and replaced at the
expense of the Contractor. Additional requirements for curing in cold
weather shall be as outlined in Section 39-3.21. Un6iitable work will
be identified by marking with yellow spray paint to facilitate removal
and replacement."

Continued:
DECEMBER 6, 1966
Mayor Carter again reiterated his previous statement regarding sidewalk
defacing. It was reported that it will cost approximately $1,800.00 to
repair damage if the sidewalk has to be removed and replaced. Grinding
operations are underway to see if any portion can be salvaged.
SUGGESTIONS FROM COUNCIL - GENERAL DISCUSSION:
Councilman Wiseman suggested the possibility of inviting 20-25 residents of
Pasco (by letter) to attend each Council Meeting in order to better inform
them on their municipal government, and the time and effort expended by
each Councilman who is representing them.
Mayor Carter urged more youth participation at Council Meetings as they are
the leaders of tomorrow.
AIRPORT DEDICATION: Dedication ceremonies will be held at the New Airport
Terminal, Saturday, December 10, 1966 at 2:00 P.M.

Motion made by Bailey, seconded by Stork that the meeting adjourn. Motion
Carried.
