COUNCIL CHAMBERS
REGULAR MEETING
CALL TO ORDER:
OCTOBER 18, 1966
Meeting called to order at 8:03 P.M. by the Honorable G.E. Carter, Mayor.
ROLL CALL:
By Clerk's Representative. Councilmen present were: G.E. Carter, J.G. Bailey,
R.L. Greenlee, and_Russell:Wiseman. .Councilman.Donald Cooper arrived at 8:05
P..M;. (Councilmen -.Fred Robinson and George Stork were absent from the meeting).
APPROVAL OF MINUTES:
Motion made by Greenlee, seconded by Wiseman that the minutes of the Regular
Meeting held October 4, 1966, be approved as written. Motion Carried.
VISITORS:
There were no visitors wishing to address the Council at this time.
OLD BUSINESS:
JOB NO. 66-6 - RANDOLPH PLUMBING'&"HEATING:- A letter from George Fisher,
City Engineer, was rea stating t at o o. 66-6 for laying cast iron water
main in North Chase Street had been completed acdording to plans and speci-
fications by Randolph Plumbing & Heating, and recommended acdeptance of.
same.
Motion made by Greenlee, seconded by Bailey that recommendation of City
Engineer be accepted and the Department of Labor and Industries and Tax
Commission be notified. Motion Carried.
JOB NO. 66-7 - VERN HAISCH: A letter from George Fisher, City Engineer,
was read stating t at a No. 66-7 for construction of sanitary sewer
gravity andepressure line in North Chase Street had been completed according
to plans and specifications by Vern Haisch Construction Company, and
recommended acceptance of same.
Motion made by Greenlee, seconded by Wiseman that recommendation of City
Engineer be accepted and the Department -of Labor and Industries and Tax
Commission be notified. Motion Carried.
NEW BUSINESS:
PROCLAMATION - UNITED NATIONS DAY: Mayor Carter read the following Proclamation.
WHEREAS, the United Nations is dedicated to the quest for enduring peace with
justice, and to the advancement of the cause of human rights; and
WHEREAS, the United Nations has clearly demonstrated its value as a vital
diplomatic forum in times of crises, and
WHEREAS, the need for all nations to avail themselves of the peace keeping
and many other functions of the United Nations is more apparent than ever, and
WHEREAS, the United Nations serves the interests of this Nation by promoting
humanitarian principles which we share, and
WHEREAS, the General Assembly of the United Nations has resolved that October
twenty-fourth, the anniversary of the.coming into force of the United Nations
Charter should be dedicated each year to making known the purposes, principle
and accomplishments of the United Nations:
NOW, THEREFORE, I, EDWARD CARTER, Mayor of the City of Pasco, Washington,
do hereby urge the citizens of this City to observe Monday, October 24,
1966, as
UNITED NATIONS DAY
in cooperation with the National, State and local committees for the United
Nations; and to participate on a personal basis by obtaining significant
and accurate information concerning the United Nations Organizations.
IN WITNESS WHEREOF, I have hereunto set my hand and caused the Seal of the
City of Pasco, Washington, to be affixed.

PROCLAMATION - RESTAURANT MONTH: Mayor Carter read the following Proclamation:
WHEREAS, Citizens of Pasco have for decades confidently looked to the
food service industry for good food, pleasant service and
highest standards of sanitation as they eat away from home;
and
WHEREAS, The Restaurant Industry, truly a hospitality industry, has
so effectively helped host the thousands of guests who visit
our City each year leaving them with a lasting impression that
the City of Pasco is a City of friendliness and congeniality;
and
WHEREAS, The Food Service Industry in our area is a vital part of the
economy, employing 372 citizens in more than 57 restaurant
and beverage establishments with an annual payroll of more
than $247,954.00; and
WHEREAS, The Month of October is being observed nationally and in
Washington State as Restaurant Month; therefore
BE IT RESOLVED, That I, G.E. "Ed" Carter, Mayor of the City of Pasco,
Washington hereby proclaim
OCTOBER
as Restaurant Month in Pasco.
APPOINTMENTS:
HOUSING AUTHORITY: Mayor Carter submitted the name of JOHN WELCH to the
Housing Authority Board (Expiration date, January 28, 1972) and asked the
Council's concurrence.
Motion made by Greenlee, seconded by Bailey to concur with Mayor Carter's
recommendation. Motion Carried.
BOARD OF ADJUSTMENT: Mayor Carter re -appointed DON ANDERSON to the Board
of Adjustment Expiration date, October 19, 1969) and asked the Council's
Concurrence.
Motion made by Bailey, seconded by Greenlee to concur with Mayor Carter's
recommendation. Motion Carried.
BUILDING APPEALS COMMISSION: Mayor Carter re -appointed DR. JOHN BATCH to
the Building Appeals Commission (Expiration date, October 5, 1971) and asked
the Council's concurrence.
Motion made by Wiseman, seconded by Greenlee to concur with Mayor Carter's
recommendation. Motion Carried.
CONSTRUCTION CODE REVIEW BOARD: Mayor Carter re -appointed GEORGE GRANT to
Construction Code Review Board (Expiration date, June 1, 1969) and asked the
Council's concurrence.
Motion made by Bailey, seconded by Greenlee to concur with Mayor Carter's
recommendation. Motion Carried.
GAS EXAMINER BOARD: Mayor Carter re -appointed LEX SCHNETTLER to the Gas
Examiner Board Expiration date, August 21, 1969) and asked the Council's
concurrence.
Motion made by Bailey, seconded by Cooper to concur with Mayor Carter's
recommendation. Motion Carried.

BUSINESS LICENSE ROSTER:
OCTOBER 18, 1966
The following business license applications await approval of the Council:

Motion made by Bailey, seconded by Cooper to approve all business license
applications. Motion Carried.
CITY PLANNING COMMISSION: A letter from Lyle Balderson, City Planning Commission,
was read as follows:
"In September of this year, the Woman's Committee of the Chamber of Commerce
submitted to the Planning Commission for their study and recommendation,
a proposed tree ordinance for Pasco. The Planning Commission undertook a
study of the proposed ordinance and at their regular meeting held on October 13,
1966, a motion was passed to recommend to your honorable body the adoption of
the proposed tree ordinance for the City of Pasco. The Ordinance as presented
broadens and updates the existing street tree ordinance and is aimed towards
the preservation and development of trees and other plantings to help beautify
the City of Pasco. Also, as indicated in their cover letter to the Council,
the Women's Committee recommended the preparation of a Master Street Plan. The
Planning Commission has not undertaken a study of that proposal at this time,
and therefore, no action has been taken on the matter."
This item of business will be discussed further at Workshop Session.
CITY PLANNING COMMISSION: A letter from Lyle Balderson, City Planning Commission,
was read with their recommendations for the most appropriate use of the area
south of "A" Street between Tenth Avenue and the Northern Pacific Railway
spur line.
1. Due to its location, the area is an enclave surrounded by both major
arterials and railroad tracks, all of which tend to attract commercial
developments and repel residential development;
2. The recent concentration of several heavy commercial uses in the area
tends to further repel residential development;
3. The inability to get financing in this area for residential construction
indicates that residential dwelling units will not be constructed or
remodeled; and
4. This area is so situated relative to transportation routes and industrial
districts that more commercial uses will tend to develop in the future.
This item of business will be discussed further at Workshop Session.
CITY PLANNING COMMISSION: A letter from Lyle Balderson, City Planning Commission,
was read with t eir recommendations for the most appropriate use of the area
southeast of Tenth and Lewis Street. It was the opinion of the Planning
Commission that the most appropriate use at this time for the area would
be light commercial. While the Planning Commission is concerned with the
"Upgrading" of the site, it felt that to rezone the area to an industrial
zoning to allow present use to continue operation or some other industrial
use to utilize this site might have adverse consequences in the future,
which would not be off -set at this time with the proposed upgrading of the
area.

SUGGESTIONS FROM COUNCIL - GENERAL DISCUSSION:

COMMITTEE FOR COMMUNITY BETTERMENT: A letter signed by Mort Frayn, Finance
Chairman, for Committee for Community Betterment was read acknowledging
contributions by City employees, Mayor and Council in support of Initiative
226.
Mayor Carter suggested this letter be posted for all to see.
TRI -CITIES CHAMBER OF COMMERCE: A letter from Hugh Horton, Acting President
of the Tri -Cities Chamber of Commerce was read as follows:
"On behalf of the Tri -Cities Chamber of Commerce, we wish to compliment
you for your work in obtaining the recent engineering study that was
made in conjunction with the new Interstate Highway 82. We feel this
study is a start of something that will be a definite asset to the
Tri -Cities Area. We would appreciate being kept advised of anything
coming up concerning highways in this area; also, we want you to feel
free to call us if we can be of assistance."

Carried.
