CALL TO ORDER:
AUGUST 2, 1966
Meeting called to order at 8:00 P.M. by the Honorable G.E Carter, Mayor,
ROLL CALL:
By Clerk's Representative. Councilmen present were: G.E. Carter, J.G.
Bailey, R.L. Greenlee, George P. Stork, Rus§ell Wiseman, Fred Robinson
and Donald Cooper. -
APPROVAL OF MINUTES:
Motion made by Robinson, seconded by Stork that the minutes of the
Regular Council Meeting held July 19, 1966, be approved as written.
Motion Carried.

BID OPENING: (Mower)
As there was only one (1) bid submitted for this item, it was the
City Manager's suggestion to re -advertise for bids, setting opening
date as of August 16, 1966.
Motion made by Greenlee, seconded by Cooper that all bids be tabled for
further study. Motion Carried.
Councilman Greenlee suggested that all bids be studied at next Workshop
Session (August 9, 1966).
PUBLIC HEARING:
MAYOR CARTER DECLARED THE PUBLIC HEARING OPEN FOR THE REZONING OF HURLEY
PROPERTY, LOTS 59 6, 7 AND 8, BLOCK 11, COLUMBIA ADDITION TO PASCO FROM
RESIDENTIAL R-1 TO RESIDENTIAL R-3.
The City Manager read Notice of Public Hearing and reported it had been
duly published and posted. No written protests were received. A letter
from Lyle Balderson, City Planning Commission, was read - recommending
the zone change subject to the following conditions:
"That if the proposed development as stated in the application
has not been started within one year from the date the zoning
became effective, -the zone would revert back•to that zone
classification immediately preceeding the change of zone."
Motion made by Greenlee, seconded by Bailey that the City Attorney be
instructed to draw up necessary Ordinance for consideration of the Council
on August 16, 1966. Motion Carried.`
MAYOR CARTER DECLARED THE PUBLIC HEARING OPEN FOR THE REZONING OF LEE
PROPERTY, LOTS 9 AND 10, BLOCK 10, GANTENBEIN'S ADDITION TO PASCO,
ACCORDING TO PLAT THEREOF RECORDED IN VOLUME "B" OF PLATS, TOGETHER WITH
VACATED EAST 10 FEET OF SOUTH 6TH AVENUE ADJOINING SAID LOTS AND TOGETHER
WITH VACATED.NORTH HALF OF "D" STREET ADJOINING SAID LOT 9.
The City Manager read Notice of Public Hearing and reported it had been
duly published and posted. One written protest was received from PEARL
AND EDWARD HAUCK.
STAN MOORE, Attorney for group, commended the Planning Commission and
further stated his clients were happy with new restrictions which Mr.
Lee had agreed to.
HUGH HANRATTY, addressed the Council and stated his concern about North/
South alley adjoining his property -•whether or not it would be dead - end.
L. SMATHERS asked the Council what they felt was•a reasonable time limit
for installation of fence on Mr. Lee's property.
Following discussion, Councilman Bailey suggested 120 days or November 1,
1966 as date of completion.
Following three calls for further comments from the floor, either for or
against, the Public Hearing was declared closed.

Motion made by Greenlee, seconded by Stork to instruct City Attorney to
prepare necessary Ordinance for rezoning of Lee property - to be
presented at next Regular Council Meeting on August 16, 1966, Motion
Carried.
PUBLIC HEARING - FORMATION OF L.I.D. NO. 75:
MAYOR CARTER DECLARED THE PUBLIC HEARING OPEN FOR FORMATION OF L.I.D.
NO. 75 (BROWN, OCTAVE, MARIE, HENRY AND AURILIA STREETS):
The City Manager read Notice of Public Hearing and reported it had been
duly published. Written protests were received from the following:
Joseph Pepich, Mollie Churchka, Mary Harris, Peter Klundt, Louis Schoeppach,
John Green, V.E. Deering, H.F. Truett, Erwin 6 Emma Dahman, Richard 6 Mary
Kephart and Bryce 6 Ruth Hall. A letter was received from Walter Oberst,
favoring the L.I.D.
Various petitions containing names of sixty-eight (68) property owners
were presented - favoring the L.I.D., but wanting 62' streets minus parking
strips instead of 40' streets on Brown, Marie and Octave Streets,
MR. SCHWARTZPKOF stated the City had paved his street sometime before. He
was also concerned about additional assessment for moving light posts, water
meters, etc.
JENNIE BELLE WALSH felt she should have been consulted about "Bus Stop"
on her property.
C.W. STILES asked about the amount of future assessments if the side street: -.-
south of ry is improved. Mr. Fisher, City Engineer, answered by stating
it would be the same as across the street provided costs remained the same.
(Approximately $526.00).
FLOYD MOORE felt that 34' was not adequate for residential street. Mr.
Fisher stated this allowed two (2) parking lanes and two (2) travel lanes.
GEORGE GOULET was concerned how the improvement would affect his property
taxes.
MRS. BROWN favored the wider streets, but no parking strips.
G. ARNOLD also favored wider streets, but no parking strips.
RON PASSAGE, LYLE NEFF, GEORGE GRANT, JOHN MARUCA, THURSTON KIMBRELL,
MRS. CLARK, B. MORGAN, MR. ARNOLD, MRS. NAY AND C.S. MITCHELL all addressed
the Council and supported previous statements favoring the wider streets.
They felt the increased cost would be beneficial to them.
Following three calls from Mayor Carter for further comments from the floor,
either for or against, the Public Hearing was declared closed.
ORDINANCES:
ORDINANCE NO. 1251:
AN ORDINANCE ORDERING THE IMPROVEMENT OF BROWN STREET FROM AURILIA
AVENUE TO ARTHUR AVENUE AND CERTAIN OTHER STREETS AND AVENUES IN
THE CITY OF PASCO, WASHINGTON, BY GRADING, CONSTRUCTING AND IN-
STALLING NEW BASE COURSE, 1-1/2 INCH OF ASPHALT CONCRETE SURFACING
CURBS AND GUTTERS AND STORM SEWERS, ALL IN ACCORDANCE WITH RESOLUTION
NO. 694 OF THE CITY COUNCIL OF THE CITY OF PASCO, WASHINGTON;
ESTABLISHING LOCAL IMPROVEMENT DISTRICT NO. 75; PROVIDING THE METHOD
OF ASSESSMENT IN SAID DISTRICT; PROVIDING THAT PAYMENT FOR SAID
IMPROVEMENT BE MADE IN PART BY SEECIAL ASSESSMENTS UPON THE PROPERTY
IN SAID DISTRICT, PAYABLE BY THE MODE OF "PAYMENT BY BONDS"; AND
PROVIDING FOR THE ISSUANCE AND SALE OF LOCAL IMPROVEMENT DISTRICT
WARRANTS REDEEMABLE IN CASH AND LOCAL IMPROVEMENT DISTRICT BONDS.

ORDINANCES - CONTINUED:
Motion made by Bailey, seconded by Greenlee that all bills properly signed
and vouchered be paid. Motion carried by roll call vote of seven (7).
NEW BUSINESS:
Y.M.C.A. - MAX BROWN: A letter from Max Brown, Y.M.C.A. Board Member, was
read proposing the following changes in the existing lease.
1. Execute a revision or a new lease beginning September 1, 1966,
for a period of two years and delete the present clause, allowing
a 60 day cancellation by either party.
2. Provide that in the event the property is sold by the City of
Pasco during the term of the lease, the lease may be cancelled by
the purchaser with 60 days written notice, and further that the
rate of $50.00 per month be paid the Y.M.C.A. as liquidated damages
for the remaining term of the lease.
Motion made by Bailey, seconded by Greenlee to instruct the City Attorney to
draw up lease, as proposed, and include sale or lease. Motion Carried.

RESOLUTION OF INTENT - L.I.D. NO. 76:
Motion made by Greenlee, seconded by Stork that the City Attorney be instructed
to prepare a new Resolution of Intent - L.I.D. No. 76, for presentation on
August 16, 1966 including plans, specifications and cost estimates, -all- "
street widths except Henry Street and North/South streets, td bd.-changed-so
that Brown, Marie and Octave Streets will be improved between the existing
curb lines.

TRI CITY BUS LINE: (Henry O'Hara) An Agreement with Tri City Bus Line
was submitted for the Council's approval.
Following discussion, motion made by Stork, seconded by Cooper to authorize
the Mayor to sign Agreement on behalf of the City of Pasco. Motion Carried.
ADJOURNMENT:
Motion made by Bailey, seconded by Cooper to adjourn. Motion Carried.
