OATH OF OFFICE: Mayor Carter administered the Oath of Office to Donald Cooper, newly appointed Councilman to fill unexpired term of Clarence F. Griggs. ROLL CALL: By Clerk's Representative. Councilmen present were: G.E. Carter, J.G. Bailey, Fred Robinson, George P. Stork, Russell Wiseman and Donald Cooper. Councilman Greenlee absent from the meeting. APPROVAL OF MINUTES: Motion made by, Robinson, seconded by Wiseman that the minutes of the Regular Council Meeting held May 3, 1966, be approved as written. Motion Carried. Motion made by Bailey, seconded by Stork that the bids be tabulated and reported at next regular council meeting. Motion Carried, VISITORS: HENRY O'HARA addressed the Council and presented his plans for an Inter - City Bus Service. For the present, he plans to use two buses - the first leaving Burbank at 5:45 A.M. Primary emphasis was placed on serving the three shift changes at Hanford (7, 3 & 11:00 P.M.), residential areas, airport and Columbia Basin College students. Mr. O'Hara is striving for 1 1/2 hour service between the communities with fares of 25� within the city and 50� on the line. Mayor.Carter thanked.Mr. O'Hara for his presentation and suggested he meet with the City Manager to discuss possible routes and bus stops. . H.G. WILLIAMS registered complaint with the Council - stating the street grade on "A" Street had not been raised as much as he -had been informed at preliminary hearing prior to starting construction on his service station. This matter was turned to the City Manager and City Engineer to work out a solution to the best interests of Mr. Williams and the City. THELMA LONGSDORF, EUNICE LYSO AND BARBARA WISEMAN. students at Pasco High School, were recognized by Mayor Carter are representatives of Girl's State, sponsored by the American Legion Auxiliary, to learn all aspects of State, Federal and Municipal Government. In turn, Mayor Carter read letter on,�"What is a Citizen" for the visitor's information. GEORGE HALL was recognized by Mayor Carter. To date, Mr. Hall has heard nothing from �pregory.Brothers or their insurance carrier in regard to alleged claim for damages as a fesult of arterial street program. This will be discussed further at next Workshop Session, ORDINANCES: ORDINANCE NO. 1238: AN ORDINANCE AMENDING SECTION 24 OF ORDINANCE NO. 1024 AS PREVIOUSLY AMENDED BY ORDINANCE NO. 1088 AND ORDINANCE N0, 1202 AND PASCO CITY CODE 8-14.12; AND AMENDING SECTION 25 OF ORDINANCE NO. 1024, PASCO CITY CODE 8-14.16, AND BEING AN ORDINANCE RELATING TO AND REGULATING MOTOR VEHICLES TRAFFIC, TRAVEL AND TRANSPORTATION AND THEIR INCIDENTS UPON THE PUBLIC STREETS, BICYCLES PATHS AND OTHER WAYS OPEN TO THE PUBLIC PRESCRIBING THE POWERS AND DUTIES OF OFFICERS AND OTHERS IN RELATION THERETO DEFINING OFFENSES AND PROVIDING PENALTIES. Motion made by Robinson, seconded by Wiseman to read Ordinance No. 1238 by title. Motion Carried. Ordinance No. 1238 was read by title. Motion carried by roll call vote of six (6). 1 �11 PASCO, WASHINGTON COUNCIL CHAMBERS REGULAR MEETING MAY 179 1966 ORDINANCE NO. 1239: AN ORDINANCE AMENDING SECTION 3.17 OF ORDINANCE NO. 1179 AND AMENDING SECTION 1.9 OF ORDINANCE NO. 1179, PASCO CITY CODE SECTIONS 5-8.18 AND 5-8.88 AND BEING AN ORDINANCE REGULATING THE ERECTION ALTERING AND MAINTAINING OF ALL SIGNS PROVIDING.FOR ISSUANCE OF PERMITS AND THE FIXING OF FEES THEREFOR AND PROVIDING A PENALTY FOR THE VIOLATION THEREOF. Motion made by Wiseman, seconded by Stork to read Ordinance No. 1239 by title. Motion Carried. Ordinance No. 1239 was read by title. Motion made by Wiseman, seconded by Bailey to adopt Ordinance No. 1239. Motion carried by roll call vote of five (5). (Councilman Robinson voting no). RESOLUTION NO. 693: A RESOLUTION AMENDING SECTION 3 OF RESOLUTION N0, 675 AND BEING A RESOLUTION'CREATING A CITIZENS HUMAN RESOURCES COMMITTEE FOR THE CITY OF PASCO. Motion made by Stork, seconded by Robinson to read Resolution No. 693 in its entirety. Motion Carried. Resolution No. 693 was read in its entirety. Keltch Co., Job No. 66-1, for the construction of Sanitary Sewer extending the trunk interceptor to Road 34 and Hopkins, and lateral construction on Road 34, Sylvester Frontage Road and Road 32 to Henry Street has been completed in accordance with the Contract and Specifications. I recommend that the contract be accepted and that the State Tax Commission and Department of Labor 6 Industries be so notified." Motion made by Stork, seconded by Bailey that the work of John Keltch be accepted and the State Agencies be so notified. Motion Carried. CITY ENGINEER, JOB NO. 66-4: A letter from George Fisher, City Engineer was read as follows: "I wish to advise you that the Contract with John N. Keltch Co., Job No. 66-4 for the construction of a Sanitary Sewer lateral along Sylvester Street and Road 24 to Ruby Street has been completed in accordance with the Contract and Specifications. I recommend that the work be accepted and that the State Tax Commission and Department of Labor -and Industries be so notified." Motion made by Wiseman, seconded by Bailey that the work of John Keltch be accepted and the State Agencies be so notified. Motion Carried. CITY ENGINEER, JOB NO. 66-5: A letter from George Fisher, City Engineer was read as follows: "I wish to advise you that the Contract with L.W. Vail Co., Job No. 66-5, for the improvement of 13th Avenue from Clark Street to Bonneville Street, and Bonneville Street from 13th Avenue to Lucas Avenue has been completed in accordance with the plans and specifications. I recommend that the work be accepted and that the State Tax Commission and the Department of Labor 6 Industries be so notified." Motion made by Cooper, seconded by Bailey that the work of L.W. Vail Co. be accepted and the State Agencies be so notified. Motion Carried. MANAGER'S REPORT: RESOLUTION - CHAMBER OF COMMERCE: Mayor Carter read the following Resolution endorcing Initiative 226: PASCO, WASHINGTON COUNCIL CHAMBERS REGULAR MEETING RESOLUTION - CONTINUED: MAY 179 1966 21 WHEREAS, it has been brought to the attention of the Board of Directors of the Pasco Chamber of Commerce that cities of the State of Washington are requesting that they share 10% of the sales tax, and have proposed Initiative 226 which is an act relating to revenue and taxation and pro- viding for the allocation and distribution of one-tenth of the state col- lected retail sales tax and use tax revenues to cities and to provide for public safety, law enforcement, fire protection, public health, and for park and recreation services, and WHEREAS, cities of the State of Washington have inadequate funds to carry out the normal responsibilities of city government, with that problem be- coming more severe each year because revenue is not keeping pace with required expenditures, and WHEREAS, THE State of Washington has imposed financial burdens on cities, principally through State mandated pension funds, without providing addi- tional revenue to compensate for the required expenditures, and WHEREAS, approximately seventy (70%) percent of the total population of the State of Washington resides in urban areas, expecting city governments to provide the normal amenities associated with urban living, and WHEREAS, the financial well being of city governments is the direct concern of the State of Washington because the State is actively and vigorously competing for economic expansion with the rest of the nation through attraction of business and industry and industry will not be attracted to our cities if those cities are denied financial capability to provide for the basic needs of its citizens. Industry is often located in those areas where future needs for utilities are anticipated and programmed, where adequate police and fire protection is assured and where desirable cultural and recreational pursuits are available. NOW, THEREFORE, BE IT RESOLVED that the Board of Directors of the Pasco Chamber of Commerce at its regular meeting held in Pasco, Washington on May 16, 1966, endorced Initiative 226 urging all citizens of Pasco and the State of Washington to sign authorized petitions to place this Initiative on the ballot which will insure that the people will have an opportunity to vote on this Initiative at the November election. Mr. Menasco publicly thanked Harold Wyman for his assistance in compiling information for brochure and Robert Wherry of the Tri City Herald for lay- ouS assistance. Mayor Carter asked that a letter of appreciation be sent to Mr. Wherry and the Tri City Herald. MOON SECURITY POLICE: The City Manager read a letter from Hugh Moon, of Moon Security Police—,—a-sl7ing the Council's approval of -Earl Sipe as Security Policeman. Motion made by Robinson, seconded by Bailey that Mr. Earl Sipe be accepted as Security Policeman. Motion Carried. ADJOURNMENT: Motion made by Bailey, seconded by Stork to adjourn. Motion Carried.
