COUNCIL CHAMBERS
REGULAR MEETING MARCH 1, 1966
CALL TO ORDER:
Meeting called to order at 8:02 P.M. by the Honorable G. E. Carter, Mayor.
ROLL CALL:
By Clerk's Representative. Councilmen present were: G.E. Carter, J.G. Bailey,
C.F. Griggs, Fred Robinson, George P. Stork and Russell Wiseman. Councilman
Greenlee arrived at 8:40 P.M.
APRROVAL OF MINUTES:
Motion made by Robinson, seconded by Stork that the minutes of the Regular
Council Meeting held February 15, 1966, be approved as written. Motion Carried.
BID OPENING: (ROAD 24, SANITARY SEWER -EXTENSION)
Mr. Menasco reported that there were five (5) bids to be opened.

BID OPENING - CONTINUED:
MARCH 1, 1966
All bids submitted were accompanied by 5% Bid Bond. Mayor Carter instructed
Mr. Fisher and Mr. Whetsler to tabulate bids and report later in meeting.
PUBLIC HEARINGS:
MAYOR CARTER DECLARED THE PUBLIC HEARING OPEN FOR THE REZONING OF CURTIS
PROPERTY FROM RESIDENTIAL R-1 TO -COMMERCIAL C-1.
Mr. Menasco read Notice of Public Hearing. Mayor Carter declared the Public
Hearing open, and called for comments from the floor either for or against the
rezoning.
E.A. CURTIS spoke in favor of the rezoning as he and Mr. Meyers recently
purchased property in question for the purpose of constructing a motel complex
complete with service station, restaurant and meeting room. All preliminary
work had been done with exception of zone change, for which Mr. Curtis was now
requesting. He and Mr. Meyers had appeared before the Planning Commission and
their request approved. Mr. Menasco read a letter from Lyle Balderson, City
Planning Commission, recommending the zone change.
Following three calls from the Mayor for further comments from the floor, the
Public Hearing was declared closed.
Motion made by Stork, seconded by Greenlee to grant zone change for that portion
of the southwest quarter of the northeast quarter of Section 20, Township 9 North,
Range 30 East Willamette Meridian, lying southerly of the Primary State Highway
No. 3, right of way, (Columbia River to Snake River) as,exists on August 3, 1965,
EXCEPT the west 150 feet thereof and EXCEPT Boston Addition on the east from
Residential R-1 to Commercial C-1. Motion carried by roll call vote of six (6).
Councilman Griggs voting "no":

PROPERTY, LOTS 13 AND 14, BLOCK 12, RIVERSIDE ADDITION, FROM COMMERCIAL C-1
TO COMMERCIAL C-3.
Mr. Menasco read Notice of Public Hearing. Mayor Carter declared the Public
Hearing open, and called for comments from the floor either for or against the
rezoning.
A letter from Lyle Balderson, City Planning Commission, was read recommending
the zone change. There were no written objections to the zone change.
Following three calls from the Mayor for further comments from the floor, the
Public Hearing was declared closed.
Motion made by Griggs, seconded by Bailey to grant zone change of Matheson
property, Lots 13 and 14, Block 12, Riverside Addition, from Commercial C-1
to Commercial C-3. Motion carried by roll call vote of seven (7).
MAYOR CARTER DECLARED THE PUBLIC HEARING OPEN FOR THE REZONING OF SARGENT
PROPERTY, NORTH 10 FEET OF LOT 23 AND ALL OF LOTS 24 TO 28 INCLUSIVE,
BLOCK 2, COLLEGE ADDITION TO PASCO FROM RESIDENTIAL R-2 TO COMMERCIAL C-1.
Mr. Menasco read Notice of Public Hearing. Mayor Carter declared the Public
Hearing open, and called for comments from the floor either for or against the
rezoning. A letter from Lyle Balderson, City Planning Commission was read
recommending the zone change.
WOODY SARGENT SPoke in favor of the rezoning, stating he planned to build a
structure complimentary to the area in the way of tune-up shop, etc. There were
no objections from the floor nor written objections submitted.
Following three calls from the Mayor for further comments from the floor; the
Public Hearing was declared closed.

Motion made by Stork, seconded by Bailey to grant zone change of Sargent
Property, North 10 feet of Lot 23 and all of Lots 24 to 28 inclusive, Block 2,
College Addition to Pasco from Residential R-2 to Commercial C-1. Motion carried
by roll call vote of six (6). Councilman Wiseman voting "no".
VISITORS:
GEORGE 6 AMALIA HALL, 831 SYLVESTER: Mr. Hall addressed the Council, and
read aloud a Claim for Damages received on April 3, 1965. As a result of
removing curbs, sidewalk, etc., the steps at Hall's residence settled, which
necessitated replacement. Mr. Hall further stated he had never been contacted
by anyone (adjuster or insurance company) and had paid the bill in the amount
of $142.77 for which he wanted reimbursement.
Attorney Campbell stated it was in the State Statutes that any claim over sixty
(60) days was automatically denied without notification of any kind.
Following discussion, Councilman Greenlee suggested a letter be written to
Insurance Company for status report on this claim. Mr. Menasco will direct
letter on behalf of the City.
MAX BROWN addressed the Council and introduced his son, DAVID BROWN to the
assembly.
OLD BUSINESS:
RESOLUTION NO. 682
RESOLUTION APPROVING APPLICATION FOR PRELIMINARY LOAN FOR LOW
RENT PUBLIC HOUSING AND APPROVING THE FORM OF COOPERATION
AGREEMENT BETWEEN THE CITY OF PASCO, WASHINGTON AND THE HOUSING
AUTHORITY OF THE CITY OF PASCO, WASHINGTON AND AUTHORIZING ITS
EXECUTION.
Motion made by Bailey, seconded by Griggs to read Resolution No. 682 in its
entirety. Motion Carried. Resolution No. 682 was read in its entirety. Motion
made by Stork, seconded by Wiseman that Resolution No. 682 has been read.
Motion Carried. Motion made by Stork, seconded by Bailey to adopt Resolution
No. 682. Motion carried by roll call vote of seven (7).
GRAY 6 OSBORNE: A letter from Gray 6 Osborne regarding Progress Estimate No. 1
6 Semi -Final, Warning Point Protected Area as follows:
"Enclosed is Estimate No. 1 6 Semi-final in the amount of $31,963.14,
representing the amount due the Contractor for labor and materials
furnished in connection with the above mentioned project.
Our inspection of the work in the field indicates that the project has been
completed in apparent compliance with the Plans 6 Specifications and is now
being offered for your consideration and acceptance of the work. We
recommend the project be accepted and, further, we recommend the estimate
be put in line for payment at your next regular meeting. This official
acceptance will start the 30 day period, the retained percentage may be
put in line for payment if the Contractor has complied with the following
items.
1. The Contractor has filed with you a notarized statement that all
materials, labor and other costs, have been paid in full.
2. You have received clearance from the Department of Labor 6 Industries
relative to this contract. A clearance from the State,Excise"Tax Division
is not required ae total project cost is under $5000.
3. There are no liens or claims on file against the Contractor during this
30 day period.
We will prepare the necessary forms for the Department of Labor 6 Industries
and send copies to you. We will also prepare Estimate No. 2 and Final
covering the retained amount in time for your meeting 30 days hence."

Motion made by Greenlee, seconded by Robinson to accept recommendation of Gray
& Osborne for payment to contractor (Stromstead Construction Co.) in the amount
of $3,963.14. Motion carried by roll call vote of seven (7).

Motion made by Griggs, seconded by Bailey that all bills properly vouchered
be paid. Motion carried by roll call vote of seven (7).
EQUIPMENT RENTAL TRANSFER: Transfers in the amount of $5,227.34 from various
funds to Equipment Rental were requested.
Motion made by Wiseman, seconded by Bailey to grant transfers as requested.
Motion carried.
NEW BUSINESS:
RESOLUTION NO. 684
A RESOLUTION FINDING THAT 01) ONE OR MORE BLIGHTED AREAS EXIST IN THE
CITY OF PASCO; AND (2) THAT THE REHABILITATION, CONSERVATION, REDEVELOPMENT,
OR A COMBINATION THEREOF, OF SUCH AREAS IS NECESSARY IN THE INTEREST OF THE
PUBLIC HEALTH, SAFETY, MORALS, OR WELFARE OF THE RESIDENTS OF THE CITY OF
PASCO, AND AUTHORIZING THE CITY OF PASCO TO ITSELF EXERCISE THE POWERS
CONFERRED UPON MUNICIPALITIES BY THE WASHINGTON URBAN RENEWAL LAW.
Mr. Menasco read Resolution No. 684 in its entirety. Motion made by Stork,
seconded by Greenlee that Resolution No. 684 has been read. Motion Carried.
Motion made by Bailey, seconded by Stork to adopt Resolution No. 684. Motion
carried by roll call vote of seven (7).
Motion made by Griggs, seconded by Greenlee that Ruth Modesky, City Clerk, be
appointed Recording Officer. Motion Carried.
ORDINANCES:
ORDINANCE NO. 1227:
AN ORDINANCE AMENDING SECTION 13 OF ORDINANCE NO. 1193 AND BEING AN
ORDINANCE REGULATING SOLICIZATION IN THE CITY OF PASCO; REQUIRING A
.LICENSE THEREFORE, AND IMPOSING PENALTIES FOR VIOLATIONS.
Motion made by Bailey, seconded by Stork to read Ordinance,No. 1227,by title

REPORT OF BID TABULATION:
MARCH 1, 1966
Mr. Fisher reported that the low bid for extension of Road 24 Sanitary Sewer
was submitted by John Keltch in the amount of $39,047.38 and recommended
acceptance of same.
Motion made by Greenlee, seconded by Stork that the low bid in the amount of
$39,047.38 be awarded to John Keltch. Motion carried by roll call vote of
seven (7).
