REGULAR MEETING
CALL TO ORDER:

FEBRUARY 1, 1966
Meeting called to order at 8:02 P.M. by the Honorable G.E. Carter, Mayor.
ROLL CALL:
By Clerk's Representative. Councilmen present were: G.E. Carter, J.G. Bailey,
C.F. Griggs, Fred Robinson, George P. Stork and Russell Wiseman. Councilman
Greenlee was absent from the meeting.
HONOR RETIREES:
Mayor Carter paid tribute to five (5) retirees for their loyalty to their
respective positions and the City of Pasco. They also received recognition
as being the first employees to retire under the new Statewide Retirement
System instituted by the City of Pasco. Mayor Carter presented inscribed
plaques to the following:
Ervin Maas (5 years) Frank Mills (13 years)
Roby Myers (6 years) L.H. Eastman (17 years)
Robert Lovelace (10 years)
APPROVAL OF MINUTES:
Motion made by Robinson, seconded by Bailey that the minutes of the Regular
Council Meeting held January 18, 1966, be approved as written. Motion Carried.
PUBLIC HEARING:
MAYOR CARTER DECLARED THE PUBLIC HEARING OPEN FOR THE REZONING OF LOTS 139 149
15, 16 and 17, BLOCK 5 -PASCO FROM INDUSTRIAL I-1 TO COMMERCIAL C-3.
Mr. Menasco read the Notice of Public Hearing. Mayor Carter declared the Public
Hearing open, and called for comments from the floor either for or against the
rezoning. There were no objections from the floor nor written protests. Mayor
Carter stated a letter had been received from Lyle Balderson, Regional Planner,
recommending rezoning of this area.
Following three calls from the Mayor for further comments from the floor, the
Public Hearing was declared closed.
Motion made by Stork,.seconded by Bailey to grant zone change for Lots 13, 14,
15, 16 and 17, Block 5 -Pasco, be changed from Industrial I-1 to Commercial
C-3, and City Attorney be instructed to draw up necessary Ordinance. Motion
Carried.

Motion made by Griggs, seconded by Wiseman that all bills properly signed and
vouchered be paid with exception of Gray 6 Osborne Current Expense item ($525.00)
Motion carried by roll call vote of six (6).

OLD BUSINESS:
FEBRUARY 1, 1966
RUTH MODESKY, CITY CLERK/TREASURER submitted the following letter to
Horace E. Menasco, City Manager.
"The total assessment for L.I.D. #71 was $10,345.42. The thirty -day
prepay ended January 27, 1966, and $200.00 was collected.
The balance to be financed is $10,145.42 and the Pension Fund will
purchase this if the interest rate is 4 3/4%.
After the interest bearing warrants are paid, I will have $513.88 to
transfer to Current Expense for services and request permission
to so do. I will also need Council action required for preparation of
Ordinance to sell Installment Note."

Following discussion, motion made by Wiseman, seconded by Stork to instruct
City Attorney to draw up necessary Ordinance to meet requirements imposed
by L.I.D. #71, setting interest rate at 4 3/4%. Motion Carried,
RIGHT OF WAY, CHASE STREET (LIVERMORE 6 WATTENBERGER PROPERTIES):
Mr. Menasco read contents of Earl 6 Dorene Wattenberger's letter as requested
by Councilman Wiseman.
Following discussion as to cost of fence, surface water drainage, etc., motion
made by Bailey, seconded by Stork that the City of Pasco purchase the two pieces
of property (Wattenberger, $1,700.00; Livermore, $650.00) per Purchase Agreement
subject to no conditions other than moving fence. Motion carried by roll call
vote of five (5). Councilman Griggs abstaining.
ORDINANCES:
ORDINANCE NO. 1219
AN ORDINANCE APPROVING AND CONFIRMING THE ASSESSMENTS AND ASSESSMENT
ROLL OF LOCAL IMPROVEMENT DISTRICT NO. 73, WHICH HAS BEEN CREATED AND
ESTABLISHED FOR THE PURPOSE OF PAYING A PART OF THE COST OF IMPROVING
"A" STREET FROM CHASE AVENUE TO OREGON AVENUE AND CERTAIN OTHER STREETS
AND AVENUES WITHIN THE CITY OF PASCO, WASHINGTON, AS PROVIDED IN ORDINANCE
NO. 12119 AND LEVYING AND ASSESSING THE AMOUNT THEREOF AGAINST THE SEVERAL
LOTS, TRACTS, PARCELS OF LAND AND OTHER PROPERTY SHOWN ON SAID ROLL.
Motion made by Bailey, seconded by Robinson to read Ordinance No. 1219 by
title only. Ordinance No. 1219 was read by title. Motion made by Wiseman,
seconded by Robinson that Ordinance No. 1219 has been read. Motion Carried
Motion made by Robinson, seconded by Stork that the assessment of'$2,958.00
be reduced by $66.00 to $2,892.00 on the following described property:
The E. 200' of that portion of blocks 17,18,19,24, & A of
O'Keefe's 3rd Addn. tog# with vacated streets and alleys
adjoining said blocks, lying southerly of Hopkins(Frontage Road),
except the South 207.0' thereof and except Hopkins Street. MOTION CARRIED.
Motion made by Robinson, seconded by Stork that the assessment of $798.00
be reduced by $84.00 to $714;00 on the following described property:
The east 200' of Blk 17, O'Keefe's 3rd Addition, tog. with vac.
streets & alleys adjoining, lying South of Primary State Highway #3
6 North of Hopkins (Frontage Road). MOTION CARRIED.
Motion made by Bailey, seconded by Stork to adopt Ordinance No. 1219 as
amended. Motion carried by roll call vote of six (6).
NEW BUSINESS:
MAYOR CARTER directed the following letter to Housing Authority, re: low -rent
housing needs in Pasco.

FEBRUARY 1, 1966
"There are many sub -standard housing units in Pasco and the City is
taking action to bring housing up to standard; therefore, we believe
there exists a need for low -rent housing to meet the needs of low
income families. We request that the Housing Authority make application
for reservation of 100 dwelling units of low -rent public housing, and
for a preliminary loan to be.used for the preparation of housing
surveys and preliminary plans.
We will be -prepared to adopt a cooperation agreement with the
Housing Authority when it is submitted."

Motion made by Wiseman, seconded by Bailey to grant all business licenses with
exception of Hall Radio 6 TV and Gregory's Public Steno Service. (Hall, out of
zone and no Pasco address for Gregory's Public Steno Service). Motion Carried.
MANAGER'S REPORT:
Mr. Menasco reported a Summons had been received by the City of Pasco from
NANCY KNAPP in the amount of $50,240.05 as a.result of damages received in the
City on February 3, 1965. This has been referred to the City's insurance
carrier.
Mr. Menasco reported that some problems had been encountered with our Solicitor
Ordinance (No. 1193) and recommended discussion on this issue at the next
Workshop Session.
